AN ORDINANCE OF THE CITY OF RENTON,. WASHINGTON, CHANGING THE
ZONING CLASSIFICATION OF CERTAIN PROPERTIES WITHIN THE CITY
OF RENTON FROM GENERAL CLASSIFICATION DISTRICT (G) TO BUSINESS
DISTRICT (B-1) AND RESIDENTIAL DISTRICT (R-3)
WHEREAS under Chapter VII, Title IV (Building Regulations) of Ordinance No. 1628
known as the "Code of General Ordinances of the City of Renton", as amended, and the
maps in conjunction therewith, the properties hereinbelow described have heretofore
been zoned as General Classification District (G) ; and
WHEREAS a change for zone classification of said property has been filed with
the City Clerk on or about January 5, 1967, which petition was then duly referred to
the Planning Commission for investigation, study and public hearing and a public hearing
having been held thereon on or about March 22, 1967, and said matter having been duly
considered by the Planning Commission and the petitioner-owner having amended his peti-
tion for such rezoning and said request, as amended, being in conformity with the City's
Comprehensive Plan and all parties having been heard appearing in support thereof or in
opposition thereto, NOW THEREFORE
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS FOLLOWS:
SECTION I: The following property is hereby rezoned to"Business District (B-1)"
and "Residential District (R-3)" as hereinbelow set forth; the City Engineer and the
Planning Director are hereby authorized and directed to change the maps of the Zoning
Ordinance, as amended, to evidence said rezonings, to-wit:
Rezoned to Business District (B-1):
The northerly 300 feet of the North 3/5 of the W4 of the NW 4
of the NW4 of the NW4 of Section 15, Township 23 N. , Range 5
E.W.M. , except county roads;
Rezoned to Residential District (R-3):
The North 3/5 of the W4 of the NW4 of the NW4 of the NW4 of
Section 15, Township 23 N. , Range 5 E.W.M. , except the northerly
300 feet thereof

SECTION II: This Ordinance shall be in full force and effect from and after its

revision met with the approval of the applicant and is in accord
with the Comprehensive Plan.

Property in question abuts the Sunset Highway on the south and a
single-family residential area on the north. The property is bounded
on the east by a commercial zone. The proposed business zone would
• include an area of approximately 600 Vfeet by 200 feet in depth. Upon
review of the Comprehensive Plan it was found that the proposed com-
mercial zone would not be in accord with the Comprehensive Plan. The
Planning Commission, therefore, recommends that the entire parcel, be
rezoned to R-3 and such zoning is in agreement with the Comprehensive
Plan. The applicant indicated he would accept the R-3 zoning for
the entire parcel.

