AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, CHANGING THE
ZONING CLASSIFICATION OF CERTAIN PROPERTIES WITHIN THE CITY OF
RENTON FROM'BUSINESS PARKING" to BUSINESS DISTRICT (B-1)
WHEREAS under Chapter VII, Title IV (Building Regulations) of Ordinance
No. 1628 known as the "Code of General Ordinances of the City of Renton" as amended,
and the maps adopted in conjunction therewith, the properties hereinbelow described
have heretofore been zoned as "Business Parking", and
WHEREAS under the aforesaid Ordinance a proper petition for change of zone
classification of said properties has been filed with the City Clerk of the=:City of
Renton on or--about November 4, 1963, which Petition was then refired to the Planning
Commission for investigation, study and public hearing, and a public hearing having
been held thereon before said Planning Commission on or about November 27, 1963, all
pursuant to notice of hearing duly published and posted as provided by law; and said
Planning Commission having duly considered and recommended said rezoning, and all
parties having been heard appearing in support thereof or in opposition thereto; NOW
THEREFORE
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS
FOLLOWS:
Section 1: The following described parcel of property in the City of Renton
is hereby rezoned to Business District (B-1) and the City Engineer and the Planning
Director are hereby authorized and directed to change the maps .of the Zoning Ordinance,
as amended, to evidence said rezoning:
Lots .2 and 3, Block 2, C. D. Hillman's Lake.Washington Garden of Eden.
Division No. 7, according to plat thereof. recorded in Volume: 16 of ,
Plats, page 18, records of King._County., Washington, EXCEPT the west .
200 feet thereof and EXCEPT the east 25 feet thereof, all situate in
Renton, King County, Washington;
PROVIDED HOWEVER that Petitioner-owner provide and establish a parking
area at least equal in size to -the one hereinabove rezoned to Business
District, and sufficient to meet all requirements of the City's Code,
and the location of such Business "Parking to be subject to the approval
of the Planning Director.
Section 2: This Ordinance shall be in full force and effect from and after
its passage, approval and legal publication.

The Planning Commission at its public hearing
of November 27 , 1963 , after consideration and study,
recommended favorably on the Following requests:
1 . THE PRODUCTION COMPANY: Application No.
R-156-63. Request for rezone from BP to B-1 of
parcel of property as described in the application.
The Commission recommends that this rezone
be granted provided that the applicant reserve for
parking area an equal area within the overall pro-
perty owned by the applicant and presently zoned
B-1 .
2 . VIKING INVESTMENT CORPORATION: Request for
rezone from GS-1 and G-7200 to R-3 of property as
described in Application No. R-158-63 .
The Commission recommends the requested rezone
be granted. The property is located northerly of
Tiffany Park and somewhat southerly of the Cedar
River, in the vicinity of high power BPA transmis-
sion lines.
Your concurrence in the foregoing recommenda-
tions is respectfully requested.

Chairman James Denzer opened the public hearing meeting at 7 : 30 P,M,
1 , GAYLE A HALSEN: Rezone request from R®1 to R- 3 : Lot 13 , Highland
Addition to the town of Renton, property located on Renton Street
between 8th and 9th Avenues,
Committee ' s report was read recommending approval of the request
for the following reasons:
a, The property is adjacent to R-3 zoned land lying immediately
west,
b, It is in an area deemed suitable for multiple residential
structures,
Chairman Denzer asked if there were any protests against the re-
zone,
Mr, James Starwich, 818 Renton Street , presented a petition signed
by 17 persons who protested the rezone , because they wished the area
to remain single family residential (R-1) , Mr, Starwich stated that
the area is mainly single family residential , and they did not feel
it was suitable for apartments,
Mr, Cordell stated that he believed that Renton is in need of
good apartments and he felt that the proposed apartments would be a
good use of the property, since it is adjacent to other R-.3 zoned
property, Further, that apartment zoning would not, in his opinion,
be detrimental to other properties in the area,
It was then moved by Peretti, seconded by McGarrigle , that this
application be held in abeyance until the next hearing meeting of
the Commission for further study. Motion carried ,

Committee report was as follows:
After inspection of the property and in consideration of the Com-
mission' s previous recommendation relative to this property, the Com-
mittee is not favorable to the B-1. However, the Committee would like
to discuss this matter further With the Commission as a whole.
Director's report:
Recommend approval of the request for the following reasons:
a. The landscaped buffer strip containing trees and shrubs
has been accomplished ,
b. Any structures to be located or added to the existing
bu4,lding would of necessity observe , side yard distance from the 25 '
planting strip lying to the east,
c. The proposal would allow more flexible and more advan-
tageous use of the site,
Chairman Denzer asked if anyone in the audience wished to speak
for the rezone,

