Preliminary Plat - Aloha Ranch: Recommend approval of the Plat subject to the following conditions: a. Southeast 100th Street shall be aligned with the existing street to the west at the inter- section of 116th Avenue Southeast. b. A connecting street shall be provided to the north of the property approximately 850 ' east of 116th Avenue S. E. c. Southeast 100th Street shall extend to the southeasterly corner of the property with provision for a temporary turn-around. 2 . Excused were Ex-officio members Jack Wilson and Walt Reid. Others present: Planning Director David Jensen and Betty Fullerton, Assistant Planner. Chairman Felker called the meeting to order at 7 : 30 P.M. 1, The minutes of the previous meeting of May 22 , 1963 were approved as corrected. 2 . Aloha Ranch: Preliminary Plat The hearing was closed on this matter at the last meeting of May 22 , 1963 , with action delayed pending further' study on several problems inherent in the plat. These were: the alignment of S . E. 100th Street and the stub street to the north approximately . 850 ' east of "116th._Ave, Southeast. Discussion continued relative to these points, Mr. Jensen stated that in talking over the problems with him the City Engineer had in- dicated that he was in agreement that S. Ea 100th within the Plat ahould be aligned with S, X, 100th at its junction with 116th ,Avenue Southeast, and further had agreed that the stub road to the north should be provided for future development of the area. Questioned by Mr. Holmes if he was in agreement with the recom- mendation of the Planning Director and City Engineer, Mr, Shane , the Plattor, stated that the 20 ' jog on S. E. 100th could not be avoid- ed in working out a good. design for the plat, that the proposed align- ment would make some odd shaped lots , particularly those near 116th, which he felt would be difficult to sell . Relative to the proposed street to the north, Mr. Shane. agreed to deed the land to the City for the street, but he did not wish to develop the street, because he stated that this street would be of no value for his plat, and further, he said there is no way of determining when the property to the north would be developed thus the street would be not in use until that time. It was moved by Busch, seconded by Holmes , that the Commission recommends approval of the Preliminary Plat subject to the provision that S. E. 100th Street be aligned with S. E. 100th Street as per recommendations of the City Engineer and Planning Director, Motion was amended by Denzer, seconded by Racanello, to include that the Plattor further be required to deed to the City property for the 50 ° street to the north of the plat , and that further, that the main road be extended east to the southeast corner of the tract with provision for a temporary turn around. The amendment carried the mo- tion. 3o Raymond Rqsa, rezone from GS-1 to SR-1 , Lots 10 , 11 , 12 , 13 , 14 , 150andthewest23 , 5 ' of Lot 16 , Block 10 , C. D. Hillman' s Earlington Gardens #lo The hearing was closed at the last meeting on May 22 , but action was deferred until the next meeting for further information relative to the reapportionment of the lots , Mr. Jensen stated that he had talked with Mr. Peretti and in going over the details relative to the map done by Mr. Oyler, it was determined that the--reapportionment of the lots could -be recorded provided he is granted the rezone, Mr. Jensen further stated that the 1- PLANNING COMMISSION JUNE 12 , 1963 Page 2 Continued: replatting could not be done before the rezone is granted. It was moved by Holmes , seconded by Busch, that the Commission recommends to the City Council the rezoning of the property as re- quested from GS=l to SR-1. Motion carried. Mr. Denzer voted no. 4 . A letter from John W. Maloney, Architect, was read requesting approval of the proposed plans to construct an addition to the St. Anthony Parish Rectory at 4th Avenue South and Whitworth street. Drawings have been submitted to the City Building Department. Mr. Jensen stated that the matter has been referred to the Plann- ing Commission in concurrence with the ordinance requirement that site plans be approved by the Commission for any buildings constructed in the P-1 District. Mr. Jensen stated that he has not as yet inspect- ed the plans. It was then moved by Denzer, seconded by Racanello , that this be put in the hands of a committee fora report back at the next meeting. Roll Call Vote was as follows: Ayes" m Racanello, Denzer, Holmes Nays" a Busch, Felker Motion carried. Committee: Denzer and Racanello. 5. The Commission considered a petition signed by 14 persons for vacation of a 16®foot alley in Block 189 Renton Highlands. The hearing has been set on this matter by the Council for July 8th. It was moved by Racanello, seconded by Denzer, that this matter be referred to a Committee with power to make recommendations to the City Council. Motion carried. Committee: Racanello and Denzer: 6 . A letter was read from Mary J. Jones asking that the City consider in connection with the 701 Planning Program the possibility of acquiring land in the May Creek, Devil 's Elbow area for a wilderness park. He stated that several Councilmen, Mr. Coulon, Mr. Racanello and himself had spent several hours in this area investigating the proposal. He thought there was • an excellent potential here for a park, which could be a recreational asset for the City. Mr. Denzer stated that this has been talked about for a park for some time , pointing out that the acquisition of the property before roads are developed and the area begins to be developed for homes would save the City a considerable amount of money. He felt that definite steps should be taken to see about acquiring this property. Mr. Jensen stated that it is probable that the Council would not make any determinations on this matter without a recommendation from the Planning Commission. 7 , The Commission discussed the matter of posting forms and notices relative to items for hearings. Mr. Jensen stated that relative to the sample forms and notices , the City Attorney advised that they would need to be modified to suit the City' s situation. A Committee composed of Peretti, Jensen, and Felker were asked to report on this matter at the next ministrative meeta.ng. 8 . The Commission considered the Preliminary Plats referred to them by King County Planning Commission as follows: 1. Brodell ' s Maple Garden Homes. This is in the area adjacent to'`the Maplewood Homes. Mr. Jensen stated that a pipeline easement for water runs through this area,, and that the plat appears to be a reasonable solution. He did not see any objection to the arrange- ment of the lots and streets. RDINANCE NO.
