ORDINANCE NO. 4-2.0
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, CHANGING THE
ZONING CLASSIFICATION OF CERTAIN PROPERTY WITHIN THE CITY OF
RENTON FROM SINGLE FAMILY RESIDENCE DISTRICT (R-1) TO RESIDEN-
L DISTRICT (R-3)
WHEREAS under Chapter VII, Title IV (Building Regulations) of Ordinance No.
162E known as the "Code of General Ordinances of the City of Renton", as amended,
and the maps adopted in conjunction therewith, the property hereinbelow described
has heretofore been zoned as SINGLE FAMILY RESIDENCE DISTRICT (R-1), and
WHEREAS, a proper petition for change of zone classification of said property
has been filed with the City Clerk on or about June 1, 1966, which petition was then
duly referred to the Planning Commission for investigation, study and public hearing,
and a public hearing having been held thereon on or about June 22, 1966, all pursuant
to notice of hearing duly published and posted as provided by law; and said matter
having been duly considered by the Planning Commission, and said rezoning request
being in conformity with the City's Comprehensive Plans and all parties having been
heard appearing in support thereof or in opposition thereto, NOW THEREFORE
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS
FOLLOWS:
SECTION I: The following described property in the City of Renton is hereby
rezoned to Residential District (R-3) ; The City Engineer and the Planning Director
are hereby authorized and directed to change the maps of the Zoning Ordinance, as
amended, to evidence said rezoning, to-wit:
Lots 11 and 12, Hayes and Robert's subdivision of Block 47, N.H. Latimer's
Lake Washington Plat, according to plat thereof recorded in Vol.38 of
Plats, Page 47, records of King County.
SECTION II: This Ordinance shall be in full force and effect from and after

Mr, Ericksen informed the Commission regarding. the main
points contained in the letter to _the City Council dated June
6 from the Engineers for the Plat. Relative to zoning, the
Developers stated that the Plat would comply with SR-1 zoning
if allowance could be made for 15% of the lots to be less than
7500 sq. ft, provided the average area for the plat is greater
than 7500 sq. ft.

rezone be recommended to the City Council for approval, since
the proposed rezone to R-3 is in agreement with the Comprehen-
sive Plan. Motion carried.
(3) Transamerica Development Co, Appl. No. R-331-66 , request for re-
zones from SR-1 to R-3 and R-4 to B-1 of the following parcels

Parcel #28 , from SR-1 to R-3 , property on Ethier Rd. and

developed on a Planned Unit basis. Minor adjudtments of the
right of way at Grant Street and Ethier Rd. have been requested

areas is questionable. The developers intend to outline the
proposed Uses-which they have in mind.
Traffic Engineers report: The Traffic engineer in his pre-
liminary review of the site plans feels that definite access
control_.on Benson Highway is essential and has indicated that
additional right of way might be necessary to provide for the
turning movements and access and dece±eration lanes into the pro-
posed B-1 areas. The Traffic engineer indicated that further
study by his staff would be necessary to finalize traffic needs
on the part of the City.
Committee report: The Field Trip Committee recommended appro-
val of the rezone of Parcels 28 and 29 , but felt that the rezone
of the proposed B-1 areas was questionable.
Mr. Frank Countner, Mr_:rTeuffe]1g and Mrp .iElaine Latourelle,
representing the Applicants , displayed drawings and a model,
explaining the proposed development plans. Mr. Countner in-
formed the Commission that the proposed business areas would
be developed as follows:
Portion of Parcel #30 , is to be used for a Speedy-Mart
type of operation, which would be a-corhination retail market
and service use foiLthe convenience of the residents of the
apartment complex area.
Parcel #31, is to be developed for Professional offices.
Parcel #32 , is to be developed for cl:if. .g$c .nd?profession-
al ottices.
In the discussion relative to the proposed B-1 areas, the Com-
mission members questioned if the use proposed for Parcel 30
