RE : MASTRO APARTMENTS
Per your request , we have reviewed the Mastro Apart-
ment development located near N.E. 4th and Union.
This 224-unit development will generate approximately
1300 vehicular trips per day. The. majority of the
exiting trips will require left turns onto N.E. 4th
(westbound) due to the predominant employment and
shopping activities being in that direction. The
commercial lot proposed in their short plat would
generate approximately an additional. 300 trips upon
development of that site.
We have attached copies of the Planning Department
staff report for the short plat and the Hearing Exami-
ner's decision with regards to the short plat . Should
you desire additional information, contact this office.

Public Safety Public Safety Committee Chairman Proctor presented committee
Committee Report report re review of letter of Fred M. Scott, Manager of Royal

Council referral ) . The report recommended that the matter be
referred to the City Attorney for response to Mr. Scott with a
copy to Officer A. J. Hubner, Renton Police Department. Following

Metro Bus Councilman Shane complained of bus service in area, noting
Service bus uses freeways rather than picking up residents throughout
the community. Mayor Delaurenti explained his efforts on Metro
Council and prevailing for beter service in suburban King County.
Friends of Youth Councilman Stredicke presented letter from J . Howard Finck,
Special Permit Executive Director of Friends of Youth, 2500 Lake Washington
SP 879-76 Blvd. N. The letter noted Special Use Permit issued by Council
for Talbot House specified conditions of hedge planted along
driveway and painting eaves of the house to be completed by 6/30.
The letter notified that conditions have been complied with and
invited inspection. MOVED BY STREDICKE, SECOND CLYMER, COUNCIL
REFER LETTER TO THE COMMUNITY SERVICES COMMITTEE. CARRIED.
AUDIENCE COMMENT Michael Poynter further discussed condominimum conversion.
Councilman Perry noted visit to Springtree Apartments concerning
conversion. Caren Wharton and John Goff also restated their
positions regarding condominium conversion (see Page 2)
Metro Transit King County Councilwoman Patricia Thorpe noted her successful
efforts for better transit service for community.

SUMMARY OF REQUEST: Applicant seeks approval of a two-lot short plat in order to
utilize one lot (Lot No. 2) for future commercial use.
SUMMARY OF ACTION: Planning Department Recommendation: Approval with conditions.
Hearing Examiner: Approval with conditions.
PLANNING DEPARTMENT The Planning Department preliminary report was received by the
REPORT: Examiner on May 31, 1979.
PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on file with the application, and field
checking the property and surrounding area, the Examiner
conducted a public hearing on the subject as follows:
The hearing was opened on June 5, 1979 at 9:50 a.m. in the Council Chambers of the Renton
Municipal Building.
Parties wishing to testify were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant had received and reviewed
the Planning Department report, and the report was entered into the record as Exhibit #1.
Steve Munson, Planning Department, reviewed Exhibit #1, and entered the following additional
exhibits into the record:
Exhibit #2: Short Plat as submitted
Exhibit #3; Short Plat with staff comments
Referencing Exhibit #3, the Examiner requested clarification that the ingress, egress and
utility easement designated on the map in green is proposed to be included in Lot No. 1
rather than utilized as an easement across Lot No. 2. Mr. Munson responded affirmatively.
The Examiner requested testimony by the applicant or his representative. Responding was:

