Grady Way Renton, WA 98056 From: Signature GCI, General Contractor Charles Jung & Joseph Jung, Owners 1008 N 28th Pl Renton, WA 98056 RE - Jung Residence Modification Request Site Address: 1008 N 28th Pl Renton WA Parcel: 3342100940 Dear Alex Morganroth, This letter is in regards to the Land Use Modification Request for the Property located at 1008 N 28th Pl Renton WA, King County Parcel Number 3342100940 regarding RMC 4-4-080. Project Narrative: This project involves the construction of a new single family home on a 5,100 Sq. Ft. Parcel at the above listed address. The property is currently in the R-6 Zone. This property previously supported a single family home that is currently with the attached demolition permit: B21005223. The proposed Modification Request is in regards to the Code Section RMC4-4-080F.7. Which requires for lots abutting an alley. All Parking areas/and or attached or detached garages shall not occur in front of the building and/or in the area between the front lot line and the front building line parking areas and garages must occur at the rear or side of the building, and vehicular access shall be taken from the alley. See RMIC 4-2-115 Residential Design and Open Space Standards. This will require the alley to be paved from Burnett Ave N to the East end of the parcel 334210-0940. Existing right-of-way (ROW) is approximately 12 feet. To meet the City’s complete street standard for Alley’s minimum ROW is 16 feet. Dedication of 2 feet or ROW fronting the Alley would be required. Per City code 4-6-060 half street improvements shall include a pavement width 12 feet and storm drainage improvements. However per the Roadway and Drainage Determination the City may support a fee-in-lieu of alley improvements. The property is located near the middle of N 28th Pl. At the current location, the alley improvement would be burdensome on the homeowner and unfeasible. Please find the following hardships the owner faces involved in carrying out this code provision. 1. The property is located 8 homes east of Burnett Ave N, and 12 Homes west of Park Ave N. The middle location of the home, and no other alley improvements yet having been made along N 28th Pl and the abutting side of the street (N 29th St). It would be unduly burdensome financially to do the alley improvement for 8 or 12 other homes. Taking this into account, the homeowner and architect have designed a home that will support a future alley load. The garage area is a Tandem 4 Car Garage, with the current or the future owner having the ability to have alley access in the future once the alley is developed. The way the garage is currently situated they can easily add a garage door in the back of the home, while having to frame just one wall in for the street frontage side. From an architectural and structural standpoint the homeowner and architect have taken all considerations to comply with RMC 4-4-080.
