The Rezone Committee recommends approval of R®4 zoning for
the revised application involving about 10 acres on the east end of
the applicant's property.

The Rezone Committee recommends that, the east 80 of the prop-
erty be reclassified to R-2s if acceptable to the applicants and
the remainder be rezoned to R-4 .

Recommend approval of the Preliminary Plat as revised.
RE: Preliminary Plat of Lake View. Parka
Recommend approval of the Preliminary Plat subject to the foll-
owing change.:
That the cul-de-sac on South 128th Street be enlarged to a
minimum diameter of 80 a .
RE: Preliminary Plat of Capri.
Recommend approval of the Preliminary Plat with the recommenda-
tion that a 30 ' setback be shown on the face of the plat for all lots
abutting upon the two main arterials which are designated as Spring-
brook Way and Aliment Avenue.
RE: Rezone request of Milwaukee Railroad & Land Company from S-19 R=1 8
GS-1 to R-4.
Recommend approval of the request as amended provided that pro-
vision 'for a road adjacent to the railroad right of way on the south
of the extension of 6th Avenue west to Edwards Street be provided
in the event that 6th Avenue South can riot be extended from Maple
Street tp Edwards Street or that provision can not be made for a
right of way adjacent to the railroad right of way
The suitability of R-4 zoning west o-f Maple Street is question-
able in that the pattern problems of the existing street and traffic
circulation problems would be . magnified to a highly-undesirable degree.
RE: REZONE request of Ed•ewater Enterprises , Inc. from GS®1 to R-4.
Recommend approval _ of the R®4 request with the exception of
the east 80 ' which is recommended for reclassification to R-2 .
The R=2 district will serve as a buffer between the R-1 District on
the east and the R-4 District as proposed on the west.
RE: REZONE request of the Renton Hospital , Lots 1 & 10 , Block 79 Rainier
ores.
Recommend approval of the rezone from GS-1 to R-4 with the ex-
ception of the east 80 ' of the property which is recommended for re-
classification to R-2 . This property is directly opposite the.
presently zoned Bml area. Further, the reclassification of the east
80 ' to an R®2 residence district will be compatible with a transition
zone between the R-1 District on the east _snd .the proposed R®4 Dis-
trict -on the west.

7 . Hearing opened on the application by Frank Hanley and Jerry Goodall
for rezone from G-7200 to R-3 .
The Committee and the Director recommended the rezone to R-3
in that this is a natural extension of the existing R-3 on the north
and will provide a suitable buffer between the residence district
and the business district,
Chairman Denzer asked if there were any objections , either oral or

8 . The hearing opened on the request of John Grubusich for rezone of
Lots 24, 25 , 26 , Block 7 , Car Works Addition from R-4 to B-l .
The reports of the Committee and the Director were read, recommending
the rezone. Mr. Jensen noted for the record that the proposed plot
plan will require variances on setbacks for any structure from Factory
Street', Second Avenue North and the alley, will be necessary accord-
ing to the provisions regulating the use of land in a B,l District
which is adjacent to a residential district.
It was then moved by McGarriale , seconded by Lotto , that we
recomme f e granting of the rezone to B-1 . otion carried.
9 . 'Hearing opened on the Special Permit application of Y. S . Pack for
the construction of a sixplex on Lot 14 , Block 26A. The Committee
recommended denial of the request for a Special Permit and that con-
sideration may given either for a tri-plex, or if there is suffic-
ient area, that two duplexes may be considered.
The Planning Director recommended denial of the request for a
Special Permit in that six apartments are recommended fora lot ad-
jacent to a single family residence zone. Further, the adjacent lot
to the south has a new single family residence on it. Further, other
construction in the immediate vicinity contains not more than three
units . This recommendation is consistent with the principle that
duplexes are suitable adjacent to single family residential districts ,
whereas , higher density dwellings may be entirely out of keeping.
It was stated that a request was made by telephone to the Planning
Office asking that this matter be held over, because the applicant
was detained in Alaska and was not able to attend the meeting.
Mr. Stanley Green, stated he is the owner of the single family
residence to the north of the proposed six-plex, that he was aware
when he bought the house that the zoning was R-2 , but that- he does
object to more than a duplex because he felt that it would overcrowd
the area. He further stated that the street is a short street and
not paved. Several other property owners in the area were present
in the audience and protested the Special Permit for the same reasons .
It was then moved by Felker, seconded by Lotto , that this matter
be held over for One month.
Mr. McGarrigle stated that his committee report would be the same
at the next meeting. Some of the people in the audience stated that
they did 'not see any reason to postpone the hearing on this matter if