Mr. Tsao indicated that as a result of a recent revision to the Parking and Loading
Ordinance which reduced the required parking ratio from two spaces for each dwelling unit
to one and one-half spaces per unit, application for a variance to the Board of Adjustment
has been made for reduction of the existing parking area of the apartment complex. He
noted that approval of the variance would also allow provision of an easement for Lot No. 1.
Mr. Tsao advised that the property owner is currently bonded to acoomplish improvement of
the access roadway located south of the property and extending to Union Avenue S.E.
The Examiner requested a representative of the Public Works Department to address the issue
of proposed improvement of N.E. 4th Street and the proposed access roadway located south
of the property. Paul Lumbert, Traffic Engineering Division, indicated that the city's
Six-Year Street Program includes a proposal for a two-way left turn lane on N.E. 4th Street
extending from Union Avenue N.E. to Monroe Avenue N.E. to accommodate traffic generated
from new developments on abutting properties and will require participation by property
owners in a future Local Improvement District. The Examiner inquired if the project will
require dedication of frontage property on both sides of N.E. 4th Street. Mr. Lumbert
indicated that dedication of an additional five feet will be necessary for the improvement
of the roadway to provide a 70-foot right-of-way. He also advised that the applicant will
be required to participate in improvement of the access road located south of the subject
property extending to Union.
The Examiner inquired regarding the proposed use of Lot No. 2. Mr. Tsao indicated' that a
restaurant is proposed on the site, and .clarified that it would not be a fast food service
facility.

The Examiner inquired if the applicant was amenable to dedication of street right-of-way
along N.E. 4th Street. Although Mr. Tsao advised that he was unable to speak for the
applicant, he indicated concern that the buildable area of the site would be jeopardized
as a result of the reduced site created by dedication.
The Examiner requested testimony in support or opposition to the application. There was
no response. He then requested further comments from the Planning Department staff. Mr.
Munson indicated concurrence in the recommendation of the Public Works Department for
dedication of additional right-of-way along N.E. 4th Street. The Examiner inquired if the
easement area designated in green on Exhibit #3 would provide future access to Lot No. 1
if the short plat is approved. Mr. Munson indicated that the provision would be required
unless a variance is granted by the Board of Adjustment. David Clemens, Senior Planner,
indicated that a condition of the Examiner's approval could be left open to require the
easement area to be included in Lot No. 1 if the variance is not approved. The Examiner
inquired regarding the width of the easement area. Mr. Clemens advised that the area is
74 feet in width including 64 feet of paving and five feet of landscaping on each side,
and provides access to N.E. 4th Street.
The Examiner requested further comments. Since there were none, the hearing on File No.
Short Plat 352-79 was closed by the Examiner at 10:10 a.m.
FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner
now makes and enters the following:
FINDINGS:
1. The request is for approval of a two-lot, +8.99 acre, short plat.
2. The Planning Department report sets forth the issues, applicable policies and provisions,
findings of fact, and departmental recommendations in this matter, and is hereby
attached as Exhibit #1 and incorporated in this report by reference as set forth in
full therein.
3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971, R.C.W. 43.21.C. , as amended, the subject proposal has been determined
to be exempt by Gordon Y. Ericksen, responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the impact
of this development.
5. All existing utilities are available and in close proximity.
6. The subject site is located on N.E. 4th Street about 600 feet west of Union Avenue S.E.
The site is currently zoned B-1. A large apartment complex occupies most of the
subject property.
7. The subject site was annexed into the city by Ordinance No. 2249, dated June 22, 1966.
8. The applicant proposes a two-lot short plat of the subject property. Lot No. 2 would
front on N.E. 4th Street and would be 405.25 feet long by 150 feet deep. This lot is
presently undeveloped and is proposed for future commercial use. The remainder of the
parcel, Lot No. 1, contains the apartment complex.
As proposed, Lot No. 2 would contain an area 74 feet wide by 150 feet deep, which
serves required parking and utility easements for the apartment building. The applicant
intends to provide the apartment parcel, Lot No. 1, with an easement for this area.
The Planning and Public Works Departments recommend that this area be included as part
of the parcel it serves, that is, the apartment complex.
The applicant indicated that a variance from the parking requirements for the apartment
will be requested. The applicant then indicated that if the variance were approved,
the area in question could be part of Lot No. 2.
9. The Public Works Department indicated its concern for the large increase in traffic
along N.E. 4th Street and indicated that N.E. 4th Street will be widened to provide
a fifth lane for left turn movements between Union Avenue N.E. and Monroe Avenue N.E.
The department indicated that such a widening would require a dedication of five feet
on each side of the present roadway. The applicant's representative could not respond
for the property owner but indicated he would recommend such dedication to the owner
if it did not interfere with development of the small parcel.
10. The subject parcel is designated for commercial purposes on the Comprehensive Plan.
Commercial use. of the parcel is proposed by the applicant.

