Ryan,, and this area might in the future be suitable for Mul-
tiple Residential use, however ,it is felt that the rezoning
to Multiples at this time is premature, since .most of the
. area is single family now,
• Acting Chairman Denzer asked if there were any comments from
• the audience.
Mro ,James St:e.rwick stated that he wished to. present a petition
of protest to the Comiu:ission' against the:piik5osed rezoned
He` felt that this is a single family residential neighborhood
and wished' 'to. xeserve this. Others voiding protests were:

North Renton Interchange and has been considered as future
multiple residential, Properties located a1bng the east
side of the Sunset Highway were recently zoned R-3.
Committee comments% Recommended approval of the, rezone

Acting Chairman Denzer asked if there, were Any comments from
the audience. Mr. James Burch, 1617 112th Ave. SE, stated
that he was 'not 'against the 'propposed rezone., but felt that
the entire block should 'be rezoned. Mr. Denzer explained
that the Commission could not initiate a rezone. Normally:
this is done by petition by the:.:property owner, or the City
Council could initiate the rezone.
ACTION;
Moved by Stredicke, seconded by Stone, that the hearing
be closed. Motion carried unanimously,

quest for rezone to R-4 be recommended to the City Council,
as it is .in agreement with the Comprehensive Plan, Motion,

ed use for apartments. The Comprehensive Plan indicates
Single Family residential .
Staff comment: The area under consideration was platted
as single family residential and is located to the west of
the single family residential property being developed by
Transamerica,
Committee comments: Recommend denial of the proposed re-
zone request, The area is considered desirable for single
family residential, and could be developed for such purposes.
The proposed request also does not comply with the Comprehen-
sive Plan,
After discussion between ,he, Applicants;. C'omm-.iSsion members
and the Planning Staff, the following action was taken: '
ACTION:
Moved by. Stredicke, seconded by Racaneilo, that the hear-
ing on this matter be continued for not more than 90 days,
pending re-study of the Comprehensive Plan, Motion carried
unanimously,
2. VARIANCES: •
(1) William Clarke, Apple No, V-360-66 , request for a Variance on
rear yard setback requirements, property located. on the west
side of Lake Washington Blvd, and SE 73rd Place,

Staff comment: The request is based upon the irregular
nature of the lot. This lot is part of the adjacent proper-
ty, which is subdivided by the present owner.
Committee comment: Recommended that the variance request
is not justified, since the hardship based upon the irregular
nature of the lot was created by the owner, The Committee
recommended some alternatives, The Committee also felt that
the applicant has proposed to construct too large a house for
the property..

for reasons as stated by the Committee.

At the request of the Applicant for more time to work
out a ibe- ter arrangement of his lot, the Commission recon •

sidered its former actions as follows :
Moved by Stredicke, seconded by Teegarden, that the pre-
vious motions be rescinded, and that the hearing be re-opened,
and the application for variance beheld in abeyance until
the meeting of October 26. Motion carried unanimously,

3 . (1) MICHAEL MASTRO: Continued:
Moved by Garrison, seconded by Teegarden,that the request
• for rezone from R-3 to B-1 be denied on the basisof. the ::.,
traffic report, and that the proposed rezone would be in con-
flict with the Comprehensive Plan. Motion carried unanimous-
ly,
(2) RALPH R,JCHAR.DSON, Appl, No, R-288-66 , request for rezone from
G-7200 to B-1, property on the SE corner of intersection of
Benson Highway and SE 166th. The proposed use is for a ser-
vice stat.i.on° The Comprehensive Plan indicates Multiple Fam-
ily Residential,
Staff comment : Proposed conditions are similar to those
outlined in the Mastro rezone. Traffic in this vicinity is
presently at a critical level and the intersection of Benson
Highway and SE 166th is presently a poor intersection. The
widening of Benson Highway will also be necessary in the near
future. .
Committee comments : In view of the existing conditions
the Study Committee felt that the proposed rezone was question-
able at this time,
A letter was read from Donald Holm, Attorney representing
the Applicant, asking for a continuation of the hearing on the
subject property until the November meeting.
ACTION :
Moved by Cordell, seconded by Racanello, that the hearing
. be continued to November 23 , Motion carried unanimously.
3) TRANSAMERICA DEVELOPMENT COMPANY, Appl, No, R-358-66 , request
for rezone from ;SR-1 to R-3 . (Talbot Crest) Property is loca-
ted on the west side of Talbot Rd. between 14th Avenue S. and
approximately SE 164th Street. The Comprehensive Plan indicates
Single Family Residential use.
Staff comment: The area under consideration was platted as
single family residential , and is located to the west of the
single family residential property being developed by Trans-
america
Committee comments : The area is considered desirable for
• single family residential and could be developed for such pur-
poses, The proposed rezone does not comply with the Com-
prehensive Plan and would not be desirable in terms of the de- °
velopment trends in the area,
Mrs . Lauterelle, representing the Applicants, showed an
overall development plan and stated that they do not feel the i
area in question would be good single family residential prop-
erty because of the steep topography. ;'
Mr, Teegarden stated that the Committee has re-st.udiedlthe
area and it was their feeling that it would be reasonable-for
Single Family residential, and the Committee did not recommend
a change in the Comprehensive Plan at this time, ti.

