AN ORDINAietE OF THE.CITY OF RENTON, WASHINGTON, CHANGING THE
ZONING CLASSIFICATION OF CERTAIN PROPERTY WITHIN THE CITY OF
RENTON FROM RESIDENTIAL DISTRICT (R-2) TO RESIDENTIAL DISTRICT
(R-3)
WHEREAS under Chapter VII, Title IV (Building Regulations) of Ordinance No.
1628 known as the "Code of General Ordinances of the City of Renton", as amended,
and the maps adopted in conjunction therewith, the property hereinbelow deacribedlns
heretofore been zoned as RESIDENTIAL DISTRICT (R-2), and
WHEREAS a proper petiion for change of zone classification of said property
has been filed with the City Clerk on or about February 21, 1966, which petition was
then duly referred to the Planning Commission for investigation, study and public
hearing, and a public hearing having been held thereon on or about March 23, 1966,
all pursuant to notice of hearing duly published and posted as provided by law;
and said matter having been duly considered by the Planning Commission, and said
rezoning being in conformity with the City's Comprehensive Plana and all parties
having been heard appearing in support thereof er in opposition thereto, NW THEREOFORE
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS
FOLLO.IS:
SECTION I: The following described property in the City of Renton is hereby
rezoned to ' esidential District (R-3); the City Engineer and the Planning Director
are hereby authorized and directed to change the maps of the Zoning Ordinanee, as
amended, to evidence said rezoning, as follows:
Lot 3, Block 26B of Corrected Plat of Renton Highlands,
Sec. 9 Twp. 23, Range 5.
(Property located on 2806-2808 7th Avenue North between
I Place and K Street).
SECTION II: This Ordinance shall be in full force and effect from and after
its passage, approval and legal publ-ieetiea..

its public hearing meeting March
23 , 1966
Gentlemen and Mrs . Dahlquist :The Planning Commission at its public hearing
meeting of March 23 , 1966 recommended to the City
Council for further action the following items :
,
1. REZONE APPLICATIONS :
(1) Lyman Riley , Appl. No. R-304-66 , request for
rezone from SR-1 to R-3 , property located on
Sunset Boulevard E. between M Street and 0
Street.
The Comprehensive Plan indicates this area
as potential multiple family residential.
The property is presently being used as sing-
le family. On the basis of its review the
Planning Commission recommended approval of
the rezone request .
( 2) Fifth West , Inc. , Appl. No. R-298-66 , request
for rezone from SR-1 to R-4 , property located
on Benson Highway south of Puget Drive extend-
ing to 106th Ave. SE.
The Comprehensive Plan indicates the area
as being suitable for multiple family resi-
dential use. The property is adjacent to ex-
isting R-4 zoning. The Commission recommended
approval of the zoning as requested, since it
is in agreement with the Comprehensive Plan
and is a logical use in this area.
( 3) John Golithko , Ap 1. No. R-302-66 , request for
rezone from R-2 to -3 , property located at
2808 and 2806 7th Avenue North , on the NE cor-
ner of 7th Ave. N. and I Pl.
The Comprehensive Plan indicates the area
as potential multiple family residential. The

Lot 4 , Blk. 4 , Motor Line Add. to Renton , prop- I
erty located on Logan Street north of Second
Avenue. The property is presently being used
for commercial purposes on a nonconforming basis .
The Comprehensive Plan indicates the area as
future commercial use. . The Planning Commission
recommended the approval of the rezone request ,
since it is in agreement with the Comprehensive
Plan.
2 . VARIANCE APPLICATION :
( 1) Pacific Northwest Bell Tele hone Company , Appl.
N V-296-6 , request or variance on parking
requirements , property on Williams Street be-
tween 2nd and 3rd Avenues . . The Telephone Com-
pany submitted plans for construction of an
additional story onto the existing building.
This space would be used for equipmen4 ,
Applicant indicated there would be no addition-
al employees , and no additional parking spaces
would be needed. The Planning Commission re-
commended' approval of theVariance as requested.

(6) Continued:
(a) Staff report : The Comprehensive Plan indicates the area
as suitable for multiple family residential use. The proposed
apartment unit would be located to the rear of an existing High-
lands duplex , and would be served by a driveway on the west side
of the existing duplex building . The proposed access to the
apartment building is considered inadequate to meet the needs of
the apartment building, and would create undesirable traffic haz-
ard and congestion.
While the Comprehensive Plan indicates the area as potential
multiple residential use, it is felt that the proposed use does
not warrant rezone at this time.
(b) Committee report : The proposed access to the apartment
building is considered inadequate to serve the apartment building.
It is recommended that. the request be denied.
After discussion relative to the problem of access , the fol-
lowing action was taken :
ACTION:
Moved by Racanello , seconded by Cordell , that the hearing be
continued until the April 27 meeting in order to give the appli-
cant more time to work out the problem of the access road.
Motion carried.
( 7) John Golithko , Appl. No. R-302-66 , request for rezone from R-2
to ' R-3 , `property located at 2808 and 2806 7th Avenue North , on
the N$ corner of 7th Ave. N. and I Pl.
(a) Staff report : The Comprehensive Plan indicates the area
as multiple family residential use. Adjacent uses are Highlands
duklexcs and single family residences . It is recommended that the
existing duplex be removed before the land is developed for multi-
ple family residential purposes .
(b) Committee report : Recommend approval on the basis that it
is in agreement with the Comprehensive Plan and it appears this is
a logical development.
C1airman Garrison asked for comments from the audience.
Mr, Joe Mancq , speaking for the Applicant , stated that the exis-
ting duplex building will be torn down. He felt that this is a
start to upgrading the Highlands area by replacing the old duplex-
es with new structures .
ACTION :
Moved by Denzer, seconded by Stredicke , that the hearing be
closed. Motion carried.
Moved by Denzer, seconded by Teegarden, that the rezone from
R-2 to R-3 be recommended to the City Council for approval, as
it is in agreement with the Comprehensive Plan. Motion carried.
( 8) Jack McFadden, Appl. No. R-305-66 , request for rezone from G-9600
to R-3 , property located on Springbrook Rd. at approximately
South 170th Street.
(a) Staff report : The Comprehensive Plan indicates this area
as single family residential. The proposed development is for a
4-Tplex located adjacent to the existing single family residential
uses . Also, the area is presently not served by sewers .