3) Edgewater Enterprises, Inc. That reclassification be made from GS-1 to
R-4 of Lots 2, 3, 8 and 9, Block 7, Rainier Acres, LESS the east 80' of Lots 8 and
9, Block 7, Rainier Acres to be reclassified from GS-1 to R-2. Recommended rezoning
here would constitute an area suitable for development of multiple apartments for the
same reason as stated above; item (2).

4) Frank Hanley and Jerry Goodall: That reclassification be made from G-7200
to R-3 of the following described property because (a) this would be a natural exten-
sion of the zones immediately adjacent to the north (R-3 and B-1), and (b) this use
would be compatible with the developing uses in the immediate vicinity as related to
Sunset Blvd. East:

R 5 E, W.M., lying West of the State Highway #2, Less that portion
southerly of a line running southeasterly from a point on the West
line 212.00' North of the South line, to a point on the West margin
of said highway 198' more or less north of the South line of the sub-
division, said 198' being measured along the west margin of -said high-
way.
Moved by Delaurenti, seconded by Poll, to concur with the recommendation of
the Planning Commission. Carried, It was further moved by Poll, seconded by Delau-
renti, to refer rezone matter to the Ordinance Committee accordingly. Carried.
5) John Grubisich: That reclassification be made from R-4 to B-1 of Lots
24, 25, 26, 27, Car Works Addition to Renton, since such reclassification is consist-
ent with the expansion of the existing business district in the immediate vicinity.
Moved by Delaurenti, seconded by Custer, to concur with the recommendation of
the Planning Commission. Carried. It was further moved by Poll, seconded by Bruce,
to refer rezone matter to the Ordinance Committee accordingly. Carried.
6) Walter Claybo: To grant a Variance for the construction of a carport
and utility shed on Lot 7, Block 44, Renton Highlands No. 2, as requested.
Moved by Custer, seconded by Reid, to concur with the recommendation of the
Planning Commission. Question on the motion brought forth request for further explan-
ation. Planning Director Jensen advised that business zoning is immediately south of
the subject property and is just north to a rezone comprising three lots for General
Investment. Carport and utility shed construction will be 3' from property line.
The motion carried.
7) Paul Collie: To grant a Variance for the construction of a residence on
the following described property, such grant contingent on the requirement that owner
deed to the City the east 25' of the property for street purposes and, further, execute
an agreement to provide for the improvement of said street in keeping with the condi-
tions heretofore established by Council:
The South 100 feet of that portion of the South half of the SW 1/4 of the
NW 1/4+ of Sec. 4, twp. 23 N, R 5 E, W.M., in King County, Washington, de-
cribed as follows: Beginning at the West quarter corner of the section;

Moved by Hulse, seconded by Poli, to concur with the recommendation of the
Planning Commission. Carried.
City Attorney Shellan's letter to Pres. of the Council Reid, regarding the
propriety and legality of modifying the Ordinance and Resolution heretofore prepared
so as to require the Library Board to seek prior approval from the City Council before
acquiring any new Library Building Site, suggesting that the Library Board through the
media of a Resolution in its Minutes agree to secure Council approval of any library
building site prior to any commitment towards the acquisition of same, was read. The
Clerk advised that the Library Board has received a copy of this communication.
ORDINANCES AND RESOLUTIONS:
Chairman Dullahant of the Ordinance Committee advised that the proposed Ordi-
nance on the Washington Natural Gas Franchise was being held in-committee pending ex-
piration of the required thirty-day publication period and receipt of any suggested
changes to the proposed Ordinance from Department Heads. Only one suggestion has been
received from the Fire Chief, to provide for an outside shutoff meter to disconnect
gas service into the home (in a manner similar to that now employed to cut off water
service at street location).
