ORDINANCE NO. 2/ L
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON CHANGING THE
ZONE CLASSIFICATION OF CERTAIN PROPERTIES WITHIN THE CITY
OF RENTON FROM GENERAL CLASSIFICATION DISTRICT (G) TO HEAVY
INDUSTRY DISTRICT (H-1) AND BUSINESS PARKING (BP) RESPECTIVELY.
WHEREAS under Chapter VII , Title IV (Business Regulations) of Ordinance No.. 1628
known as the "Code of General Ordinances of the City of Renton", as amended, and the.
maps adopted in conjunction therewith, the properties hereinbelow described P`. , ufte*>

r . have heretofore been zoned as General Classification/(G) , and
WHEREAS a proper petition for change of zone classification of said properties
has been filed with the City Clerk on or about May 25, 1965, which petition was then
referred to the Planning Commission for investigation, study and public hearing,
and a public hearing having been held thereon on or about June 23, 1965, all pur-
suant to notice of hearing duly published and posted as provided by law; said matter
having been duly considered by the Planning Commission and certain modifications
having been made by it, and all parties having been heard appearing in support there-
of or in opposition thereto, NOW THEREFORE
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS FOLLOT.^.
SECTION I: The following described properties in the CITY OF RENTON are hereby
rezoned to Heavy Industry District (H-1) except for the westerly sixty (60) Feet
of the hereinbelow described property which is hereby rezoned to Business Parking (BP) ;
the City Engineer and the Planning Director are hereby authorized to change the maps
of the Zoning Ordinance, as amended , to evidence said rezoning:
That portion of Government Lot 7 in Section 25, Township 23 North,
Range 4 East W.M. , lying West of the Puget Sound Electric Railway's
former right of way and East of Secondary State Highway No. Z-M (State 181)
West Valley Road) , EXCEPT the South 923 feet; situate in the City
of Renton, County of King, State of Washington.
The above property is located on West Valley Highway at north
boundary of City of Renton just south of the building at 17100
West Valley Highway.)
SECTION-IL:. This Ordinance shall be in full force and effect from and after

1 . In what way is this proposed change in zoning in the public interest? Highest and best
use of the property is for industrial plants, and this industry will bring payroll to the
City of Renton.:
2. On what basis is there a real need in this community for more zoning of the type you
request? Industrial land is in short supply in Seattle and industries are now moving
southward to the Renton-Kent-Tukwila areas.
3. Do you consider the property involved in this application to be more suitable for the
uses permitted in the proposed zone than for the uses permitted in the present classifica-
tion? Please explain. It is more suited for industrial use, as evidenced by the new
industrial buildings to the north and west which have recently been completed for Ce110 Bag

RENTON PLANNING COMMISSION
MEETING JUNE 23 , .1965
Members present: Doug Felker, Gerald Cordell , James Denzer, John
Racanello, Dr. Baird Bardarson , Clark Teegarden, Dayle Garrison, Wes
Busch , Dick Stredicke. Ex-Officio members : City Engineer Jack Wilson,
Councilman Henry Schellert.
Staff present: Planning Director David Jensen, Assistant Planner James
Magstadt.
Mr. Cordell introduced and welcomed Mr. Dick Stredicke as the new
member appointed to the Commission.
The minutes of the previous meeting of June 9 were approved as
written. Moved by Racanello, seconded by Denzer, the motion carried.
HEARINGS:
1 . FTNAL PLAT, HILLCREST LANE, APPL. NO. S-245-m65 .
Director' s report: Recommend approval of the plat with provi-
sion or a strip at the end of the street to be quitclaimed to
the City.
City Engineer Jack Wilson stated that the final plat has been
signed by him signifying that it meets the City' s standards .
In regard to the one foot strip required at the end of the street,
Mr. Jensen stated that this would prevent construction of a building
at this point so that provision may be made for a future road when
the adjoining property is developed, The Final Plat meets the re-
quirements requested by the Commission on the Preliminary Plat.
Further discussion followed relative to a question of whether a
turn around should be provided at the end of the street. It was
stated that this was not required on the preliminary plat and the
final plat has now been prepared without the provision for this.
It was then moved by Garrisons seconded by Denzer, that the Final
Plat be recommended to. the City Council for adoption. Motion carried.
2., WORKSAVER BODY CO. , APPL. NO. R®241-65 , request for rezone from G
to Hml , property on the West Valley Highway in vicinity of the City'.s
north boundary.
Director's redo't: Recommend reclassification of this property
to L wit industrial park standards to include : a 60 ° setback from
the west property line and 30 ' sideyards with no rear yard setback
requirement , since the property abuts upon railroad right of way.
Consistent with the action of other property owners with similarly
situated locations along major arterials in the industrial area pro-
vision should be made for landscaping of the 20 ' abutting the

sideyards and adjacent to the West Valley Highway. These desirable
industrial park standards for landscaping and setbacks, if agree-
able to the owner, can be established by covenant restrictions.
Their accomplishment prior to recommendation for reclassification is
suggested.
Chairman Felker asked if there were any comments from the audi-
ence.
Mr. Jack Benaroya„ repreoenting the Applicant , stated that his
firm is developing the plans for the construction of buildings for
the Leber Ink Company, He stated that the amount of landscaping
as recommended by the Planning Director was excessive and would be
too expensive to install. However, adequate landscaping is a part
of the plans .
Discussion ensued relative to the recommendation by the Director
for L®1 instead of Hml as requested on the application. Mr. Jen-
sen stated that he had recommended the L®1 in order to exclude some of
the less desirable uses which are allowed under H-l. Question then
arose as to whether the manufacture of ink would entail motors in
excess of 5 horsepower.
A motion was made by Dr. Bardarson. seconded by Mr. Teegarden
that the property be rezoned from G to L-1. The motion carried.
Mr. Denzer and Mr. Racanello voted no , and Mr. Busch ab-
stained from voting.
The matter was further discussed as to the advisability of the
L®1 or H-1 zoning. Determination was made by Mr. Benaroya that the
manufacture of ink would require the use of motors in excess of 5
horsepower, which would require an H-1 zoning according to the Or-
dinance.
Mr. Jensen then suggested that H®1 zoning be given to the
property ,except the west 60 ' of the property be zoned to B-P.
It was then moved by Denzer, seconded by Racanello, to rescind
the former motion. Motion carried.
It was moved by Denzer, seconded by Racanello, that the property
be rezoned from G to H-1 , except that the west 60 ' of the property
be rezoned to B-P. Motion carried.
Mr. Benaroya stated that these terms would be agreeable to the
Applicant,
