AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, CHANGING
THE ZONING.CLASSIFICATION OF CERTAIN PROPERTY WITHIN THE
CITY OF RENTON FROM GENERAL CLASSIFICATION DISTRICT (G)
TO MANUFACTURING PARK DISTRICT (M—P)
WHEREAS under Chapter VII, Title IV (Business Regulations) of Ordinance No. 1628
known as the; "Code of General Ordinances of the City of Renton", as amended, and the '
maps adopted in conjunction therewith, the property hereinbelow described has heretofore
been zoned as General Classification District (G) and
WHEREAS a proper petition for change of zone c'lassif ication of said property
has been filed with the City Clerk on or about December 1, 1965, which petition was
then duly referred to the Planning Commission for investigation, study and public
hearing, and a public hearing having been helms Freon on or about December 22, 1965, . •

of Section 19, Twp. 23 N, R 5 E, .W.M., lying northerly of the Northern
Pacific Railway Company's right of way; except the westerly 73,7' thereof.
The lost 360' of that portion of the NE 1/4 of the NW 1/4, Section 19,
Twp. 23 N, R 5 E, W,M., lying northerly of the Northern Pacific Railway
Company's ,right of way. .
That portion of the south 650' of Government Lot 15 in Section 18, Twp.;.-23 N.,

MEETING DECEMBER 22 , 1965
Members present: Dayle Garrison, James Denzer, Wes Busch , John Racanello ,
Dr. Baird Bardarson , Clark Teegarden., Dick Stredicke. Also present :
Councilman Henry Schellert.
Staff present: Planning Director Gordon Ericksen , Assistant Director
James Magstadt.
It was moved by Stredicke , seconded by Denzer, that Mr. Cordell and
Mr. Sterling be excused from the meeting. Motion carried .
The minutes of the meeting of December 8 , 1965 were approved as
written.
HEARINGS:
1. REZONES:
A. CHARLES AME APPL. NO. R-263-65 , from R-3 to B-1 , proper-
ty on Maple ValleySH i , way adjacent to Stoneway Dock Company. This
matter was continued from the meeting of November 24 .
Mr. Ericksen stated that the staff , in considering this matter
further, felt that ,in view of the heavy industrial use adjacent to
the subject property, the B-1 zone would not result in any problem.
A letter was read from City Engineer Wilson and Traffic Engin-
eer Bennett stating that traffic circulation on the Manle 'Valley High-
way should not be greatly affected under the new zoning_change. In
either the R-3 or the B-1 classification it is important to control
egress and ingress , which helps reduce traffic accidents . Prior to
issuing a permit for development proper access control should be
taken into consideration.
Mr. John Day, attorney representing Mr. John Edwards „spoke
against the proposed zone , because he felt that business zoning of
this property would create a spot zone and that it is questionable
that the applicant owns the property, since he had changed the line
of the river bank with the use of a dirt fill .
Mr. Shane , the applicant, stated that the river bank had changed
several times over the years , and he had filled in the area ,as had
all of the other property owners along the river. He stated that
he has been paying taxes on the property and can prove ownership.
He felt that the issue to be considered was whether or not the prop-
erty was suitable for business use .
Mr. Teegarden stated that he did not feel that B-1 was the proper
zoning for this property, since it would tend to create a strip zone.
It was then moved by Denzer, seconded by Racanello , to close
the hearing. Motion carried.
It was moved by Racanello, seconded by Denzer , that subject
property be recommended to the City Council for rezone from R-3 to
B-1 . Motion carried .
PACIFIC COAST RAILROAD COMPANY, APPL. NO. R-269-65 , from

Committee report: Recommended approval.
Staff report: Recommended approval. The request is in line
with the Comprehensive Plan for the area.

1. REZONES: B. Continued:
City Engineers ' letter was read stating that in the review of
plan submitted by Pacific Coast Railroad for development of proper-
ty in the Earlington Flats area, the following objections were rais-
ed:
1) Proposed plan does not include the extension of 87th
Avenue South from 7th Avenue South to Grady Way as shown on
the City' s adopted Arterials and Streets Plan. 87th Avenue
was cited as an important part of the circulation pattern
in the development of the industrial area.
2) Also , the plan indicates a lack of circulation for emer-
gency access needed for good fire and police protection.
Further, the deadends shown do not make provision for turn-
arounds .
Planning Director Ericksen stated that the request is two-fold :
rezoning and platting, and should be considered separately. The
points raised in the City Engineer' s letter was a matter related to
platting.
Mr. Eckart , Railroad official present , requested that the Com-
mission give consideration to both of the problems at this meeting.
The Commission discussed both the original plan and the revised
development plan. Mr. Ericksen stated his objection to the revised
plan which showed no connection with Grady Way and that a through
street should '.be provided to the overpass of the Freeway. He
felt that the original plan would be more feasible.
Planning Commissioners were in general agreement that the rezone
proposed was in accordance with comprehensive planning for this area.
It was then moved by Stredice., ..seconded by Denzer, that the
hearing on the rezone be closed , and that hearing on the plat be con-
tinued. Motion carried.
Mr. Stredicke then moved , seconded by Racanello, that the rezone
from G to M-P be recommended to the City Council for approval. Mo-
tion carried. Mr. Busch voted no.
It was moved by Denzer, seconded by Stredicke, that a meeting
be held between the Commission, the Planning Director, City Engineer,
and the Pacific Coast Railroad officials relative to the platting
development plan , and the hearing be continued to January 12 on this
matter. Motion carried.
C. CHARLES MATTAINI AND E. R. COLEMAN, APPL. NO. R-270-65 , re-
zone from S-1 to R-4, property located on 90th Avenue S. between
South 128th and South 127th Streets.
Committee report: Recommended that this property is not suit-
able for development to R-4 , but could be recommended for R-3 .
Staff report : Mr. Ericksen stated that he felt that the only
problem in the R-4 classification would be the height limit. Since
the area across the street is a good single family residential area ,
the R-4 might be detrimental, but R-3 would be feasible.
Mr. Coleman, one of the applicants present , stated that they
have no intention to build to 90 ' , as they would not wish to obscure
the view from surrounding properties , or to endanger property
values, but in view of mounting property values , the Commission should
give consideration to the allowance of more coverage of land in the
Renton central area. He stated that the property is 20 ' below the
PACIFIC COAST R. R. CO.

Enclosed are the following:
1. Application, in duplicate, for change of zoning
of the easterly portion of Pacific Coast R. R. Co. °s Earl-
ington property.
2. Draft in the amount of $50 to cover the filing
fee.
3® Two copies of a print showing the area involved
and our initial proposed development.
In addition to the rezoning of the property it will
be necessary to have the approval of our development plan
by the Planning Commission and the City Council. It is
hoped that this matter can be expedited as much as possible
in order that development work can be commenced shortly
after the first of the year.
As indicated above, the work outlined on the print
covers the development which would be undertaken next year.
It is our intention that as these sites are sold or leased,
development would continue westerly as required. The
westerly development would follow the same pattern, with
Seventh Avenue being extended ultimately to Monster Road
and the north-south streets and trackage being located
alternately as in the initial development.
Our engineers have been working with Mr. Wilson
regarding details of street construction and installation
of utilities , and I believe he is familiar with our plans.

As and when the streets are improved it would be our ex-
pectation to dedicate them to the City, the City there-
after to take over future maintenance.
