Permits are required from the Fire Department for fuel dispensing. D. ENVIRONMENTAL IMPACTS . In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. 1. Earth Impacts: Excavation for the water and storm water replacements will take place within the City's right-of-ways between February and July of 2001. The soils are composed of very loose to loose fine to medium sands and silty sands with moderate infiltration rates. The project site is flat,with roadway slopes of less than 2%. Restoration will include an asphalt patch for the affected streets, and repair of all sidewalk, curb, gutter and landscaping that is disturbed as part of the construction. A complete street overlay is included as part of the City's 2001 street overlay program. Standard erosion and sediment control BMP's will be used during construction. All trench excavation will either be covered with steel plate or backfilled the same day. Air Impacts: During construction, onsite emissions will consist of fugitive dust and exhaust from construction equipment. These are anticipated to be minor and largely confined near the construction area. Water trucks will be utilized to minimize dust. Mitigation Measures: No further mitigation is recommended Nexus: N/A 3. Water Impacts: No new impervious surface is proposed. No change to the surface water runoff pattern is anticipated. Minor dewatering in the pipeline trenches during construction. Paved surfaces and drainage will be restored to pre- construction patterns. Mitigation Measures: No further mitigation is recommended Nexus: N/A 4. Transportation/Emergency Services Impacts: Construction of this project is scheduled to begin in February 2001 with estimated completion at the end of July 2001. Construction hours will be from 7 a.m. to 5 p.m., with no work on weekends. Two other projects are also slated for construction in this general area during the same time frame. The Eastside Sewer Interceptor(Houser Way and Morris Avenues South) is scheduled to take place during February to December 2001. If approved, construction on the Dean Sherman Apartments (67 units at 5th and Williams)could occur as early as next summer. Development regulations require a traffic control plan for all construction activities with the City's right-of-way. These plans are review by the Transportation Section to ensure coordination between the projects and to keep Police and Fire Departments informed regarding any temporary road closures. Excavation for the replacement of the water and storm lines will take place within the City's right-of-ways. Only a limited area of the street will be excavated at one time. Once the pipe replacement has been made, the streets will be temporarily patched with"cold-mix"asphalt at the end of each day. Final restoration will include a full asphalt overlay for the affected streets, curb, gutter and sidewalk, and landscaping that are disturbed by the construction of this project. Access through the above streets will be restricted to one lane during construction of the utilities. Temporary closures of driveways will be kept to a minimum when the utilities are being installed across the private driveways. Limited parking in the streets will be maintained during construction. Residents will be notified by doorknob mailing about the construction activities, one week prior to the beginning of work. Grady Way RECE0 ye • S.4th St. between Williams Ave. S and Wells Ave. S • S. 5th Street between Burnett Ave. S and Main Ave. S The project site and adjacent properties are zoned Residential-Multi family Infill, (RM-I), Central Downtown(CD)and Commercial Office(CO). The current use of the site is commercial and residential vehicular traffic and misc. service utilities such as gas,water, sewer,power and communications. The soils are composed of very loose to loose fine to medium sands and silty sands with moderate infiltration rates. Excavation for the water and storm water replacements will take place within the City's right-of—ways. Restoration will include an asphalt patch for the affected streets, and repair of all sidewalk, curb, gutter, and landscaping that is disturbed as part of the construction. A complete street overlay shall be included as part of the City's 2001 street overlay program. Estimated cost is$450,000 for the water main replacement and$450,000 for the storm water replacement. Construction is scheduled to begin in February 2001 and end July 2001. Construction will take place Monday through Friday, 7:00 am to 5:00 pm. Construction Mitigation Description To minimize the impacts of equipment noise,construction will take place between the hours of 7:00 AM and 5:00 PM. A traffic control plan will be submitted to the City's Transportation Systems Division for review and approval prior to the start of construction. Standard erosion and sediment control BMP's will be used during construction. All trench excavation will be either covered with steel plate or backfilled the same day. By-pass pipes will be installed in all open the storm drain trenches as necessary if precipitation is likely to occur within a 24-hour period.