11. Both of the proposed lots meet or exceed the minimum requirements of the Subdivision
Ordinance. •
CONCLUSIONS:
•
1. The subject proposal is compatible with both the Comprehensive Plan and the zoning.
The property is designated for commercial purposes and the division of Lot No. 2 from
Lot No. 1 will permit the establishment of a commercial 'use along N.E. 4th Street.
This commercial use will be separated from the single family and other uses south of
N.E. 4th Street by the existing apartment complex.

2. Per code requirements, the proposed subdivision attempts- to separate a required parking
area from the principle use it is intended to serve. While the applicant indicated
willingness to grant an easement in this property to the other proposed lot while
awaiting the outcome of a variance request, it is more logical to maintain a required
accessory use in the same parcel as the principle use. There .is no reason to complicate
the record keeping and details of ownership.
If the requested variance is approved, the applicant may at that time request the
redivision. The approval of a plat cannot be conditioned on indefinite lot lines.
3. The increased usage generated by the subject property has created a need for improved
access along N.E. 4th Street. The apartment complex has added substantially to the
turning movements on this street. The addition of a commercial use fronting along
N.E. 4th Street will increase the need even more. Therefore, the applicant shall be
required to dedicate the north five feet of property adjoining N.E. 4th Street in
order to permit the eventual widening and installation of a center turning lane on
N.E. 4th Street. •
The completion of any remaining off-site improvements likewise will be required of
.the applicant due to the anticipated level of traffic generated by the existing
apartment complex and the potential use of the new lot.
DECISION:
Approval of Exhibit #2 subject to the following:
•
1. The inclusion in Lot No. 1 of that portion of proposed Lot No. 2 which is the eastern
most 74 feet for the full 150 foot depth, and designated in cross-hatched green color
on Exhibit #2 subject to the dedication of the most northerly five feet of the entire
subject parcel adjoining N.E. 4th Street to the City of Renton.
2. The completion of any remaining off-site improvements per the approval of the Public
Works Department.

Pursuant to Title IV, Section 3015 of the City's Code, request for reconsideration must
be filed in writing on or before June 27, 1979. Any aggrieved person feeling that the
decision of the Examiner is based on erroneous procedure, errors of law or fact, error
in judgment, or.the discovery of new evidence which could not be reasonably available at
the prior hearing may make a written request for review by the Examiner within fourteen
(14) days from the date of the Examiner's decision. This request shall set forth the
specific errors relied upon by such appellant, and the Examiner may, after review of the
record, take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires that
such appeal be filed with the City Clerk accompanying a filing fee of $25.00 and meeting
other specified requirements. Copies of this ordinance are available for inspection in the
Finance Department, first floor of City Hall, or same may be purchased at cost in said
department.

C . HISTORY/BACKGROUND:
The subject site was annexed into the City by Ordinance #2249 dated
June 22 , 1966.
D. PHYSICAL BACKGROUND:
1 . Topography : The site rises from west to east at slightly over a
7% slope.
2. Soils : Alderwood Gravelly Sandy Loam (AgC) . Permeability is
moderately rapid in the surface layer and subsoil and very slow
in the substratum. Runoff is slow to medium, and the erosion
hazard is moderate. This soil is used for timber, pasture ,
berries , row crops and for urban development.
3. Vegetation : Much of the natural vegetation on site has been
! ' removed with construction of the apartment complex. Some cotton-
wood and scotch broom are present in the northerly portion front-
ing on N. E . 4th Street.

