E . 10th Streets ., Chairman Teelgarden reminded the Commission that this was a continued :public hearing item that had been referred to the Community Services Committee for study and recommenda- tion . The Planning Director gave a brief description of what had traInspired since the previous meeting . Mr. Ericksen read a letter from Pastor Wallace R . Wil - son giving a'n account of the acquisition and development of church property since first purchased in 1957 and defin- ing the uses for the proposed addition . The " key areas of need" are dramatic presentations , youth functions , family night activities and church suppers and banquets . Special attention was brought to the postscript on the letter , which reads :; "At this point in time it is not the intent of the H . C. C . to use or to rent for use to another organi - zation any of the proposed facility for what is commonly called educational or day school purposes . " I The Planning Director advised that the matter of parking had been studied extensively . It is the interpretation of the staff that the Parking and Loading Ordinance would apply to the total facility and parking required as fol - lows : Sanctuary Seating Capacity of 600 -- 121 spaces Gymnasium 72 spaces Auditorium 20 spaces Office Use 9 spaces Sunday School Classrooms 0 spaces Joint-use with Sanctuary) Total : 222 spaces Note : There are 37 developed spaces at the present time . Discussion followed regarding the parking and traffic. load situation . The matter of view obstruction was reviewed by Mr. Erick- sen . He advised that the City Attorney indicated that the Commission does have the right to consider view and view obstruction as a legitimate item of concern . This would apply only to the situation where the applicant is asking 1 Renton Planning Commission Meeting September 26 , 1973 Minutes - Page 6 for special consideration and that the applicant ' s proposal is not allowed as a matter of right in that particular zone . Commissioner Scholes , Chairman of the Community Services Com- mittee , reported that they had met on three different occasions with both members of the church and members of the community . The Committee feels the parking requirement should be based on the total facility , since off-site parking is already a prob- lem and congestion exists on both Kirkland and 10th , North . The Committee reviewed the question of view obstruction and noted that the neighbors felt this was a significant item. The uses of the proposed facility were discussed at length . The Committee feels that if a gymnasium is not in any manner used as a commercial structure , it could be considered as a compatible church use . With respect to previous zoning , Commissioner Humble stated that the Highlands Disposition Plan Map - accepted by the City of Renton - indicated the property as P- 1 at the time of ac- quisition . (P-1 is defined as public or quasi -public use in the zoning ordinance . ) Slides and maps were shown , and the different areas of the property were noted by the Planning Director . In addition , slides presented by Mr. Kay Johnson , 912 Kirkland Avenue , N . E . , Renton , were viewed depicting traffic congestion and parking problems resulting from the present operation . Chairman Teegarden called for the presentation from the appli - cant. Mr. John Nason , church design coordinator , 11807 S . E . 192nd, Renton , discussed the subject of parking . The present lot pro- vides 37-38 spaces , but they are able to park 43 vehicles . Pub- lic streets are utilized , as well as areas behind the church and dedicated right-of-way of Jefferson . During Sunday school service , September 23rd , 440 people were in attendance . One hundred and forty were adults . One hundred and five vehicles were accountable to the church . At the 11 : 00 a . m. worship serv- ice , 573 attended (200-250 adults ) with 160 cars associated with the church . Mr. Nason said that future plans include two worship services and a combined Sunday school service , putting the maximum park- ing requirement on that service . They estimate parking for approximately 200 cars will be needed . As no further comments in favor of the application were offered from the audience , Chairman Teegarden requested comments from those speaking against it . Mr. Cornelus T. Gevers , 900 Kirkland Avenue , N . E . , Renton , spoke in opposition . Mr . Gevers read a letter to the Planning Commission , which he said represented the objections of the residents of the 900 block of Kirkland Avenue , N . E . to the pro- posed addition . They include the height and size of the build- ing , street parking and traffic congestion , and the use of High- lands Community Church for school facilities during week days . They suggested restrictive covenants , as follows , should the Commission recommend site approval : 1 . The facilities not be rented for commercial purposes . 2 . A bond be placed on the approval to guarantee the installa- tion and maintenance of required landscaping . Renton Planning Commission Meeting September 26 , 1973 Minutes - Page 7 Wallace R . Wilson , Pastor , Highlands Community Church , 3031 N . E . 