ORDINANCE NO.
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, CHANGING THE
ZONING CLASSIFICATION OF CERTAIN PROPERTY WITHIN THE CITY OF
RENTON FROM GENERAL SUBURBAN DISTRICT (GS-1) TO RESIDENTIAL
DISTRICT (R-3)
WHEREAS under Chapter VII, Title IV (Building Regulations) of Ordinance No.
162E known as the "Code of General Ordinances of the City of Renton", as amended, and
tIle maps adopted in conjunction therewith, the property hereinbelow described has
heretofore been zoned as GENERAL SUBURBAN DISTRICT (GS-a), and
WHEREAS, a proper petition for change of zone classification of said property
has been filed with the City Clerk on or about April 27, 1966, which petition was then
duly referred to the Planning Commission for investigation, study and public hearing,
and a public hearing having been held thereon on or about May 25, 1966, all pursuant
to notice of hearing duly published and posted as provided by law; and said matter
having been duly considered by the Planning Commission, and said Miming request
!Al•con2crmit;r with the 'City's Comprehensive Plans and all parties having been
heard appearing in support thereof or in opposition thereto, NOW THEREFORE
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS
FOLLOWS:
SECTION I: The following described property in the City of Renton is hereby
rezoned to Residential District (R-3); the City Engineer and the Planning Director
cre hereby authorized and directed to change the maps of the Zoning Ordinance, as
amended, to evidence said rezoning, to-wit:
Beginning at a Point 1305.19 feet South of the Northeast Corner of the
Southwest One-Quarter of Section 4, Twp. 23 N. , R 5 E, W.M. King County,
Washington, on the East Boundary Line, Thence West 188.14 feet to the West
Margin of the Puget Sound Power and Light Company Transmission Line Right of
Way Easement and True Point of Beginning, Thence continuing west 452.16 feet
to the East Line of the Plat of Renton Highlands No. 2, Corrected Plat,
according to plat thereof recorded in Volume 57 of Plats, Pages 92 to 98,
inclusive, Records of said County, thence Southerly along said East Line
S 0010'48" E, 326.29 feet; thence East 459.25 feet to the West Margin of
said Transmission Line Easement; thence Northerly along said West Margin
N 1°25130" W, 326.39 feet to the True Point of Beginning, containing
3.413 acres.

SECTION II: This Ordinance shall be in full force and effect from and after
its passage, approval and legal publication.

and until an easement for its use is available other means of
access should be provided.

4. The Engineering Department has not received information
relative to utility layout or proposed street grades
Mr, Felix Reisner, representing the Plattor, stated that most of
the points mentioned in the City Engineer' s letter could be re-
solved by meeting with the Staff and City Engineer, However, in
regard to the_extension. of SE 154th he did not believe this was
good planning to extend :_ the . arterial into the residential
neighborhood, He further stated that the Plattors expect to
acquire an easement access road over the Seattle Pipeline Rd.
Several persons in the audience objected to the proposed exten-
sion of SE 154th_ as_an arterial through Tiffany Homes area
Mrs, Shidelpr., Park Board-memb.ercasked what:.. plans thetPlattor::. ..
has made for a park in this Plato It was stated that a portion
of the Plat is shown as a park area.
The Commission members generally concurred that the points men-
tioned required further study.

Moved by Racaonello, seconded by Denzer, that the hearing

Proposed use: Housing for the elderly - 50 units
Comprehensive Plan: indicates the area as multiple family resi-
dential,
Staff report: The property in question was previously re-
viewed by the Commission during preparation of planning plans for
the Housing application. The proposed use is compatible with
adjacent uses in the area and is in agreement with the Comprehen-
s:i.ve Plano
Committee report: The proposed development would be in a-
greement with the Comprehensive Plan - recommend approval,
Chairman Garrison asked if there were any comments from the aud-
ience. There being no objections written or verbal, the follow-
ing action was taken:

of Suburban Dodge car storage lot) .
Proposed use: apartments
Comprehensive Plan: Indicates multiple residential
Staff report: The adjacent property to the south was recent-
ly rezoned for multiple use. Existing property to the north is
presently zoned B-1.
Committee report:. .Proposed rezone is in agreement with the
Comprehensive Plan - recommend approval.
Chairman Garrison invited comments from the audience. There
being no comments or objections saritteh or verbal, the follow-
ing action was taken:

Proposed use: Apartment complex, 68 units

Comprehensive Plan: Single family residential
Staff report: The proposed apartment development is located
to the east of the existing Lutheran Church on M Street Land use
on the northeast and south is single family.,res.identiale The
proposed development would require a revision in the Comprehen-
sive Plan in this location.
Committee report: It is generally felt that the proposed de-
velopment would be compatible at the proposed location, if a prop-
er screening and buffer area is provided adjacent to single fam-
ily residences, and access to the apartment complex be limited
to M Street and 10th Avenue North.
Chairman Garrison invited comments from the audience.
Mr. Bob Austin, speaking for the Applicant, showed plans for the
proposed apartments. He stated that they propose to obtain
access from M Street over the Lutheran Church property, which
would be the main access. Mr. Austin requested that the rezone
be held in abeyance until the change is made in the Comprehen-
sive Plan,
Mr. George Malotte, 1067 N Street, presented a petition signed
by 54 home owners protesting the proposed rezone to apartment,
zoning. The signers of the petition stated that the proposed
• rezoning if permitted would downgrade the neighborhood. Fur-
ther protests were voiced by persons in the audience who felt
that the streets,particularly N Street would be congested with
the additional traffic generated by the apartments. Also,