4. Wildlife : Existing vegetation on the site provides some
habitat for birds and small mammals .
5 . Water : No surface water was evidenced on the subject site .
6. Land Use : Lot #1 of the proposed short plat consists of a
224-unit apartment complex while Lot #2 is undeveloped except for
some excavation . To the west is a power transmission line and the
Greenwood Cemetery. A service station is located to the north
with some similar use and a real estate office to the east.
Properties to the south are largely undeveloped.
E. NEIGHBORHOOD CHARACTERISTICS :

The area is in transition from scattered single family uses and
undeveloped land to multiple family and higher uses .
F. PUBLIC SERVICES :
1 . Water and Sewer : An existing 12" water main is located along NE
4th Street and an 8" sanitary sewer is situated on the same street.
2. Fire Protection : Provided by the Renton Fire Department as per
Ordinance requirements .
3 . Transit : Metro Transit Route #107 operates along Monroe Avenue
NE approximately 1 /4 mile west of the subject site .
4. Schools : The subject site is located within 1 /2 mile to the south
of the Honeydew Elementary School and approximately one mile
southeast of McKnight Junior High School and one mile south of
Hazen Senior High School .
5. Recreation : Kiwanis Park is approximately 1/4 mile to the
north of the subject site and Windsor Hills Park is approximately
3/4 of a mile to the east.

L . PLANNING DEPARTMENT ANALYSIS :
1 . The proposed short plat is generally consistent with the
Comprehensive Plan designation of commercial for the subject site
and surrounding area .
2 . The proposal is compatible with commercial uses to the north , east,
and west. The existing apartment complex on proposed Lot #1
could be considered an appropriate buffer between the proposed
commercial use of Lot #2 and properties to the south of the subject
site .
3. Both of the proposed lots meet or exceed the minimum requirements
of the Subdivision Ordinance for size and frontage .
4 . Suitable utilities are available to the subject site . , The Utilities
Engineering Division notes that existing utility easements must be
indicated.
5. As addressed by the Engineering Division , the 74' feet of ingress/
egress easement area (together with utilities of #4) shown as
part of Lot #2 is in an area required for parking in the existing
apartment development of the Lot #1 . This area must , therefore ,
be included as part of Lot #1 .
6. Although most off-site improvements appear to exist on NE 4th
any not included should be required as part of the short plat
approval . Access to a development of such high density is very
crucial to efficient traffic flow and circulation in the vicinity
( see Traffic Engineering comments ) .
Additional comments of other departments are attached for
consideration.
M . DEPARTMENTAL RECOMMENDATIONS :
Recommend approval of the requested short plat based upon the above
analysis and subject to the following :
1 . " Inclusion of the ingress/egress/utility easement of #2 in Lot #1
as per Analysis Item #5.

Attached is the Examiner's Report, dated June 13, 1979, which recommends
that the applicant request redivision of the plat subsequent to approval
of a variance by the Board of Adjustment for reduction of required
parking area for an already existing apartment complex. The Building
Division is currently seeking a legal opinion regarding interpretation
of the recently revised Parking and Loading Ordinance as it pertains
to this application.
On June 19, 1979, an appeal of the Examiner's Report was received and
is also attached for your review. The matter will be placed on the
City Council agenda on July 16, 1979.

PLANNING DEPARTMENT The Planning. Department preliminary report was received by the
REPORT: Examiner on May 31, 1979.
PUBLIC HEARING: After .reviewing the Planning Department report, examining
available information on file with the application, and field
checking the property and surrounding area, the Examiner
. conducted a public hearing on the subject as follows:
The hearing was opened on June 5, 1979 at 9:50 a.m. in the Council Chambers of the Renton
Municipal Building. •

Parties wishing to testify were affirmed by the Examiner.