10th , Renton , requested an opportunity to pub- licly apologize to Mr . Gevers , if problems have been created for the neighbors . Relative to the gymnasium , Pastor Wilson reported that the subject had been studied for four-five years and checked with the Renton School District and the Renton Recreational Council . While a considerable investment is involved , they feel they are filling a desired role in the community. Pastor Wilson said the school facili - ties were not a commercial but rather a costly enter- prise to the church . Two hundred and thirty-five chil - dren use that facility , for which $200 a month rental fee is paid , costing the church as a result . He stated that he does not agree that this is a commercial enterprise and noted that it is not their intent to establish some kind of commercial enterprise but to be of service . Discussion followed , with Pastor Wilson responding to questions regarding the uses of the proposed addition , parking and traffic problems , and landscaping from the Commissioners . Further discussion ensued with respect to resolution of the parking problem . Mr . Ericksen noted that the appli - cant ' s original plan provided 135 spaces and the revised plan 155 - 67 spaces short of the 222 recommended by the staff. Various solutions to the problem were considered , including joint-use with adjacent property owners and vacation of Jefferson Avenue . It was noted that parking on the streets does not count toward the 222 spaces re- quired by City Ordinance . In response to a question from Chairman Teegarden , the Planning Director advised the Commission that they have the right to specify conditions that are felt necessary in granting a special permit . If the applicant does not live up to the conditions , the Commission can reconsider in accordance with Section 4-722 ( B ) of the Zoning Ordi - nance . W . and N . W. 2nd Place . Chairman Teegarden reminded the Commission that this is also a continued item that had been referred to the Community Serv- ices Committee for investigation and report . He requested a briefing from the Planning Director. Mr . Ericksen advised that meetings had been held with church group representatives and the architect . Alternatives had been considered , but it is the present position of the Church that they would like to pursue their original proposal . Commissioner Scholes , Chairman of the Community Services Com- mittee , reported that the Church is considering an increase in the number of their buses to a total of ten . The proposed garage would be a permanent facility and would be used for all maintenance work and fueling . The buses will be used for church functions only. The Committee requested that the Church consider 1 . an alternate location on the present church property , and 2 . a remote location , possibly in a B-1 zone . The Church sought the guidance of an architect . It was de- cided that they would continue to seek approval of the origi - nal plan , rejecting the northeast corner of the property or an off-site facility as too costly . It is the Committee ' s opinion that the proposed plan is incon- sistent with residential uses and recommendation that the Church relocate the facility to either a site on the present property that is consistent with bordering zoning uses or to a remote location . Chairman Teegarden called for comments from the Church . Mr. Wendell Beckwith of Beckwith and Spangler Architects , 14219 Lake Hills Boulevard , Bellevue , advised that this Church has chosen to use the buses as a means of transporting people to and from the Church . The garage facility is needed to maintain and assist this program. Pastor John M . Tappero , Assembly of God Church , stated that it would be impractical to rent another facility for their buses . He advised that they have no problems with the neigh- bors , congestion or view obstruction . He feels that anything that is done would improve the area and that landscaping would be provided . As discussed during the hearings, the church is being used for school facilities. This has created many aggrevations in the neighborhood. Traffic• created by this 'school has been terrible. Many instances of, ; speeding have been observed and cutting across dusty roads with all consequences is a frequent occurence. We, therefore request that the P3anning Commission not approve the addition to the Highlands Community Church on the grounds : 1. That a gymnasium is not needed, is unjustified and is not a church facility. . 2. That the proposed building is too large for the lot size. 3. That the proposed building is detrimental to the adjacent property this apparently is a code violation) 4. That the proposed addition will .increase traffic congestion, parking problems and create a hazardous situation for the neighborhood. If, however, the commission plans to recommend some sort of site approval, we would strongly recommend the following: • 1. A restrictive' covenant be filed assuring that the facilities will not be rented for commercial purposes, i.e.: pre-school, athletic tournaments, banquets not associated with'a church activity, etc. A written statement to this effect starting 'with "at this time and point" cannot be construed as .a postive statement that this will not happen in the future, after the addition has been completed, 2. A bond be placed on the approval to guarantee the installation and maintenance of the required landscaping. No effort has been made by the church in the past to maintain a resonablo landscaping. Our first official inquiry was on February 24, 1949. On September 21 , 1954, I received a letter from the Housing Authority of the City of Renton relating to our request, to purchase the property which had been designated for a church site. (copy attached) At that time Block 32 was zoned P-1 , Public Use. The sale of this property to the Highlands Community Church was based upon our declaration that this site would be used for church purposes. The property was purchased in 1957 and on February 8, 1958, ground was broken for the construction of the first of three units of the total church plant. Four years later in July of 1962, construction of the second unit was begun. Now we need the additional space of our multi-purpose unit to facilitate the ministry of this growing congregation. The existing multi-purpose hall is approximately 45X55 ft. , with a small kitchen at one end and a small platform area at the other. The proposed multi-purpose gymnasium component of the new Christian Education Building would be approximately 75X100 ft., with professionally-sized and -equipped kitchen and staging area at opposite ends. Some key areas of need are the following: 1 ) Dramatic presentations. Youth dramas and musicals, Sunday school , Christmas programs, and other presentations with sizeable staging and seating requirements are either handicapped or pro- hibited in present facilities. 