Board of Park Commissioners Meeting

1. CALL TO ORDER
Chair Al Dieckman called the meeting to order at 4:30pm.
2. ROLL CALL
Members Present: Cynthia Burns, Marlene Winter, Al Dieckman, Larry Reymann, Tim Searing, and Troy
Wigestrand Members Absent: None
City Staff Present: Kelly Beymer, Parks and Recreation Administrator; Carrie Nass, Recreation Director; Erica
Schmitz, Parks Planning and Natural Resources Director; Cailín Hunsaker, Parks and Trails Director; and
Roberta Graver, Administrative Assistant
3. APPROVAL OF AGENDA
Marlene Winters motioned to approve the agenda as presented, motioned seconded, all in favor, motion
carried.
4. APPROVAL OF MINUTES
Cynthia Burns motioned to approve the November 8, 2022 meeting minutes, motion seconded, all in favor,
motion carried.
5. ORAL COMMUNICATIONS / PUBLIC COMMENTS
None.
6. NEW BUSINESS
a. Board members conveyed appreciation to department Senior Center and Urban Forestry staff for
providing quality customer service and handling recent tree issue over the Cedar River.
7. DISCUSSION / ACTION ITEMS
a. Board Candidate Selection Discussion The interview team provided feedback on the interview process
and the candidates that were interviewed. Cynthia Burns motioned to forward the board’s
recommendation to the Mayor to appoint Christine Santos as Parks Commissioner, thus filling the
current board member vacancy. Troy Wigestrand seconded, all in favor, motion carried.
b. Board Bylaws Update – Kelly will be meeting with Legal to review the edits they made. The board
approved the updated bylaws in November ‘per Legal’s review and approval’, but Kelly will bring the
bylaws back if the edits are significant.
c. Bond Projects Update – Erica Schmitz The Coulon trestle bridge in currently in fabrication; in‐water
pilings on the north water walk have been wrapped; new interpretive sign is in design process; no
completion date due to delays in construction. Kiwanis Park road frontage design changed due to new
requirements and multiple delays due to unforeseen utilities/stormwater issues; spring completion
date. Philip Arnold Park project moving along toward summer 2023 completion.
d. Recreation Programming for First Quarter Update – Carrie Nass Filled all full‐time positions, but one
now; 56,000 registered participants in database, in January there were 380 new participants, over 800
currently in youth basketball with 100 volunteers. Due to capacity, there is a waiting list for some
programs, but looking at models to provide more staggered seasons to maximize involvement. Serving
over 250 seniors a day; pre‐covid they served 400 daily. The Recreation Pickleball league is robust and

just added a Senior league. Environmental Science Center at Liberty Park Activity building will kickoff
with spring programing. Staff will provide council with a Renton River Days update in March.
e. February Meeting – The Parks Commission’s scheduled monthly meeting occurs on Tuesday, February
14th. Board discussion to move the meeting to another date. Roberta will send out a survey for board
availability and will reschedule.

a. Board member request for an update on the changes to the Piazza Community Plan and effect on Piazza
Park.

SUBJECT: Park Bond Projects & Senior Outdoor Improvements Update
Construction of bond-funded improvements are in full swing at Kiwanis, Philip Arnold
and Coulon parks. The new outdoor exercise area at the Don Persson Renton Senior
Activity Center has also had significant progress. The projects bring exciting updates to
Renton’s park system, and we are pleased to share a project update.
Kiwanis Park Improvements
The site improvements to Kiwanis Park began in April 2022 and were originally
scheduled to be completed December 31, 2022. However, the project has been
challenged by several scheduling issues common with construction projects, including
material delays, subcontractor scheduling, permitting, and weather delays. Substantial
completion and park opening is currently expected in early spring 2023. Anticipated
work in the new year includes completion of the Union Avenue streetscape, new picnic
shelter, restroom, and ballfield improvements.
Continual progress has been made on the site improvements to the park over the past
several months, including:
• Demolition of the activity building, utilities, and play equipment
• New asphalt basketball court and sport court surfacing
• New fencing around the existing tennis court
• Infrastructure improvements including new sanitary sewer, storm drainage,
water, and electrical service
• Placement of new concrete curbing and asphalt paths for new park trails
• Site preparation of a new ballfield, including a synthetic turf infield
• Improved playground equipment area, including equipment for age groups from
2 to 5 and 5 to 12

Philip Arnold Park Improvements
Construction began in October and is anticipated to be completed in summer of 2023.
Work in 2023 will include installation of a new restroom, picnic shelters, play
equipment, and basketball court renovations.
Construction progress to date includes:
• Demolition of the activity building, utilities, and existing play equipment
• Installation of storm system catch basins, French drain and storm pipe
connections
• Site preparation for new looped walkway and boardwalk amenities

Coulon Trestle Bridge Replacement
Construction began in October and is anticipated to be completed in March 2023. In-
water work is strictly limited to protect fish habitat. All in-water work has been
completed well ahead of the required end-of-year deadline. The new, clear-span bridge
is expected to be installed in January.
Significant progress has been made to date, including:
• Removal of bridge, abutments, and all in-water pilings
• Temporary removal of boulders around abutments
• Demolition of utility lines and installation of temporary utilities
• Construction of new abutments to support new clear span bridge; replacement
of boulders
• Interpretative signage design
Coulon North Water Walk Improvements
Construction began in October and is anticipated to be completed in summer 2023. In-
water work is strictly limited to protect fish habitat. All in-water work has been
completed well ahead of the required end-of-year deadline. Framing to support the
new light penetrating decking is being fabricated and will be installed in the new year.
Additional work includes installation of the new ADA accessible picnic floats, new
decking, and reinstallation of the railings and utilities.

Key progress to date includes:
• Completion of pile wrapping, which prevents further corrosion of the in-water
piles that support the over-water walk structure
• Pile cap repairs and one pile weld (unforeseen condition) repair completed
• Treated wood walers and steps demolished
• Railings removed; to be re-coated and painted off-site

Don Persson Renton Senior Activity Center Outdoor Exercise Area
Improvements to the former bocce court at the Don Persson Renton Senior Activity
Center have been progressing throughout the fall and early winter. Work has included
the demolition of the existing bocce court, placement of new outdoor exercise
equipment including a ping pong table and cornhole boards, in-progress work of the
placement of a poured-in-place rubberized surfacing, preparation of new bench seating
areas, and new landscape planting.
During the next several weeks, work will include placement of the final poured-in-place
rubber surface featuring a checkerboard pattern, benches, and landscape planting. As
this work is dependent upon weather conditions and delivery of the benches,
completion of the outdoor exercise area is expected later this winter for opening in
early Spring 2023.