It was reported that the Hearing Examiner and the applicant had received and reviewed
the Planning Department report; and the report was entered into the record as Exhibit #1.
Steve Munson, Planning Department, reviewed Exhibit #1, and entered the following additional
exhibits into the record:

'Referencing Exhibit.#3, the Examiner requested clarification that the ingress, egress and
utility easement designated on the map in green is proposed to be included in Lot No. 1
rather than utilized as an easement across Lot No. 2. Mr. Munson responded affirmatively.
The Examiner requested testimony by the applicant or his representative. Responding was:

Mr. Tsao indicated that as a result of a recent revision to the Parking and Loading
Ordinance which. reduced the required parking ratio from two spaces for each dwelling unit
to one and one-half spaces per unit, application for a variance to the Board of Adjustment
has been made for .reductionOf the existing parking' area of the apartment.complex. He
noted that approval of the variance would also allow provision Of an easement for Lot No. 1.
Mr. Tsao advised that the property owner is currently bonded to accomplish .improvement of
the access roadway located south of the property and extending to Union Avenue S.E.
the Examiner requested. a representative of the Public Works Department to address the issue
of proposed improvement of N.E. 4th Street and the proposed access roadway located south
of, the 'property. • Paul Lumbert, Traffic Engineering Division, indicated that the city's
,Six-Year Street Program includes a proposal for a two-way left turn lane on N.E. 4th Street
extending from Union Avenue N.E. to Monroe Avenue N.E. to accommodate traffic generated
from new developments on abutting properties and will require participation by property
owners in a future Local Improvement District. ) The Examiner inquired if the project will
require dedication of, frontage property ,on both sides of N.E. 4th Street. Mr. Lumbert
indicated that dedication Of an additional five feet will be necessary for the improvement
of the roadway to provide a 70-foot right-of-way. He also advised that the applicant will
be required to participate in improvement of the access road located south of the subject
property extending to Union.
The Examiner inquired regarding the proposed use of Lot No. 2. Mr. Tsao indicated that a
restaurant is proposed on the .site, and 'clarified that it would not be a fast food service
. facility.

The Examiner inquired if the applicant was amenable to dedication of street right-of-way
along N.E. 4th Street. Although Mr. Tsao advised that he was Unable to speak for the
applicant, he indicated concern that the buildable area of the site would be jeopardized
as a result of the reduced site created by dedication.
The Examiner requested testimony in support or opposition to the application. There was
no response. He then requested further comments from the Planning Department staff. Mr.
Munson. indicated concurrence in the recommendation of the Public Works Department for
dedication of additional right-of-way along N.E. 4th Street. The Examiner inquired if the
easement area designated in green on Exhibit #3 would provide future access to Lot No. 1
if the short plat is approved. Mr. Munson indicated that the provision would be required
unless a variance is granted by the Board of Adjustment. David Clemens, Senior Planner,
indicated that a condition of the Examiner's approval could be left open to require the
easement area to be included in Lot No. 1 if the variance is not approved. .The Examiner
inquired regarding the width of the easement area. Mr. Clemens advised that the area is
74 _feet in width including 64 feet of paving and five feet of landscaping on each side,
and provides access to N.E. 4th Street.
The Examiner requested further comments. Since there were none, the hearing on File No.
Short Plat 352-79 was closed by the Examiner at 10:10 a.m.
FINDINGS, ,CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner
now makes and enters the following:
FINDINGS:
1. The request is for approval of a two-lot, +8.99 acre, short plat.
2. The Planning Department report sets forth the issues, applicable policies and provisions,
findings of fact, and departmental recommendations in this matter, and is hereby
attached as Exhibit #1 and incorporated in this report by reference as set forth in
full therein.
3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971, R.C.W. 43.21.C. , as amended, the subject proposal has been determined
to be exempt by Gordon Y. Ericksen, responsible official.
4. Plans for the .proposal have been reviewed by all city departments affected by the impact
of this development.
5. All existing utilities are available and in close proximity.
6. The subject site is located on N.E. 4th Street about 600 feet west of Union Avenue S.E.
The site is currently zoned BB-1. A large apartment complex occupies most.of the
subject property.
7. The subject site was annexed into the city by Ordinance No. 2249, dated June 22, 1966.

8. The applicant proposes. a two-lot short plat of the subject property. Lot No. 2 would
front on N.E. 4th Street and would be 405.25 feet long by 150 feet deep. This lot is
presently undeveloped and is proposed for future commercial use. The remainder of the
parcel, Lot No. 1, contains the apartment complex.