Letter from W. E. Bennett requested approval to sell one Underwood Typewriter,
Serial #S11-5741490 to the Renton Civitan Club for $5.00,the amount which has been
offered as a trade-in on the purchase of a new machine. Inquiry was made as to
whether Council must approve a sale by a Department. City Attorney Shellan replied
that all that is needed is a motion to declare the article surplus and for sale at
a reasonable value. Moved by Morris, seconded by Dahlquist, that the typewriter be
declared surplus. Carried. Moved by Morris, seconded by Dahlquist, the sale be
authorized. Schellert noted •this is the first item the Council has had to declare .
as surplus. City Clerk Nelson stated it to be a•matter of whether trade in or selling
to outside persons. Moved by Garrett, seconded by Pedersen, to amend the motion to
authorize sale to highest bidder. Utility Accountant Bennett stated that he has two
typewriters of a .simihr vintage and that the Utility Auditor had directed that when
a utility disposes of any of its equipment or scrap it must be completely described
and go before the council for approval for sale.- This is not on trade-iris. Moved by Morris,
seconded by Pedersen the motion be amended to include sale of both of these typewriters.
The amendment carried for sale to highest bidder and subsequently,motion is mended,
to include both typewriters, carried:
A letter from W. H. Slater, Operations Manager, The Boeing Company, requested to meet
with the Council to review the Company's utility accounts. Moved by Trimm, seconded
by Dahlquist, to refer the request to the Committee of the Whole. Carried.
A letter from Alice B. Mattson, Claim Dep't., Kemper Insurance Agency, submitted notice
of loss by Ken Higashi as result of damages sustained in accident and lien against the
City for any payment made to insured as result thereof. Moved by Poli, seconded by Perry,
to refer the matter to the City Attorney and Insurance Carrier. Carried.
Letter from the State Department of Health reported approval of plans and specifications
together with Addendum No. 1 for the Mt. Olivet Booster Pump Station Water Distribution.
Letter from Telecable, Inc. was read submitted as formal application for a cable
television franchise for the City of Renton. Attached was literature regarding the
Company and letters concerning local community programs televised to specific areas
offered in Washington only by Telecable.
Moved by Morris, seconded by Dahlquist, to refer the matter to the Police and
License and Light and Power Committees. Carried.
A letter from Planning Director Ericksen, submitted Planning Commission recommendations
from its public hearing meeting of March 22nd as follows:
Approval of Preliminary Plat of Honeydew Lane, Appl. P-383-67, property of Better-Bilt
Homes, Inc. located on the N.E. corner of S.E. 107th Street and 132nd Avenue S.E.
Total area 29 acres, 119 lots, proposed for single family residential use with the
Principal access from 132nd Avenue S.E. The proposed use is in accord with the City's
Comprehensive Plan.
Moved by Pedersen, seconded by Gianini, to concur in the Planning Commission
recommendation. The motion carried.
Preliminary Plat approval recommended on Urch Subdivision, Appl. P-385-67, John Urch
property located in Southwest area of S.E. 96th Street and 108th Ave. S.E., total area
1.8 acres, 8 lots proposed for single family residential with principal access, 108th
Avenue S.E. which is in accord with the Comprehensive Plan on proposed use. Moved by
Schellert, seconded by Bruce, to concur in the Planning Commission recommendation. The
motion carried.

Moved by Pedersen, seconded by Bruce, to concur with the Planning Commission approval.
Carried. Moved by Schellert, seconded by Dahlquist, to refer the Final Plat to the Law
and Ordinance Committee. Carried.

REZONE APPLICATIONS
r) RUGGLES, HENRY T. , Appl. No. R-372-67 , rezone from G to B-1;
property located on the southeast corner of S.E. 128th St. and
132nd Ave. S.E.
Color slides of the property and surrounding area were shown by Plan-
ning Department staff. The Planning Director pointed out the location
of the property on the zoning map. He stated that the applicant had
requested B-1 zoning for the entire parcel, but it was felt that the
maximum depth of the business zoning should be held to 300 ' in accord-
ance with the depth established to the west on the Harer property. The
Planning Director stated that the applicant had indicated he would be
willing to dedicate the necessary right-of-way to the City for street
widening.
There being no further comments, it was moved by Stredicke, seconded
by Denzer, that the hearing be closed. Motion carried unanimously.
Action:
It was moved by Teegarden, seconded by Cordell, that the Planning
Commission recommend to the City Council that the northerly 300 ' of
the described property be rezoned to B-1 and the remainder to R-3 as
this complies with the Comprehensive Plan. Motion carried unanimously.
(e) SKAGEN, J. AND LOTTO, M. , Appl. No. R-375-67 , rezone from G-7200
to R-3 and B-l; property located in the northwest area of Sunset High-
way and 132nd Ave. S.E.
Color slides of the property and the surrounding area were shown by
Planning Department staff. The Planning Director pointed out the loca-
tion of the property on the zoning map and stated that the proposed
commercial use would extend the existing commercial zoning some 600 '
westward along Sunset Highway. Mr. Ericksen also noted that this prop-
erty abutted a single-family residential area on the north and that a
buffer strip would be essential to protect the families in this area.
The Planning Director stated that the Comprehensive Plan indicates
multi-family residential use for this area and that the proposed com-
mercial use would not be in agreement with the Comprehensive Plan.
Mr. Mike Lotto, one of the owners of the property under discussion,
spoke in behalf of the rezone, stating that they wished a small shop-
ping area merely for the convenience of the residents of the proposed
apartment building; not a large shopping center complex. Mr. Stred-
icke asked Mr. Lotto if he would be willing to accept rezoning to R-3
and pointed out that inasmuch as the proposed B-1 zone would not comply
with the use set down in the Comprehensive Plan that the Commission
could not act on it other than to deny. Mr. Lotto indicated he would
accept R-3 for the whole parcel.
It was moved by Teegarden, seconded by Sterling, that the hearing be
closed.
Action:
It was moved by Denzer, seconded by Racanello, that the described
property be rezoned to R-3 as this agrees with the Comprehensive
Plan and that this recommendation be forwarded to the City Council,
Motion carried unanimously.