Mr. Don Gouge , representing the applicants , reviewed the matter
of the previous rezones. The Company has complied with the conditions
of the agreement relative to the 25 buffer strip, and is now request-
ing rezone of the 8P area to 8-1 , so that a more advantageous location
may be obtained for the proposed addition to their printing plant,
Parking to replace the presently zoned BP area would be provided for,
within the B-1 zoned area.
Chairman Denzer asked Mr. Cordell to assume. the chair on this
matter as he stated he would like to speak from the floor on this
matter. Mr, Denzer stated that in going back to the original appli-
cation, the Commission, because of objections to the rezone from
adjacent property owners , had attempted to set up a business park .
type of zoning with certain setbacks° The Commission had agreed to
the BP zone between the 25 ° buffer strip and 'the B-19 so that no
buildings would be erected in the BP zone, He felt that if it was
good planning at that time9 it was still good planning. Further, that
the applicants have sufficient space for the additional building
within the already zoned B-1 area.
Mr. Gouge stated that there have been no objections from any
adjacent residents against the present proposed rezone to' B-10 Fur-
ther, that conditions have somewhat changed due to the construction •
of the Freeway and other factors such as the removal of gravel from
nearby property. Mr. Gouge felt that the 25 ' planted buffer strip
is adequate and provides a reasonable buffer strip between the bus-
iness and residential areas.
Mr. McGarrigle stated that in looking at this plat plan the
applicant appears to have sufficient area for parking within the
presently zoned B-1 area , and if the applicants require a portion of
the BP area for a proper conduct of their business he would concur
in the Planning Director' s report and recommend granting of the re-
quest,
Relative to the question regarding the location of parking
areas to replace the now zoned BP area , Mr. Rudd stated that they
would be glad to put the parking in any other area so designated by
the Commission.
It was then moved by Denzer , seconded by Racanello9 that the
rezone be recommended to the City Council for approval , provided that
the same amount of parking be provided within the 8-1 area , and that
such parking arrangement be approved by the Planning Director, Motion
carried.
3. VIKING INVESTMENT CORPORATION g Request for rezone from GS-1 and
G-7200 to R-3g property located on the extension of 154th Street S.E .
The Committee recommended approval of the rezone.
The Director recommended approval oc the request for the follow-
ing reasonsg
a. The proposed site is in an isolated location containing ade-
quate acreage for a large planned deNelopment of this nature

COMMUNICATIONS: (cont.)
A letter from Kennydale Lions Club requested permission to operate a Christmas
Tree J.ot for a two week period in Renton during the holiday season. Moved by
Custer, seconded by Hulse, to grant a No-Fee Permit for the sale. Carried.
A letter from the Renton Chapter of the International Spades Association, which
is sponsored by the Kiwanis Club, and is comprised of high school students,
requested permission to sell stockings filled with candy and toys in the City
of Renton during the holiday season. President of the Club, Sallee Frazee,
advised proceeds will be donated to the United Cerebral Palsy Center of King
County. Moved by Hulse, seconded by Bruce, to grant the request. Inquiry was
made by Councilwoman Dahlquist as to whether Hold Harmless Agreements should be
required in connection with the various No-Fee Permit requests and City Attorney
Shellan advised that the sales on private properties would not give the City
reason. tct ask for a Hold Harmless Agreement. The pending motion subsequently
carried.
Letters from the Association of Washington Cities and the State Highway Com-
mission requested opinions and recommendations from City Officials relative to
proposed adoption of certain portions of the Manual on Uniform Traffic Control
Services which will be binding on cities and towns if passed. Moved by Dullahant,
seconded by Hulse, to refer the matter to the Street and Alley Committee to report
back. Carried.
Letter read from Planning Director Jensen submitted Planning Commission recom-
mendations as follows:
1. THE PRODUCTION COMPANY: Recommended granting of the rezone from
BP to B-1 as described in Application No. R-156-63 with provision that the
applicant reserve for parking an equal area within the overall property owned
now zoned B-1.
Moved by Custer, seconded by Poli, to concur in the Planning Commission
recommendation. Councilman Hulse -advised of a7 existing problem in the area
pertaining to right-of-way dedication. It being ascertained that dedications
had been made heretofore by the applicant and further acquisition would be up-to
other property owners who were presently being contacted to make dedications.
Planning Director Jensen chalked a projection on the blackboard and explained
the rezone as recommended by the Planning Commission and Attorney Don Gouge
spoke on behalf of the Production Company urging early action of the Council,
inasmuch as the problem was not related to the applicant. The pending motion
was subsequently carried.
2. VIKING INVESTMENT CORPORATION: Recommended granting rezone from GS-1
and G-7200 to R-3 as described in Application No. R-158-63
Moved by Bruce, seconded by Gianini, to concur in the recommendation of the
Planning Commission. Upon inquiry relative to zoning of contiguous properties
it was explained by Planning Director Jensen that the area was a somewhat
isolated area and not adjacent to any high density residential area and was a
reasonable use in this location. The pending motion carried.
Moved by Custer, seconded by Poli, that the two rezones beieferred to
the Ordinance Committee. Carried.
A letter from Evelyn McBirnie and Herbert Randall, owners of Jim's Tavern,
requested Master License to own and operate a Music Machine in said place ofbusiness, to supplement their source of income since discontinuing live music.Moved by Custer, seconded by Bruce, to refer the matter to the Police and
License Committee with power to act. Carried.
A letter from Mayor Aliment submitted and recommended granting request oftheRentonDowntownMerchant's Ass-'m. ;for free parking in the City ofRentonDecember17ththrough24th, 1963 to aid shoppers as well as the merchants duringtheChristmasseason.
Moved by Custer, seconded by Bruce, to concur in the Mayor's recommendation
granting the free parking as requested. Carried.