As proposed, Lot No. 2 would contain an area 74 feet wide by 150 feet deep, which
serves required parking and utility easements for the apartment building. The applicant
intends to provide the apartment parcel, Lot No. 1, with an easement for this area.
The Planning and Public Works Departments recommend that this area be included as part
of the parcel it serves, that is, the apartment complex.

The applicant indicated that a variance from the parking requirements for the apartment
will be requested. The applicant then indicated that if the variance were approved,
the area in question could be part of Lot No. 2.
9. The Public Works.Department indicated its concern for the large increase in traffic
along N.E. 4th Street and, indicated that N.E. 4th Street will be widened to provide
a fifth lane for left turn movements between Union Avenue N.E. and Monroe Avenue N.E.
The department indicated that such a widening would require a dedication of five feet
on each side of the present roadway. The applicant's representative could not respond
for the property owner but indicated he would recommend such dedication to the owner
if it did not interfere with development of the small parcel.
10. The' subject parcel is designated for commercial purposes on the Comprehensive Plan.
Commercial use of the parcel is proposed by the applicant.

11. Both of the proposed lots meet or exceed the minimum requirements of the Subdivision •
Ordinance.

CONCLUSIONS:
1. The subject proposal is compatible with both the Comprehensive Plan. and the' zoning.
The property is designated for commercial purposes and the division of Lot No. 2 from
Lot No. 1 will permit the establishment of a commercial use along N.E. 4th Street..
This commercial use will be separated from the single family and other uses south of
N.E. 4th Street by the existing apartment complex.
2. Per .code ,requirements, the .proposed. subdivision attempts to separate a required parking
area. from the principle use it is intended to serve. While the applicant indicated
willingness to grant an easement in this property to the other proposed lot while
awaiting the outcome of a variance request, it is more logical to maintain a required
accessory use in the same parcel as the principle use. There is no reason to complicate
the record keeping and details of ownership.
If the requested variance is approved, the applicant may at that time request the
redivision. The approval of a plat cannot be conditioned on indefinite lot lines. .
3. The increased usage generated by the subject .property has created a need for improved
access along N.E. 4th Street. The apartment complex has .added substantially to the
turning movements 'on this street. The addition of a commercial use fronting along
N.E. 4th Street will increase the need even more. Therefore, the applicant shall be
required to dedicate the north, five feet of property adjoining N:E. 4th Street in
order to permit the eventual Widening and installation of a center turning lane on
N.E. 4th Street.
The completion of any remaining off-site improvements likewise will be required of
the applicant due to the anticipated level of traffic generated by the existing
apartment complex and the potential use of the new lot.
DECISION:
•
Approval of .Exhibit #2 subject to the following:
1. The inclusion in Lot No., 1 of that portion of proposed Lot No. 2 which is the eastern •
most 74 feet for the full 150 .foot depth, and designated in cross-hatched. green color
on Exhibit #2 subject to the dedication of the most northerly five feet of the entire
subject parcel adjoining N.E. 4th Street to the City of Renton.

2. The completion of any remaining off-site improvements per the approval of the Public
Works Department.

Pursuant to Title IV, Section 3015 of the City's Code, request for reconsideration must
be filed in writing on or before June 27, 1979. Any aggrieved person feeling that the
decision of the Examiner is based.on erroneous procedure, errors of law or fact, error
in judgment, or the discovery of new evidence which could not be reasonably available at
the prior hearing may make a written request for review by the Examiner within fourteen
.(14) days from the date of the Examiner.'s decision. This request shall set forth the
specific errors relied upon by such appellant, and the Examiner may, after review Of the
record, take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires that
such appeal be filed with the City Clerk accompanying a filing fee of $25.00 and meeting

C . HISTORY/BACKGROUND:
The subject site was annexed into the City by Ordinance #2249 dated
June 22 , 1966 .
D. PHYSICAL BACKGROUND :
1 . Topography : The site rises from west to east at slightly over a
7% slope.
2 . Soils : Alderwood Gravelly Sandy Loam (AgC) . ` Permeability is
moderately rapid in the surface layer and subsoil and very slow
in the substratum. Runoff is slow to medium, and the erosion
hazard is moderate . This soil is used for timber, pasture ,
berries , row crops and for urban development.
3 . Vegetation : Much of the natural vegetation on site has been
removed with construction of the apartment complex. Some cotton-
wood and scotch broom are present in the northerly portion front-
ing on N . E . '4th Street.

