4. NEW PUBLIC HEARING ITEMS
SITE PLAN APPROVALS
a) AERO-DYNE CORP. , Appl. No. SA-689-72; site plan approval
for new aircraft maintenance hangar in. P-1 zone; property
located south end of Renton Airport .approximately 300 feet
north of Airport Way
The Chairman described the application, noting previous discus-
sion on subject item. The Planning Director stated the new
building structure is proposed to be located on the site of
the Saari hangar to be removed (previous agenda item) . The
new hangar will be approximately 22 'x44 ' with a cantilevered
roof and will be a nose hangar facility. Slides were shown.
Query was made regarding Airport Board approval of the new
building. The applicant advised the Board did approve the
new construction.
The Chairman raised- a question regarding the site plan submitted
with the application, stating he felt it was inadequate in that
it did not locate the proposed building in relation to surround-
ing structures.
The applicant, Mr. Jack Volkel, stated the building will be
placed exactly where the existing structure slated for reloca-
tion is.
Query was made of the applicant as to why the present hangar
could not be utilized for servicing of large aircraft as it
appears to have more floor area than proposed for the new
hangar. The applicant replied that while the new building will
be smaller in area, it will be six feet higher to accommodate
larger aircraft.
Following additional Commission comments concerning site plans,
utilization of existing and proposed structures in relationship
to the airport master plan, it was MOVED BY MOLA, SECONDED BY
DENZER, THAT THE HEARING BE CLOSED. MOTION CARRIED.
ACTION:
MOVED BY MOLA, SECONDED BY DENZER, THAT THE SITE PLAN APPLICATION
OF AERO-DYNE CORPORATION FOR NEW HANGAR BE APPROVED SUBJECT TO
THE CONDITION THAT THE NEW CONSTRUCTION WILL BE BUILT ON THE
SLAB CONTAINING THE EXISTING HENRY SAARI HANGAR TO BE RELOCATED.
On the question, Seymour voiced strong opposition to the
approval of the new hangar building due to its unsightliness
and the fact that a site plan would be approved without actual
submission of a site plan.
MOTION CARRIED, SEYMOUR AND SCHOLES OPPOSED.
b) MODERN MANUFACTURING INC. , Appl . No. SA-690-72 ; site plan
approval and sign variance request for manufacturing facility
in M-P zone; property located in Earlington Industrial Park on
SW 7th St. between Earlington and Lind Aves . SW
The Chairman described the application. The Planning Director
reviewed background of the application and displayed the site
plan and vicinity map. It is the intention of the applicant to
construct a 32 ,400 square foot building at this time, with

future expansion proposed of approximately 30 , 000 additional
square feet'. The plan as proposed meets the requirements of
the Manufacturing Park zone with the exception of the sign
which the applicant proposes to locate within the required
20-foot setback area. 2 variance to allow this is also requested
at this time. Slides of the property and the plans were shown.
Mr. Leroy Lowe, architect for the applicant, spoke on behalf of
the application.
The Planning Director noted that City of Renton code requires
that before variances may be granted hardship must be shown
which is unusual to the property, or condition which is dif-
ferent from adjacent property. Staff review indicates that no
hardship exists in this case that would warrant granting of a
variance to allow placement of the sign closer than 20 feet
from the property line. The sign proposed by the applicant
would be clearly visible set back as required by ordinance.
Further, no sign variance has been granted to date in the
Earlington Industrial Park either by the Planning Commission
or the Board of Adjustment.
Mr. Lowe stated he had persuaded Mr. Olson of Modern Manufac-
turing to allow him to design a more tasteful sign than the neon
sign originally slated for the building. The Commission commended
Mr. Lowe on the design. It was generally felt this same sign
could be utilized in a location which would meet the require-
ments of the Manufacturing Park zone . Following some additional
discussion concerning this matter, Mr. Keyes of the architect' s
staff stated they would withdraw the request for sign location
variance.
MOVED BY DENZER, SECONDED BY ROSS, THAT THE HEARING BE CLOSED.
MOTION CARRIED.
ACTION:
MOVED BY DENZER, SECONDED BY SCHOLES, THAT THE SITE APPROVAL
APPLICATION OF MODERN MANUFACTURING BE GRANTED SUBJECT TO LAND-
SCAPING MODIFICATIONS AND RELOCATION OF SIGN TO BE APPROVED BY '
THE rLANNING DEPARTMENT. MOTION CARRIED.
5 . ADMINISTRATIVE
COMMITTEE REPORT
a) COMMUNITY SERVICES COMMITTEE--Coal Creek Sanitary Landfill
The Chairman noted this matter was presented in the form of a
committee report at the last meeting with oral report by
Scholes, committee chairman. Committee of the Whole action
was deferred to present meeting.
Commission comments were invited. Seymour stated the committee
recommendation suggesting that City Council letter be sent to
King County requesting delay in any commitment concerning Coal
Creek is a logical one.
Humble stated he has learned since last meeting that operations
at Coal Creek could be underway, after approval of the permit,
within a much shorter period of time than he originally had
thought possible.
Further discussion ensued among Commission members concerning
subject matter. The city will participate in the formulation
of area-wide plans for solid waste disposal.

