AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, CHANGING THE
ZONING CLASSIFICAlION. OF CERTAIN_PROPERTIES WITHIN THE CITY OF
RENTON FROM GENERAL CLASSIFICATION:.DISTRICT• (GS-1 and G-7200)
TO RESIDENCE DISTRICT (R-3)
WHEREAS under Chapter, VII, Title IV (Building Regulations) of Ordinance tyo.
1628•known as the "Code of General Ordinances of the City of Renton' as amended,. and.
the maps adopted in .conjunction therewith, the properties. hereinbelow described. have
heretofore' been zoned.as General Classification 'District (GS-1 and-G-7200) ; and
WHEREAS a proper. petition for change of zone classification of_ said properties
has been filed with the City on or about November .6, 1963, which petition was then
referred to the Planning Commission for- investigatio;, .study and public hearing, and a
public hearing having been. held thereon on or about November 27, 1963, all pursuant to
notice of hearing duly published and posted as provided by law; and said Planning
Commission having duly considered and recommended said rezoning, and all parties having
been heard appearing in support thereof or in opposition thereto; NOW THEREFORE

Avenue between 8th and 9th Avenues.
Committee report:
The Committee recommends approval of the request for R-3 , as
it is a reasonable use for this property.
Director's report:
Recommend approval of the request for the following reasons :
a) The property is adjacent to R-3 zoned land lying immedi-
atly west,
b) It is in an area deemed suitable for multiple residential
structures,

Committee report:
The Committee after inspection of the property and in consider-
ation of the Commission' s prior recommendation relative to this
property, recommends the denial of the request for B-1 .
Director' s report:
Recommend approval of the request for the following reasons:
a) The landscaped buffer strip containing trees and shrubs
has been. accomplished.
b) Any structures to be located or added to the existing build-
ings would of necessity observe a side yard distance from the 25 '
planting strip lying to the east.
c) The proposal would allow more flexible and more advanta-
geous use of the site.

Mr, Don Gouge , representing the applicants , reviewed the matter
of the previous rezones. The Company has complied with the conditions
of the agreement relative to the 25 buffer strip, and is now request-
ing rezone of the BP area to B-19 so that a more advantageous location
may be obtained for the proposed addition to their printing vlant,
Parking to replace the presently zoned BP area would be provided for
within the B-1 zoned area.
Chairman Denser asked Mr, Cordell to assume the chair on this
matter as he stated he would like to speak from the floor on this
matter, Mr, Denzer stated that in going back to the original appli-
cation, the Commission, because of objections to the rezone from
adjacent property owners , had attempted to set up a business park
type of zoning with certain setbacks , The Commission had agreed to
the BP' zone between the 25 ' buffer strip and the B-19 so that no
buildings would be erected in the BP zone, He felt that if it was
good planning at that time , it was still good planning, Further, that
the applicants have sufficient space for the additional building
within the already zoned B-1 area.
Mr, Gouge stated that there have been no objections from any
adjacent residents against the present proposed rezone to B-1, Fur-
ther, that conditions have somewhat changed due to the construction
of the Freeway and other factors such as the removal of gravel from
nearby property, Mr. Gouge felt that the 25 planted buffer strip
is adequate and provides a reasonable buffer strip between the bus-
iness and residential areas ,
Mr. McGarrigle stated that in looking at this plat plan the
applicant appears to have sufficient area for parkipg within the
presently zoned B-1 area9 and if the applicants require a portion of
the BP area for a proper conduct of their business he would concur
in the Planning Director's report and recommend granting of the re-
quest,
Relative to the question regarding the location of parking
areas to replace the now zoned BP area9 Mr. Rudd stated that they
would be glad to put the parking in any other area so designated by
the Commission,
It was then moved by Denzer9 seconded by Racanello, that the
rezone be recommended to the City Council for approval , provided that
the same amount of parking be provided within the B-1 area9 and that
such parking arrangement be approved by the Planning Director. Motion
carried,

McGarrigle , that we concur in the Committee's and Director' s reports
and recommend to the City Council the rezone of the area as petition-

4 . RAY MARSHALL ANDERSONg Request for Variance to construct a carport
and, storage addition to existing residence to 3 ' 10" from the lot line
at 603 S Street.

obtain to this property, wherein the applicant would otherwise be de-
prived of the reasonable use of his property.

