AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON CHANGING THE
ZONING CLASSIFICATION OF CERTAIN PROPERTY WITHIN THE CITY OF
RENTON FROM RESIDENTIAL DISTRICT (R-3) TO BUSINESS DISTRICT (B-1)
WHEREAS under Chapter VII, Title IV (Building Regulations) of Ordinance No.
1628 known as the "Code of General Ordinances of the City of Renton", as amended, and
the maps adopted in conjunction therewith, the property hereinbelow described has
heretofore been zoned as RESIDENTIAL DISTRICT (R-3), and
WHEREAS, a proper petition for change of zone classification of said property
has been filed with the City Clerk on or about April 7, 1966 which petition was then
duly referred to the Planning Commission for investigation, study and public hearing,
and a public hearing having been held thereon on or about April 27, 1966 all pursuant
to notice of hearing duly published and posted as provided by law; and said matter
having been duly considered by the Planning Commission, and the petitioner having duly
agreed to certain changes and amendments to his petition, and said rezoning request,
as revised and amended, being in conformity with the City's Comprehensive Plans and.
all parties having been heard appearing in support thereof or in opposition thereto..
HOW THEREFORE
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS
FOLLOWS:
SECTION' I: The following described property in the City of Renton is hereby
rezoned to Business District (B-1) ; the City Engineer and the Planning Director are
hereby authorized and directed to change the maps of the Zoning Ordinance, as amended,
to evidence said rezoning, to-wit:
Portion of Government Lot 8 in Section 17, Township 23 North, Range 5 East, W.M.
described as follows:
Beginning at the intersection of the East line of Government Lot 8 in Section 17,
Tip: 23 North, Range 5 East, W.M., with the Southerly margin of State Highway No.
169 (Maple Valley Highway) ; thence North 56°43' 47" West along said Southerly margin
488.07 feet to the true point of beginning; thence South 32°52'13" West 71.23 feet;
thence South 11°56'1S" West 180.58 feet; thence North 78°03'47" West 214 feet, more
or less; thence North 8°O1!•27" East 39.feet, more or less; thence North 83°15'57"
West 101.00 feet; thence North 6°44'03" East to a point 150 feet Southerly measured
perpendicularly from the Southerly margin of State Highway No. 169; thence North-
easterly to a point on the Southerly margin of said State Highway No. 169, 330 feet
Northwesterly from the true point of beginning; thence Southerly along said Hig'-
margin 330 feet to the true point of beginning. (Located on Maple Valley Highway)
SECTION II: This Ordinance shall be in full force and effect from and after its
passage, approval and legal publication.

K Streets . ( Continued from meeting of March 23 pending sub-
mission by Applicant of an improved access to the proposed
apartments .
Mr. Hartman submitted a revised plot plan showing an easement
road as access to the proposed apartments .
After inspection of the revised plan , it was the concensus of
opinion of the members and the Planning Director that the
proposed easement was over property not owned by the Applicant ,
and that it was still inadequate , I±_ was.Lalso felt that.
traffic engendered by the apartments would create a hazard
for the residents of the duplex.
ACTION:
Moved by Racanello, seconded by Stredicke , that the hear-
ing be closed. Motion carried.
Moved by Racanello, seconded by Stredi.Cke , that the re-
zone request be denied. Motion carried.
( 2) A. W. Myers , Applo No. R-312-66 , request for rezone from R-1
to R-3 , of property located on 90th Avenue South between
South 128th and South 129th Streets .
Staff report : The Comprehensive Plan for this area in-
dica'tes this as multiple family residential use , and adjacent
properties to the north were recently rezoned R-3 . Surround-
ing uses to the north and east are business and to the south and
west single family residences .
Committee report: Recommend approval on the basis that
the rezone proposed is in agreement with the Comprehensive
Plana
Chairman Garrison invited comments from the audience.
Mr. Tom Nelson, resident at 90th South and South 129th in-
quired relative to the scope allowed in the R-3 zone. He
expressed concern regarding the height and density of 'the
proposed apartments . Several other property owners in the
immediate vicinity of the proposed apartments voiced objection
to the rezone.
Mr. Wilson, speaking in favor of the rezone , stated that he
believed that the apartments proposed would not obstruct
the view any more than a single family residence which could
be 35 ' in height. Also , he felt that the apartments would
be more suitable than single family residential , since the
rear of the apartments would be toward the used car lot on
Rainier Avenue.
ACTION:
Moved by Teegarden, seconded by Racanello, that the
hearing be closed. Motion carried.
Moved by Teegarden, seconded by Racanello, that the rezone
request be approved, as it is in agreement with the Compre-
hensive Plano Motion carried.
( 3) Charles Shane, Applo No. R-312-66 , request for rezone from
R-3 to B-1 , of property located on the south side of Maple
ValleyyHighway extending east from the Stoneway Dock Company-
to the existing gas station site , and north of the existing

apartments .
Staff report : The property is presently vacant . The
Comprehensive Plan indicates the area as multiple family res-
idential and manufacturing uses . The area is proposed for
business development. Adjoining property to the west was re-
cently zoned-B Li
Committee report : The extent of the proposed business
development is not known at this time and it is generally
felt that additional traffic onto Maple Valley Highway would
constitute a traffic hazard. It is generally felt that the
proposed rezone should be denied.
After inspection of the proposed plot plan the Applicant was
asked if he would be agreeable tb B-1 on the large portion
with the greater depth and to delete the narrow strip to the
north. from the application.
Mr. Shane, the Applicant , stated that he was in agreement with
the proposed amendment to his application.
ACTION :
Moved by Busch, seconded by Racanello , that the hearing
be closed. Motion carried.
Moved by Stredicke , seconded by Racanello , that the south
330 ' as shown on the plot plan be rezoned to B-1, as-this
would_.be in agreement with the Comprehensive Plan. Motion
carried. Mr. Teegarden voted no , because he felt that this
is contrary to the concept of the Comprehensive Plan, and
would allow strip zoning along the Maple Valley Highway it
this area.

(4) All Points Realty, Appl. No. R'.313-66 , request for rezone from
GS-1 to B-1, of property located on the Maple Valley High-
way between M Street and 5th Avenue E.
Staff report : The property is presently vacant land and
is proposed for a business office. The Comprehensive Plan
indicates the area as single family residential use. The
State Highway Department has acquired 100 ' right of way north
of the property leaving the property with. a maximum depth of
40 ' . The future right of way needs of the Maple Valley High-
way are not known at this time.
Committee report : In view of the questions presented in
regard to future development in the area, the Committee re-
commends denial of the rdzone request at this time. , in as much
as the proposed use is not in agreement with the Comprehensive
Plan.
Chairman. Garrison invited comments from the audience.
Mr. Doug Felker, representing the applicants , displayed a
map of the area, showing the portion of right of way dedicated
for right of way. He stated that the proposed area is 52 ' in
width , ands: heoprdposed real estate office would be 12 ' in
width, allowing the^r.equired 20 ' setback from the Highway
right of way. He stated that the proposed use would not be
detrimental to the single family homes across the Highway,
and he felt that this would be a reasonable use of the proper-
ty, since it would not be a suitable location for single fam-
ily residential. He felt that this strip may have been