Greenwood Cemetery. A service station is located to the north

C . HISTORY/BACKGROUND:
The subject site was annexed into the City by Ordinance #2249 dated
June 22 , 1966 .
D. PHYSICAL BACKGROUND :
1 . Topography : The site rises from west to east at slightly over a
7% slope.
2. Soils : Alderwood Gravelly Sandy Loam (AgC) ., Permeability is
moderately rapid in the surface layer and subsoil and very slow
in the substratum. Runoff is slow to medium, and the erosion
hazard is moderate . This soil is used for timber, pasture ,
berries , row crops and for urban development.
3. Vegetation : Much of the natural vegetation on site has been
removed with construction of the apartment complex. Some cotton-
wood and scotch' broom are present in the northerly portion front-
ing on N . E . 4th Street.

4. Wildlife : Existing vegetation on the site provides some
habitat for birds and small mammals .
5 . Water : No surface water was evidenced on the subject site .
6 . Land Use : Lot #2 of the proposed short plat consists of a
224-unit apartment complex while Lot #1 is undeveloped except for
some excavation . To the west is a power transmission line and the
Greenwood Cemetery . A service station is located to the north
with some similar use and a real estate office to the east .
Properties to the south are largely undeveloped .
E . NEIGHBORHOOD CHARACTERISTICS :
The area is in transition from scattered single family uses and
undeveloped land to multiple family and higher uses .
F. PUBLIC SERVICES :
1 . Water and Sewer : An existing 12" water main is located along NE
4th Street and an 8" sanitary sewer is situated on the same street .
2 . Fire Protection : Provided by the , Renton Fire Department as per
Ordinance requirements .
3 . Transit : Metro Transit Route #107 operates along Monroe Avenue
NE approximately 1 /4 mile west of the subject site .
4. Schools : The subject site is located within 1 /2 mile to the south"
of the Honeydew Elementary School and approximately one mile
southeast of McKnight Junior High School and one mile south of
Hazen Senior High School .
5 . Recreation : Kiwanis Park is approximately 1/4 mile to the
north of the subject site and Windsor Hills Park is approximately
3/4 of a mile to the east .

L . PLANNING DEPARTMENT ANALYSIS :
1 . The proposed short plat is generally consistent with the
Comprehensive`- Plan designation of commercial for the subject site
and surrounding area .
2 . The proposal is compatible with commercial uses to the north , east ,
and west. The existing apartment complex on proposed Lot #1
could be considered an appropriate buffer between the proposed
commercial use of Lot #2 and properties to the south of the subject
site .
3. Both of. the proposed lots meet or exceed the minimum requirements
of the Subdivision Ordinance for size and frontage .
4 . Suitable utilities are available to the subject site . The Utilities
Engineering Division notes that existing utility easements must be
indicated.
5 . As addressed by the Engineering Division , the 74 ' feet of ingress/
egress easement area (together with utilities of #4) shown as
part of Lot #2 is in an area required for parking in the existing
apartment development of the Lot #1 . This area must , therefore ,
be included as part of Lot #1 .
6. Although most off-site improvements appear to exist on NE 4th
any not included should be required as part of the short plat
approval . Access to a development of such high density is very
crucial to efficient traffic flow and circulation in the vicinity
(see Traffic Engineering comments ) .

M . DEPARTMENTAL RECOMMENDATIONS :
Recommend approval of the requested short plat base'd upon the above
analysis and subject to the following :
