AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, CHANGING THE
ZONING CLASSIFICATION OF CERTAIN PROPERTIES VIITHIN THE CITY OF
RENTON FROM GENERAL CLASSIFICATION DISTRICT (G-6000) TO
APARTMENT HOUSES AND MUTIPL$ DWELLINGS (a-4).
WHEREAS under Chapter VII, Title IV (Building Regulations) of Ordinance
No. 1628 known as the "Code of General Ordinances of the City of Renton", as amended,
and the maps in conjunction therewith, the properties hereinbelow described have
heretofore been zoned as General Classification District (G-6000) ; and
WHEREAS a petition for change of zone classification of said property has
been filed with the City Clerk on or about September 12, 1966, which petition was
then duly referred to the Planning Commission for investigation, study and public
hearing and a public hearing having been held thereon on or about September 28, 1966
and said matter having been duly cons.id'r d.by- the Planning Commission and said
rp „p,ine .r_eQuest being in, conformity with the City's Comprehensive-Plan and all
parties having beec_.hgard appearing in support thereof or in opposition thereto,
NOW THEREFORE
BE- IT O2DAIJ ED.,BY THE MAYOR AND THE CITY COUNCIL. OF THE CITY OF RENTON
AS FOLLOWS: .
SECTION I: The following described properties in the City of Renton are
hereby rezoned to Apartment Houses and Multiple Dwellings (R-4) ; the City Engineer
and the Planning Director are hereby authorized and directed to change the maps of
the Zoning Ordinance, as amended, to evidence said rezoning, to-wit:
Beginning at a point 156 feet South of the Northeast corner of
Government Lot 4, Section 29, Township 24 North, Range 5 E. W.N. ,
King County, Washington: Thence North 58020' West 563 feet, more
or less to the inner harbor line; thence South 44°20' West 163 feet,
thence South 67°40' East 210 feet, thence South 58°20' East 460 feet,
more or less to the Westerly line of the Northern Pacific Railroad
right of way; thence Northeasterly along said Westerly line of said
right of way to a point South 58°20' East of the point of beginning;
thence North 58°20' West to point of beginning.
ALSO: Beginning 156 feet Southerly of the Northeast corner of Government
Lot 4, thence South 58°20' East 56.40 feet, more or less, to the Westerly
line of the Northern Pacific Railroad right of way; thence Northerly
along said right of way, 1.8 feet; thence North 58°20' West 640.87
feet, more or less, to the inner harbor line; then=e South 44°20' West
to a point from which the point of beginning bears South 58°20' East;
thence South 58°20' East 563 feet, more or less to the point of beginning.

the provision of a 20° setback along K Street.
It was requested that the Minutes note that Mr. Busch left
the meeting at this time.
Mr. Ericksen showed the property on the map and the development
plans proposed,
Chairman Garrison invited comments from the audience.

Mr. Glenn Carlson, 1028 K Street, stated that he owns the resi-
dence across the street from the proposed rezone, and he object-
ed to the construction of apartments, because the height would
destroy the view, and additional traffic engendered by the
apartments would be objectionable. Others protesting for the
same reasons were: Mr. Burelle, 1010 K Street, John Becker,
1034 K St. , Mr. DeFoe, 1024 K Street. The protesters indica-
ted that they would not object to one or two story apartments,
but would object to three or four stories.
Mr. Alfred Simgnson, Architect representing the Applicants,
displayed drawings of the proposed apartments and explained
the layout. He indicated that the height would conform to
R-3 rather than R-40
It was noted by the Commission that R-1, single family resi-
. dence zone, allows a height of 35 ° o The R-3 zone would allow
3 stories or 40 ° in height.
The Commission members felt, since the property directly to
the - west was already zoned B-1, that R-3 zoning would be
appropriate zoning for the subject property. The Applicant
agreed to amend his application to request R-3 , and further
agreed that there would be no access to the parking areas
from K Street. It was stated that this would be up to the
City Engineer regarding street access.

• Moved by Denzer, seconded by Geegarden, that the hear- ,
ing be closed, Motion carried unanimously.
Moved by Denzer, seconded by Stone, that the rezone to
R-3 be recommended to the City Council for approval, since
it would be in agreement with the Comprehensive Plano Motion
carried unanimously.
(4) Alan Lurie of Consolidated General Company, Appl0 Now
R-355-66 , request for rezone from G-6000 to R-4, property
on Ripley Lane between SE 74th and SE 76th Streets The pro-
posed use is for a 75-unit apartment complex. The Comprehen-
sive- Plan indicates this area as Multiple Family Residential.
Committee coMment: Recommends approval of the rezone
The field trip committee felt that the proposed- rezone is
realistic-. with regard to .the long range development of the
overall properties in this area.

Acting Chairman Denzer, in the absence of the Chairman, asked
if there were any comments from the audience.
Mro Mark Robbins, 7237 Ripley Lane asked regarding the Vari-
ance requested..
Mro Ericksen stated that the Variance request is to allow

greater lot coverage than is allowed under R-4 . They are pro-
posing a two-level parking deck, which would constitute a
structure, but would enable them to get better use of the land,
and would be an asset since part of the parking would be hidden.
In regard to utilities, water and sewer, a proposal has been
made that an LID be formed.
ACTION:
Moved by Stredicke, seconded by Racanello, that the hear-
ing be closed. Motion carried unanimously.
Moved by Racanello, seconded by Stredicke, that the R-4
rezone be recommended to the City Council for approval, since
it is in agreement with the Comprehensive Plano

if granted R-4 the Applicant could build to 95 ° or 6 stories

It was pointed out that there is not sufficient land area to
accomplish this.

Mr. Simonson stated that fencing and screening of the areas
adjacent to the residences would be provided.

ing be closed. Motion carried.
Moved by Stredicke, seconded by Racanello, that the Var-
iance on lot coverage be approved, and that, the north line
of the property be fenced in total with a 4 °-:6 °. fence and
the east area be fenced with a 6 ° fence. Motion carried unan-
imously.
(5) Gayle Haleen, Applo No. R-356-66 , request for rezone from R-1
to R-3 , property located on the SE corner of 8th Avenue and -J.
Renton Street. The Comprehensive Plan indicates Multiple Res-
idential use.
Staff comment: The property located to the west is pres-
ently zoned R-3. Surrounding property on the north, east and
south is zoned R-1. The property has been considered on two
previous occasions for rezoning to R-3.
Committee comments: Recommend denial. The proposed
rezone would infringe upon a predominantly .sjngle_ fafily
area.
Chairman Denzer asked if there were any comments from the
audience.

has approved the granting of a variance on the above-captined p:.soporty.
Proper screening and fencing is to be provided as discussed with a 49 —

rezone has been referred for proper legislation to the Law and Ordinance
Committee and we shall advise of further progress in this regard.
