AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, CHANGING THE
ZONING CLASSIFICATION OF CERTAIN PROPERTY WITHIN THE CITY OF
RENTON FROM SUBURBAN RESIDENTIAL DISTRICT (SR-1) TO APARTMENT
HOUSES AND MULTIPLE DWELLINGS (R-4)
WHEREAS under Chapter VII, Title IV (Building Regularions) of Ordinance No.
1628 known as the "Code of General Ordinances of the City of Renton", as amended,
and the maps adopted in conjunction therewith, the property hereinbelow described has
heretofore been zoned as SUBURBAN RESIDENTIAL DISTRICT (SR-1), and
WHEREAS a proper petition for change of zone classification of said property
has been filed with the City Clerk on or about March 4, 1966, which petition was then
duly referred to the Planning Commission for investigation,, study and public hearing,
and a public hearing having been held thereon on or about March 23, 1966, all pursuant
to notice of hearing duly published and posted as provided by law; and said matter
having been duly considered by the Planning Commission, and said rezoning being in
conformity with the City's Comprehensive Plans and all parties having been heard
appearing in support thereof or in opposition thereto, NCfa THEREFORE
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS FOLLOWS:
SECTION I: The following described property in the City of Renton is hereby
rezoned to 'Apartment Houses and Multiple Dwellings" (R-4 District), the City Engineer
and the Planning Director are hereby authorized and directed to change the maps of
the Zoning Ordinance, as amended, to evidence said rezoning, as follows:
That portion of the SW 1/4 of Sec. 20-23-5 described as
follows: Beg. at the intersection of the NELY line of
Benson Rd. with the south line of said Sec 20 then ?MLY
along said NELY road line 734.63' to the true point of
beg., then SELY along said NELY road line 338.99' then •
N 87031'41" E 772.44' , then O°13'18" E 317.81' to a
point which bears N 87°31'41" E from the true point of
beg., then S 87°31'41" W 906.51 ' to the true point of beg.
Property located on Benson Highway, Puget Drive and 106th Ave. S.E•.
SECTION II: This Ordinance shall be in full force and effect from and after
its passage, approval and legal publication.

be contacted and further study be made on this matter.
ACTION:
Moved by Cordell, seconded by Bardarson, that the hearing be
continued until the April 13 meeting .

( 3) Lyman Riley, Appl. No. R-304-66 , from SR-1 to R-3 , property loca-
ted on Sunset Boulevard E. between M Street and 0 Street.
(a) Staff report : The Comprehensive Plan indicates this area
for potential multiple residential use. The property is presently
being used as single family residential. The adjacent uses are
single family residential to the south and east . The property
fronts on Sunset Highway and would be suitable for multiple fam-
ily residential use.
(b) Committee report : The area appears to be feasible for
multiple family residential use and is recommended for approval.
Chairman Garrison invited comments from the audience.

rezoning to multiple apartment use would be detrimental to prop-
erty values , be an intrusion into the single family character of
the neighborhood, and possibly raise property taxes .
Mr. Riley, the applicant , stated that he did not feel it would
downgrade property in the area, nor would it cause any traffic
hazard.
Mr. Ericksen stated that in looking at this area it was felt
that its best use would be for multiple family , since it fronts
on Sunset Highway, but he suggested that proper' screening be
provided to protect single family residences adjacent to the
proposed R-3 area.
ACTION :
Moved by Racanello , seconded by Denzer, that the hearing be
closed. Motion carried.
Moved by Racanello , seconded by Denzer, ; to recommend to the
City Council the rezone from SR-1 to R-3 , as it would be in
agreement with the Comprehensive Plan. Motion carried.
(4) Fifth West, Inc. Appl. No . R-298-66 , request for rezone from
SR-1 to R-4 , property located on Benson Highway south of Puget
Drive extending to 106th Ave . SE.
(a) Staff report : The Comprehensive Plan indicates this area
as suitable for multiple family residential use. The property is
served by two major arterial streets and is adjacent to existing

(b) Committee report : Recommends approval.
Discussion followed relative to the matter of access . Mr.
Ericksen suggested that the access be provided to the rear of
the property. He also suggested that the applicant meet with
adjacent property owners relative to the problem of access to
Puget Drive if 106th Ave. SE is to be vacated.
The Applicant stated that this is a matter of engineering , and
they have plans to regrade the area. They do not anticipate any
problems as to access .
ACTION:
Moved by Bardarson, seconded by Denzer, that the hearing be
closed. Motion carried.
Moved by Denzer, seconded by Bardarson, that recommendation
be made to the City Council approving the rezone from SR-1 to R-4 ,
since this is in agreement with the Comprehensive Plan. Motion
carried.
( 5) Martin Rasmussen, Appl. No. R-299-66 , request for rezone from S-1
to R-3 , property located on the northwest corner of 88th Place S .
,and South 124th Street.
(a) ...Staff, report : The Comprehensive Plan indicates the area
as single family residential. The present use of the area is
single family residential.
(b) Committee report : The proposed rezone would not be in
agreement with the Comprehensive Plan and the Committee recom-
mends denial of the request.
Chairman Garrison invited comments from the audience.
Mr. Lester Smith, 8815 South 124th Street , submitted a petition
of protest signed by 31 persons . Among objections listed were:
spot zoning , intrusion of apartments into single family area,
traffic problems , detrimental to property values , possible in-
crease in property taxes .
Mr. Martin Rasmussen, the applicant , stated that he did not feel
this is a good residential neighborhood for single family homes ,
and felt that the apartments he plans to build would be an asset
to the area.
It was pointed out that this area is shown on the Comprehensive
Plan as single family residential. In order to rezone the sub-
ject property to apartment use , the Comprehensive Plan would have
to be changed.
ACTION:
Moved by Denzer, seconded by Racanello , that the hearing be
closed. Motion carried.
Moved by Stredicke , seconded by Denzer, that the rezone re-
quest be denied. Motion carried.