Department and that final plat approval would depend upon compliance
with all requirements of the Engineering Department.
It was moved by Racanello, seconded by Denzer, that the hearing be
closed. Motion passed unanimously.
Action:
It was moved by Stredicke, seconded by Racanello, that the Planning
Commission approve the preliminary plat of Victoria Park, as revised,
subject to the approval of the Engineering Department regarding
drainage and sewer requirements. Motion passed unanimously.
4. New Business :
PRELIMINARY PLAT APPLICATIONS :
(a) HONEYDEW LANE, Appl. No. P-383-67 , property located on the
northeast corner of S.E. 107th St. and 132nd Ave. S.E.
The Planning Director pointed out the location of the property on the
zoning map. Stredicke asked if the re-purchase of some of the' lots
wasn' t before the City Council at this time. Mr. Ericksen replied
that this was the case and that the lots were shown on the plat even
though they weren' t owned as yet by the developer. Planning Director .
Ericksen stated that there were details to be revised on the plat be-
fore it could be considered for approval. Lot sizes were of the abso-
lute minimum, 100 ' lots were .shown on arterial streets, etc., •
Mr. Racanello suggested that the Planning and Engineering Departments
meet with the owners and try to resolve these and any other items
before the Planning Commission makes any determination of action on
the preliminary plat.

Planning Director Ericksen stated that plats are referred to various
departments and other agencies for recommendations; e.g.' City Engineer,
Traffic Engineer, State Highway Department; and that the Planning
Department staff would work with the developer in order to develop an
acceptable plat for the Planning Commission to consider.
(b) URCH SUBDIVISION, Appl. No. P-385-67 , property located in the
southwest area of S.E. 96th St. and 108th Ave. ,S.E.
The Planning Director pointed out the location of the proposed plat on
the zoning map. He displayed the plat plan showing 8 lots with one
existing residence. Racanello suggested the Planning Commission
inspect the property on their next field trip.

zoning map. He advised the Commission of the fact that the property
is presently being annexed by the City of Renton and the ordinance
will be' presented' to the City Council at their next meeting. He
, stated that the City Attorney advised -that it was discretionary with,
the Planning Commission whether or not they wished to consider this
rezone application at this time, as the property will be in the City
at the time of the next Planning Commission Public Hearing.

(e) VALLEY GENERAL HOSPITAL, Appl. No. R-379-67 , rezone from G-9600
to P-1, property located on S. 180th St. between Valley Freeway on
the west and 96th Ave. S. on the east.
The Planning Director pointed out the location of this property on
the zoning map. Stredicke stated that he did not feel the Commission
would have to reinspect this property as all the Planning Commission
members were familiar with the property, having viewed it on several
occasions.
(f) WROTEN, ROBERT E. Appl. No. R-381-67, rezone from GS-1 to R-1,
property located 792. 24 ' north of 4th Ave. N. and 150 ' west of
132nd Ave. S.E.
The Planning Director pointed out the location of the property on the
zoning map and indicated that this is a situation where the whole area
is zoned GS-1 and that the whole area should be rezoned to make it '
usable as none of the lots in the area had the required minimum square
footage. It was. decided to inspect the property on the next field trip.
(g) GARRISON, LOGAN D. , Appl. No. R-382-67 , rezone from G-7200 to
R-4, property located on the southwest corner of 112th Ave. S.E. and
Sunset Blvd.
The Planning Director pointed out the location of the property on the
zoning map and indicated that the Comprehensive Plan shows multi-
family residential use for this area. It was decided to inspect
the property on the next field trip. '