It was then moved by Teretti, seconded by Busch, that the Vari-
ance be denied Motion carried°
ADMINISTRATIVE MATTERSg
5° The Commission voted to cancel the hearing date of December 25 , due
to the Christmas holiday° The next regular hearing date will be on
the regular date of January 22 °
The Commission further set the date of the Administrative meet-
ing on December 11 as a work session on the Comprehensive Plan.

COMMUNICATIONS: (cont.)
A letter from Kennydale Lions Club requested permission to operate a Christmas
Tree lot for a two week period in Renton during the holiday season. Moved by
Custer, seconded by Hulse, to grant a No-Fee Permit for the sale. Carried.
A letter from the Renton Chapter of the International Spades Association, which
is sponsored by the Kiwanis Club, and is comprised of high school students,
requested permission to sell stockings filled with candy and toys in the CityofRentonduringtheholidayseason. President of the Club, Sallee Frazee,
advised proceeds will be donated to the United Cerebral Palsy Center of King
County. Moved by Hulse, seconded by Bruce, to grant the request. Inquiry was
made by Councilwoman Dahlquist as to whether Hold Harmless Agreements should be
required in connection with the various No-Fee Permit requests and City Attorney
Shellan advised that the sales on private properties would not give the City
reason. ta Ask for a Hold Harmless Agreement. The pending motion subsequently
carried.
Letters from the Association of Washington Cities and the State Highway Com-
mission requested opinions and recommendations from City Officials relative to
proposed adoption of certain portions of the Manual on Uniform Traffic Control
Services which will be binding on cities and towns if passed. Moved by Dullahant,
seconded by Hulse, to refer the matter to the Street and Alley Committee to report
back. Carried.
Letter read from Planning Director Jensen submitted Planning Commission recom-
mendations as follows:
1. THE PRODUCTION COMPANY: Recommended granting of the rezone from
BP to B-1 as described in Application No. R-156-63 with provision that the
applicant reserve for parking an equal area within the overall property ownednowzonedB-1.
Moved by Custer, seconded by Poli, to concur in the Planning Commission
recommendation. Councilman Hulse .advised ofen existing problem in the area
pertaining to right-of-way dedication. It being ascertained that dedications
had been made heretofore by the applicant and further acquisition would be up-to
other property owners who were presently being contacted to make dedications.
Planning Director Jensen chalked a projection on the blackboard and explained
the rezone as recommended by the Planning Commission and Attorney Don Gouge
spoke on behalf of the Production Company urging early action of the Council,
inasmuch as the problem was not related to the applicant. The pending motion
was subsequently carried.
2. VIKING INVESTMENT CORPORATION: Recommended granting rezone from GS-1andG-7200 to R-3 as described in Application No. R-158-63
Moved by Bruce, seconded by Gianini, to concur in the recommendation of thePlanningCommission. Upon inquiry relative to zoning of contiguous properties
it was explained by Planning Director Jensen that the area was a somewhat
isolated area and not adjacent to any high density residential area and was a
reasonable use in this location. The pending motion carried.
Moved by Custer, seconded by Poli, that the two rezones be le ferred to
the Ordinance Committee. Carried.
A letter from Evelyn McBirnie and Herbert Randall, owners of Jim's Tavern,
requested Master License to own and operate a Music Machine in said place ofbusiness, to supplement their source of income since discontinuing live music.Moved by Custer, seconded by Bruce, to refer the matter to the Police andLicenseCommitteewithpowertoact. Carried.
A letter from Mayor Aliment submitted and recommended granting request oftheRentonDowntownMerchant's Ass-'n. :for free parking in the City of RentonDecember17ththrough24th, 1963 to aid shoppers as well as the merchants duringtheChristmasseason.
Moved by Custer, seconded by Bruce, to concur in the Mayor's recommendation
granting the free parking as requested. Carried.
