Box 868 Bellevue, Washington 98009 Re: Site Plan Approvals for Power Substations Gentlemen: The Planning Commission at its public hearing meeting of June 28 , 1972 , reviewed in detail the proposed development plans for the electrical distribution substation to be located on NE 12th Street, 145 feet west of Edmonds Avenue NE, in Renton. It is the duty of the Planning Commission to review said applications in accordance with the requirements of the zoning ordinance as quoted below: 4-706 : R-.1 Residence Single Family: In the R-1 Residence Single Family District, no building or premises shall be used and no building shall be hereafter erected or structurally altered, unless otherwise provided for in this Chapter , except for one or more of the following purposes or similar uses : 3) Quasi public institutions . . . .upon approval by the Planning Commission of the use, plans , design and determination that the development is not detrimental to the adjacent surrounding prop- erties and the enjoyment thereof. During the course of the discussion, Planning Commission members expressed concern regarding the acquisition of sites prior to Planning Commission approval. It is the Planning Commission' s recommendation that your company consult with the Planning staff at an early date to review possible alternate locations prior to acquisition. Such action would, in the eyes of the Planning Com- mission, result in more desirable location of power facilities and reduce the impact of said facilities on the adjacent area. POWER & LIGHT COMPANY, Appl. No. SA-696-72; site plan approval for electrical distribution substation in residential zone; property located on south side of NE 12th Street, 145 ' west of Edmonds Avenue NE The Chairman described the application. The Assistant Planner pointed out property location, described existing surrounding zoning and displayed site plan, vicinity map and landscape plan.: The Engineering Department has requested that the northerly thirty feet of subject property along NE 12th Street be dedi cated for street purposes. Planning staff recommends additional , landscaping be provided on the west property line with the inclusion among the natural vegetation of English laurel planted , at five feet on center which would provide a more dense screen for the residential property', to the west. Slides of the property were shown. Mr. Kent Meek, .16927. NE 97th, Redmond, Washington, representing the applicant, spoke on behalf of the site plan approval request and presented a basic explanation of an electrical distribution substation and its function. . He also showed slides of existing substations with development of improved screening and landscap- ing techniques, as well as a map of existing substations in the .. east Renton area together with the proposed development depicted thereon. The proposed substation is intended to serve that area bounded by FAI 405 , N. 30th .Street, Monroe Avenue NE and NE 4th Street. ' Upon Commission inquiry, Mr. Meek stated the site had beenchosen for its proximity to the area to be served, its location close to the load center, the fact that a minimum of feeder line :reloca- tion would be necessary, and the price factor. Seymour expressed concern regarding the turnaround driveway shown at the westerly property line. Mr. Meek stated the Plan- rung staff had indicated the same concern, and the matter had been thoroughly reviewed. The driveway could not be located on the easterly property line due to steep topography. If the driveway were located more centrally on the property, a good deal of existing vegetation and landscaping would have to be removed which would be undesirable. As the proposed driveway would be used on an average of once a week and would be densely screened, he felt the location as shown would not be a problem. Ross , inquired regarding plans for disposal of storm water :run- . off. Mr. Meek responded that it is intended, to collect water ' in drain tile placed on the perimeter of the property and run it back southerly into a dry well. . This matter has been reviewed with the Engineering Department. The substation would not Create a lot of surface water runoff as the only,: hard surfaced areas will be the paved approach off 12th plus the cement pads for- some off the. equipment...• Ross asked if consideration had been given' to ' recessing thelsite which would solve the problems of screening, noise and: water runoff. Mr. Meek replied that the site , when leveled, would be recessed on the east; but recession of the station, unless it were lowered , at least twenty feet, would not eliminate the noise factor. Considerable discussion ensued concerning the noise generated by the proposed development,' which Mr. Meek felt to be of flow constant hum nature, easily masked by traffic and other usual t environmental sounds. Discussion of the decibel ratings around various points of the site ensued among Commission members; and Mr. Meek. 1 Renton Planning Commission Meeting June 28 , 1972 Minutes - Page 4 Seymour inquired regarding the possibility of undergrounding the substation and the feeder lines coming into it. Mr. Meek replied that Puget Power has tried to design the structure to be as attractive as anything of this nature can be and still be economically feasible. Puget Power operates on a fixed rate basis and.,economics are