In addition to site plan approval, the applicant also requests
a variance to locate a sign denoting the name of the company
approximately three feet from the property line within the
required twenty-foot setback area. Other installations in
the Earlington Industrial Park have been required to set signs
back twenty feet, as provided in the Manufacturing Park zone.
6 . ADMINISTRATIVE
a) CITY COUNCIL. REFERRAL
1) Review of Comprehensive Land Use Plan for certain
properties located between Maple Valley Highway and the
Cedar River presently indicated as medium density multi-
family residential--Planning Commission recommendation

The Planning Director reviewed the Council referral and
described the location of the certain properties mentioned
in the referral.
The Chairman recalled that the Planning Commission had
previously established the policy of Comprehensive Land
Use Plan review on an annual basis upon application of
concerned property owners. The City Council was informed
of this policy decision.
ACTION:
MOVED BY SEYMOUR, SECONDED BY SCHOLES, THAT IN RESPONSE
TO COUNCIL REFERRAL, ADVISE THAT THE PLANNING COMMISSION
HAS ESTABLISHED THE POLICY OF COMPREHENSIVE LAND USE PLAN
REVIEW ANNUALLY IN THE FALL OF EACH YEAR AND WOULD BE GLAD
TO CONSIDER SUBJECT REFERRAL AT THAT TIME PROVIDED THE
PROPERTY OWNER MAKES PROPER APPLICATION.. MOTION CARRIED.
b) PLANNED UNIT DEVELOPMENT ORDINANCE
The Chairman noted receipt of suggestions from Mr. Hugh Gold-
smith concerning the proposed Planned Unit Development ordinance
and requested that staff furnish each Commission member with a
copy. Due to this new input and the lateness of the hour ,
discussion of proposed revisions and amendments to the Planned
Unit Development ordinance will be postponed until the meeting
of March 8 , 1972 .
c) COMMITTEE REPORTS
1) COMMUNITY SERVICES COMMITTEE--Committee Chairman
Scholes called attention to his report concerning the
Coal Creek Sanitary Landfill matter which has been
furnished each Commission member. Scholes presented
a detailed oral report of his committee' s meeting with
Mr. Bob Snow, a resident of the area, who had presented
his reasons for opposing the proposed sanitary landfill
site. The committee feels the city should participate
in the preparation of a master plan for solid waste
disposal.

Dear Mr. Kruger:
Modern Manufacturing, Inc. desires to purchase a plot
in the Earlington Industrial Park No. 1 and erect a manu-
facturing facility. The specific plot of interest is plot
No. 4 located on the southeast corner of S.W. Seventh Ave.
and Earlington Ave. S.E, , directly across the street from
the Geo. A. Hormel Company.
Modern is a growing manufacturing concern, dealing
primarily in commercial products, Boeing aircraft components,
and miscellaneous manufacturing support to. other industries
in the Seattle. area. Our current employment is approximately
50 of which 15 are office or supervisors and 35 production or
production support personnel.
Modern recently completed the development of the novel
Kangaroo Kitchen which is currently sold nationwide and is
manufactured and assembled by Modern. Our manufacturing is
primarily sheet metal components, small assemblies, and some
skin milling.
All of the equipment used by Modern is electrical _pr
air-powered and no fumes, smoke, or pollutants are generated
in our normal business operation.
Manufacturing consists of tool and die work, sheet metal
shearing, stamping and forming, small assemblies involving
riveting, spot welding and hand assembly, welding, skin mill-
ing, limited machining, and packaging and shipping. In addi-
tion, Modern is involved in sales, promotion, engineering,
and new product development.
PRODUCTS FOR YOUR WORLD
Our general plans for the Earlington site are to con-
struct an office and manufacturing building. The office
will be approximately 6,000 sq. ft. and the adjoining manu-
facturing facility will occupy approximately 30,000 sq. ft.
All operations will be performed under roof with the possi-
ble exception of loading and unloading. The general con-
struction will consist of eight-foot exposed aggregrate
tilt-up for the office and lower portion of the manufacturing
section with an additional 12 foot vertical metal siding on
the manufacturing section. Guest parking and employee parking
will be located at the front and side of the building with
loading and unloading provisions at the side, rear, and
railroad siding portions of the building.
We wish to permanently locate our facility in an area
that is well maintained and in which we may add to the
general plan. It is for these reasons that we selected the
Earlington Industrial Park and in particular, plot No. 4.
In keeping with the fine landscaping and architectual designs
of Hormel and Stanley, Modern plans to also add by proper
facility and landscaping design.
We trust our plans and use of plot No. 4 in the Earlington
Industrial Park No. 1 meet with your approval so that we may
proceed with more detailed plans for your approval.
