Staff present: Planning Director Gordon Ericksen; Assistant Planning Director, James Magstadt. Delbert Moss. Others present: Lyman Houk, Engineering Department. The regular meeting of the Renton Planning Commission was called to order by Chairman Dayle Garrison at 8 : 00 P.M. The Minutes of the meeting of November 23 were approved as written. ITEMS CONTINUED FROM THE NOVEMBER 23 HEARING: 1. PLATS: (1) Final Plat Rolling Hills #3, APPL. NO. S-367-66 , property located to the southeast of Puget Drive, north of S. 160th and northwest of 116th Ave. S. E. Staff report: Mr. Ericksen stated that the staff was not opposed to the plat if there was no request for ad- ministrative variance with regard to the housing construction. Mr. Ed Leachmen of Meriweather Associates answered questions of the commission regarding eventual park facilities. ACTION: Moved by Stredicke, seconded by Racanello, that the hearing be closed. The motion and the second were withdrawn so that several additional questions could be discussed. There being no further comment, it was again moved by Stredicke and seconded by Racanello that the hearing be closed. Motion carried unanimously. It was moved by Racanello and seconded by Denzer, that the Commission recommend approval of th'e final Plat and for- ward the same to the City Council. Motion amended to read that variance #1 be granted on the lot size. Motion carried; Stredicke dissenting. 2. REZONES : (1) Frank Storey, APPL. NO. R-363-66 , from G-7200 to R-3 , property located on 108th Ave. S. E. and S. E. 119th St. Staff report: Mr. Ericksen pointed out the area in question on the map. He stated that he had received nothing with regard to the proposed site development of the property. Chairman Garrison read a letter from the City Engineer . with regard to the utilities now in existence and those that would be required. Committee report: In view of the poor access to this area, the committee felt that a re-zone from multi-family residential would be premature and not warranted at this time. Chairman Garrison asked for comments from the audience. A petition against the re-zone signed by 86% of the present area residents was introduced. Mr. Frank Storey spoke on behalf of the proposal. Several residents spoke against the proposal for reasons of traffic increase and limited utilities. Mr. Ericksen stated that the surrounding area was zoned G-7200. ACTION: It was moved by Stredicke and seconded by Cordell, that the hearing be closed. Motion carried. Planning Commission Minutes 12-14-66,• Page 2 • It was moved by Stredicke and seconded by Stone that Lu..6.!!!,, re-zone be denied. Motion carried unanimously. (2) First Investment Co. , APPL. NO. R-365-66, rezone from G to T, Trailer Park, property located on 130th Ave. S. E. between • S. E. 132nd and So E. 136th. Staff report: Mr. Ericksen pointed out the area on the • map and indicated that although 40 acres were involved, only 32 would :actually be used as trailer spaces. The staff felt that a trailer park is basically of a multi-use nature and requires good access to arterial streets. The Comprehensive Plan indicates the proposed trailer park is in a single family residential area and may require a change in the Comprehensive Plano • • Committee Report: The feeling was that this is an un- developed area which is potentially good for a single family residence area. It was felt that a trailer park might slow down . such a development and hence recommend against such a re-zone. Mr. Ericksen stated that the proposed use in such an area need not be detrimental with proper planning. A letter was read from the City Engineer indicating that the right of way would require developing to meet standards. Mr. Don. Johnson and Mr. Albert Balch spoke in behalf of the re-zone outlining their plans. ACTION: Moved by Denzer, seconded by Racanello, that the hearing be held in abeyance until the meeting of December 28th to allow time for additional study. • Planning Commission Chairman Garrison left the meeting at this time and Mr. Cordell assumed the Chair. (3) Realty Investors, Inc. APPL . NO. R-365-66 , request for re- zone from R-2 to R-3 , property located on 8th Ave. No , be- tween H o and d. Streets. Mr. Stone excused from hearing on this matter since he represents parties sueing applicant. , Staff report: Mr. Ericksen pointed out area on map • . and answered Commission' s questions with regard to the density and height allowed in each of the two zones. Mro Douglas Felker spoke on behalf of the applicant stating that with, regard to the applicant is willing "to limit it to that of an R-1 zone and stated that he saw no problem with access. Committee report: Chairman Cordell asked for comments from the audience. Eight residents from the surrounding area voiced their objections to the re-zone for reasons of privacy invasion due to elevation of the land in question and view reduction. • Mr. Smiley of Realty Investors, indicated that he would not build more than two story units, but wanted the R-3 zone for the increase in density allowed. ACTION: • It was moved by Denzer, seconded by Racanello, that the Planning Commission Minutes 11/23/66 Page 3 maintained this will be sufficient for the use proposed, that of • a real estate' office. He felt that the use proposed would be the only reasonable use for this property, and if the rezone was denied the Commission would be• depriving the owner use of his land. He em- phasized that the Planning Commission could not hold a separate hearing each time a request was made to amend the Comprehensive Plano In reply to a request by Mr.' Felker Mr. Garrison stated that procedures for amending the Comprehensive Plan would be discussed further at the next study session on November 30. ACTION: • Moved by Stredicke, seconded by Teegarden, that the hear • - ing be closed. Motion carried. Moved by Stredicke, seconded by Teegarden, that the re- quest by All Points Realty for rezone from GS-1 to B-1 be denied, as it does not comply with the Comprehensive Plan. Motion carried unanimously. 3 . New Applications: Rezones : Chairman Garrison stated that, due to an oversight the newspaper failed to publish the following four rezone application notices.
