LAW ENFORCEMENT OFFICERS & FIREFIGHTERS DISABILITY BOARD
REGULAR MEETING
MINUTES
November 22, 2022 – 9:00 a.m.
Renton City Hall – 1st Floor Training Room #109
or Video Conference (Zoom meeting)
In Attendance: Jim Matthew, Jim Phelan, Russ Olson, Valerie O’Halloran, Ed Prince, Alex
Tuttle, Erika Eddins, and Jessica Cromer
Not in Attendance: Carolyn Kraft
CALL TO ORDER
Jim Phelan called the meeting to order at 09:01 a.m.
APPROVAL OF MINUTES
Jim Matthew moved to approve the August 23, 2022, meeting minutes and Valerie
O’Halloran seconds. Motion carried.
Annual Election – The twenty-nine (29) sealed ballots received for the Law Enforcement
Officers LEOFF Board position were opened and tallied. Jim Phelan acknowledged that
there was no action required of the Board and Russ Olson was re-elected to represent
the Law Enforcement Officers for the term 1/1/2023 – 12/31/2024.

COMMENTS & ANNOUNCEMENTS
Erika Eddins introduced Jessica Cromer as the Senior Benefits Analyst in attendance and
taking minutes while Carolyn Kraft is out on vacation. Jessica is training to become the
staff liaison for scheduling the Board meetings, preparing the agendas, and taking
minutes for the 2023 meetings. She will send the 2023 Outlook meeting appointments
in December, to continue with Zoom links and the City Hall 1st Floor Training Room #109
for in-person attendance.
Erika reminded the Board that the next meeting is scheduled for December 13th. She
also gave a preview for January’s meeting, confirming that Russ Olson was elected for a
two-year term, that Councilmember Ruth Perez was appointed by Mayor Pavone for a
two-year term, and the Board will elect a new chairperson. Erika recognized and
thanked Councilmember Prince for his service to the LEOFF 1 Board dating back to 2013
and the Board echoed their gratitude.
ADJOURNMENT
Russ Olson moved to adjourn the meeting and Jim Matthew seconds. The meeting was
adjourned at 09:15 a.m.
