Mr. Leon Spangler, architect, spoke on behalf of the plan,
mentioning problems of topography, and discussed the improve-
ment of S . 27th St. and on-site improvements the church wishes
to install , funds, permitting. Church officials do not believe
too much additional traffic will be generated due to the expan-
sion as new seats will not be added to the existing church; the
new building will house educational facilities .
Mr. David O'Brien, 12609 Beacon, also spoke on behalf of on-site
improvements vs the improvement of S. 27th Street.
Following additional discussion among Commission members , the
Planning Director and church representatives , it was MOVED BY
DENZER, SECONDED BY SCHOLES, THAT THE HEARING BE CLOSED.
MOTION CARRIED.
ACTION:
MOVED BY DENZER, SECONDED BY SEYMOUR , THAT THE SITE PLAN APPROVAL
APPLICATION OF THE FIRST PRESBYTERIAN CHURCH OF RENTON BE APPROVED
SUBJECT TO THE REQUIREMENTS IMPOSED BY THE BOARD OF PUBLIC WORKS;
NAMELY, THE IMPROVEMENT OF S. 27TH STREET. MOTION CARRIED.

retail and wholesale distribution of automotive parts in M-P
zone; property located on northeast corner of Powell Ave . SW
and SW 10th St. (Earlington Industrial Park)
The Chairman described the site approval application; the Planning
Director pointed out property location and displayed plot plan,
vicinity map and landscaping plan of subject property. Off-site
improvements will be installed as required. Parking to be
furnished will exceed ordinance requirements. Traffic circulation
is adequate and there will be no conflict between off-street park-
ing and truck circulation. The frontages along public rights-of-
way will be landscaped, plus other areas, and an underground
sprinkler system will be installed for ease of maintenance. The
landscaping plan was developed by the staff and accepted by the
applicant.
Mola suggested that screening of dumpsters and containers for
trash would be desirable. Commission discussion ensued regard-
ing the proposed development as well as the problems of continu-
ing maintenance of landscaped areas in the Earlington Industrial
Park. The Planning Director indicated that possible ordinance
revision was being explored to tighten up maintenance require-
ments .
There being no further comments, either from the Commission or
the audience, it was MOVED BY DENZER, SECONDED BY MOLA, THAT THE
HEARING BE CLOSED. MOTION CARRIED.
ACTION:
MOVED BY MOLA , SECONDED BY DENZER, THAT THE SITE PLAN APPROVAL
APPLICATION OF GENUINE PARTS COMPANY BE APPROVED AS IT COMPLIES
WITH THE REQUIREMENTS OF THE MANUFACTURING PARK ZONE, AND FURTHER
RECOMMENDED THAT SCREENING BE FURNISHED FOR TRASH CONTAINERS AND
DUMPSTERS LOCATED ON SITE. MOTION CARRIED.

The Assistant Planning Director presented slides of the fol-
lowing items of new business, including the Jensen rezone
application, and displayed maps, plot plans, vicinity maps
and Comprehensive Land Use Plan designations of each item.

a) TRANSAMERICA DEVELOPMENT, Appl. No. R-681-71; rezone from
GS-1 to R-4 ; property located on east side of Talbot Road S . ,
north of Puget Drive and S. 15th St.

Following Commission discussion concerning the new items of
business during which it was generally agreed that a field
trip would be desirable, the Chairman stated the Planning
Commission would conduct a field trip to view sites of the
new items as well as the Jensen rezone on Saturday, Septem-
ber 11, 1971; Commissioners to meet in the coffee shop of the
Sheraton Renton Inn at 8 : 30 a.m.
During the discussion of the new items of business , the Planning
Director joined the meeting.
6 . ADMINISTRATIVE
a) COMMITTEE REPORTS
1. ENVIRONMENTAL AWARDS--Committee Chairman Teegarden
presented a facsimile of the proposed award certificate
for Commission inspection, and explained that the award
would be printed as shown with space left for the recipi-
ent' s name as well as the reason for the award. This
information would be filled in at the appropriate time.
Teegarden stated he felt there was still room for improve-
ment of the design; however, the next step, with Commission
concurrence in the committee report previously presented,
would be acceptance of the report and facsimile award,
with subsequent presentation to the Mayor for his review.
ACTION :
MOVED BY HUMBLE, SECONDED BY ROSS, THAT THE PLANNING COM-
MISSION ACCEPT THE RECOMMENDATION OF THE ENVIRONMENTAL
AWARDS COMMITTEE AND THAT THE PROPOSED AWARD DESIGN BE
FORWARDED TO THE MAYOR FOR HIS REVIEW. MOTION CARRIED.
2 . HOUSEBOATS--Committee Chairman Denzer stated that his
committee ' s report previously presented was a preliminary
one; that he felt an additional two weeks' time would permit
him to make a final report on the matter. Commission
comments and input were invited. The Chairman noted that
the matter of investigation of the permitting of houseboats
in the City of Renton was referred from the City Council.