an important factor. Puget Power klooks forward to the day when undergrounding electrical distri- bution substations can be accomplished reliably and economically. Test undergroundings have been made with the result thus far that the heat generated tends to break down the underground conduit, and the whole system burns out. Thus far there has been no system developed that will operate reliably undergroun •d in this area. Seymour asked if the applicant had previously owned the site on which the proposed facility would be developed or was it pur- chased for this particular purpose. Mr. Meek replied that ,the property was purchased for this particular purpose; that Puget Power has followed this procedure in the past, relying on its ability to satisfy the requirements of the various municipalities . Additional audience comments were invited, Mr. Fred Wandling, 2331 NE 12th Street, questioned the size of the installation and the noise levels that would be generated. Mr. Meek replied that a single bank transformer would be installed initially with resulting noise levels ranging. from 31 decibels to 49 decibels measured at the property line at various points around the _per- imeter of the site. It has been Puget Power' s experience that service demands double in approximately eight years. If, this holds true, it is Puget Power ' s intention to install an addi- tional transformer on the site for double bank service. This, however, would not result in doubling the noise factor. The noise would be increased about three decibels or approximately five percent. The Chairman asked if from the standpoint of noise level, the proposed substation would compare approximately with the ones in Bellevue and Eastgate viewed by the Commission on its 'field trip. Mr. Meek replied that it did so compare and that Puget Power has been installing the lower decibel rated transformers in residential areas. Following additional discussion, it was MOVED BY HUMBLE, . SECONDED BY DENIER, THAT THE, HEARING BE CLOSED. On the question, Seymour stated she would like to see more in- put on recessing or undergrounding the installation before the hearing is closed; that while she understood Mr. Meek' s comments concerning economics of undergrounding, she feels there would be detrimental effects from the proposed installation and she is not ready to make a determination on the matter. Seymour indicated continuing concern regarding the turnaround driveway shown on the west property line and the fact that staff had made recommendations regarding additional landscaping which were not discussed. It was noted by other Commission members that closing the hear- ing would still permit continuing the matter if more staff input was felt desirable. Seymour noted, however, that additional public input would be cut off . Ross stated he felt all the questions raised had been answered to his satisfaction. The Assistant Planner replied that Puget Power had indicated it would abide by the conditions noted in the staff report. ACTION: MOVED BY MOLA , SECONDED BY DENZER , THAT THE PLANNING COMMISSION APPROVE THE PUGET SOUND POWER & LIGHT COMPANY SITE PLAN APPLICA- TION FOR AN ELECTRICAL DISTRIBUTION SUBSTATION SUBJECT TO COMPLIANCE WITH THE REQUIREMENTS OF ADDITIONAL LANDSCAPING AND DEDICATION OF THIRTY FEET FOR RIGHT-OF-WAY PURPOSES ON THE NORTHERLY PROPERTY LINE FOR NE 12TH STREET AS RECOMMENDED IN THE STAFF REPORT DATED JUNE 28 , 1972 . On the motion, Seymour stated it was still her point that while she was not opposed to locating the facility on this site, she was not convinced that since such a facility has an impact on residential areas that the Commission has done everything possi- ble to eliminate as many of the detrimental effects as possible. Seymour stated further she felt that the questions raised were not resolved fully and the whole matter should be looked into further. Ross disagreed with Seymour' s contentions, stating that he has seen new residential developments that were more detrimental to existing neighbors than the proposed site with adequate maintenance, low noise levels , screening and landscaping. PENDING MOTION CARRIED, SEYMOUR DISSENTING. The meeting was recessed at 10 :40 p.m. and was reconvened at 10 :50 p.m. Roll call was taken with all Commissioners previously listed responding present. With further reference to the Puget Sound Power & Light Company matter, it was MOVED BY SEYMOUR, SECONDED BY ROSS, THAT A LETTER BE FORWARDED TO PUGET POWER, SIGNED BY THE PLANNING COMMISSION CHAIRMAN, RECOMMENDING CONSULTATION WITH THE PLANNING STAFF PRIOR TO ACQUISITION OF PROPERTIES FOR SUBSTATIONS. It is the applicant' s intent to convert the upper floor of the residence into dental offices and expand the parking areas to meet ordinance requirements . All existing landscaping will be retained. The property presently zoned single family residential except for portion to the south zoned commercial. :Future access to. the southerly. portion zoned commercial is via a twenty foot access road along the west side of the property from NE 12th Street. The :.applicant•proposes to set the substation back thirty ,feet from the.• existing right-of-way line of NE 12th Street to allow for : future street 'widening. The natural vegetation of •the,,, area will be maintained. Landscaping will be provided to screen the proposed substation. '.