Motion to close the hearing carried.
Moved by Garrison, seconded by Racanello, that after re-
study of the Comprehensive Plan, the Commission feels that the
Comprehensive Plan should not be changed, and that the request
for rezone be denied. Motion carried unanimously.
(4) TRANSAMERICA DEVELOPMENT COMPANY, Appl. No. R-331-66 , request :..
for rezone from R-4 to B-1 of Parcels : Portion of #30 , #31,
and #32 , properties located adjacent to the Benson Highway to
the north of its intersection with Puget Drive. The proposed
use would be for neighborhood -business facilities, clinic's, and
professional offices.
Comprehensive Plan: Indicates the area as multiple family resi-
dential.
Mrs. Lauterelle, Mr. Teufel, and Mr. Countner were present
to represent the Applicant, and showed an overall plan of the
subject properties and the adjacent:'.areas. It was stated that
the. propoed: business facility to be developed on Parcel #30,
located on the intersection of Benson Highway and Puget Drive,
would be expected to also serve".people:'.outside the adjacent
Transamerica development. It would then not be classed as a
neighborhood business. The Commission generally felt that the
proposed business at this location should not be approved,
based upon access and increased traffic hazards.
Parcels #31 and 32 ,-:propoeed'.'.for :development to profession-
al office use, were discussed. Mr.„uEricksen stated that due
to some discrepancy in the Ordinance, professional offices are
allowed\ in 'R-2 and R-3 zones, but not in R-4 . The Commission
felt that a Permit to allow these uses would be preferable to
the requested B-1. Mr. Ericksen suggested that the R-4 zone
could be amended to allow such uses.
ACTION:

Moved by Racanello, seconded by Garrison, that the hear-
ing on Parcels #31 and #32 be continued until the meeting of
November 23 to alloy .the Planning'::Coinmis:sion .:to'..study the pos-
bible .amendment'.to the::R-4 Claseif'ication. Motion carried' unan-
imously.
Moved by Stredicke, seconded by Garrison, that the hear-
ing on a Portion of #30 be closed. Motion carried unanimous-
ly.
Moved by Garrison, seconded by Sterling, that the rezone
to :B-l::requested on a Portion of Parcel #30 be denied.
Motion carried unanimously.
6, ADMINISTRATIVE MATTERS :
The Commission discussed the various bond issues to be voted upon
at the coming election and took actions as follows :
(1) Moved by Stredicke, seconded by Garrison, that the Commis-
. sion recommends the endorsement of the Park Bond Issue.
Motion carried.
(2) Moved by Stredicke, seconded by Garrison, that the Commis
sion go on record as endorsing the Valley General Hospital
Bond Issue. Motion carried.
(3) Moved by Stredicke, seconded by Racanello, that the Plannt
ing Commission go on record as endorsing the Arterial
Streed Bond Issue. Motion carried.
The Commission discussed the Attendance Record of the Planning Com-
mission members. Mr. Garrison stated that he has not had an