2) Youth functions. A growing youth program at Highlands Com- munity Church is rendering facilities inadequate for youth social activities and youth rallies. 3) Family Night activities. Highlands Community Church is cur- rently serving 300-400 in its Wednesday evening Family Night program. Both girls and boys are involved in sessions which com- bine training and instruction with crafts, recreation, etc. Presently the church is forced to rent facilities elsewhere to house part of the Family Night program-which of course presents problems which would be removed in the proposed facilities. 4) Church suppers and banquets. Because of the limitations of the present multi-purpose hall and our growing congregation, it has been over two years since the church has been able to have a congregational supper or banquet. The proposed facilities would enable us to re-introduce this vital priority of church family fellowship. MS :wr a MEMORANDUM September 5 , 1973 TO : Files • FROM: Mike Smith SUBJECT : Highlands Community Church I met this morning with John Nason regarding the subject site approval application . He informed me that they would be hiring a surveyor and thus would be able to depict exact finished heights of both the proposed and existing structures . He also informed me he would be revising the parking lot plan . Some of the items of the revised plan would be : ( 1 ) change location of driveway on Kirkland Ave . , 2 ) eliminate driveway on N . E . 9th , ( 3 ) add two driveways on Jefferson Ave . , (4 ) increase the number of spaces . He showed me several elevation plans which indicated a maxi - mum finished height of 38 ' for the new facility and a 40 ' height at the south end ( the side with the cross on it) of the existing facility . He said the existing tower is 50 ' in height . Mr . Nason also gave me the exact property_ line dimensions for the site . The east side along Kirkland Ave . N . E . is 470 . 7 ' ; the west side along Jefferson Ave . N . E . is 553 ' ; the north side along N . E . 10th St. is 206 . 16 ' ; and the south side along N . E . 9th St . is 197 . 25 ' . The existing facility has a sanctuary with a seating capacity of 607 people . It also has a 1890 square foot chapel that is presently being used as a classroom. This figure added to the other squa•re_ footages used in classrooms gives a total of 65 , 310 square feet . Computing the sanctuary parking require- ment at one space per five seats , and the classrooms at one space per 200 square feet , the total parking requirement for the existing facility could be as much as 446 spaces . ( See Section 4-2208 , ( 7 ) , A. Churches of the Renton Parking and Loading Ordinance . ) According to Mr. Nason approximately 60% of the classes are for children . This would not increase the parking load . Sixty percent (60% ) of the 325 space re- quirement is 195 . This results in a total of 130 spaces needed for the remaining forty percent (40%) adult classes . Some Hof these will be members of families attending the serv- ice or other classes . It is also difficult to compute the 2 - number of "walk-ins " into the parking requirement formula . The 130 spaces added to the 121 spaces needed for the main sanctuary gives a total of 251 spaces needed if the existing structure were to lose its non-conforming status . Using section 4-2208 ,7 . ,A strictly the total parking require- ment for the new facility would be 137 spaces . The formula used was one space per 100 square feet of main auditorium and gymnasium space , equaling 94 spaces , plus one space per 200 square feet of classroom and other used space , equaling 43 spaces . However , this figure does not take into account the number of children attending classes and the fact that the gym probably won ' t be used at the same time the services or classes are being held . The Engineering Department said that off-site improvements would be required . Primarily these would consist of new curbs , gutters , and sidewalks where such items are absent , and the replacement of existing ones where needed . COMPARITIVE ..BUILDING HEIGHTS Discussion with the Architect for the Highlands Community Church revealed that the height of the old church is approximately 40 feet on the side facing Jefferson Ave. NE and approximately 28 feet on the side adjacent to Kirkland Ave. NE,'lGhe existing tower is approximately 42 feet in height , requiring a variance at the time of its construction. The proposed structure will be 36 feet high on the side facing Jefferson Ave NE and 30 feet on the side adjacent, to Kirkland Ave . NE, The mean height would thus be approximately 34 feet . 2 . COMPARITIVE BUILDING COSTS The approximate cost of the existing facility was $160 ,000. 00 and was built using a great deal of voluntary labor. The new addition is estimated to cost approximately 400 ,000. 00 . 3 . PREVIOUS PARKING REQUIREMENT COMPUTATION Previously the parking requirement for the new facility Was estimated on the basis of 1 space per 100 square feet of auditorium and gymnasium space , neither of which was proposed to contain fixed seating. The other areas such as the foyer, the conversation area, the stage , the locker room, the Kitchen etc , were considered incidental to the main auditorium and gymnasium uses . The office space has since been added to the new building. The total requirement was 93 spaces , 92 for the auditorium and gymnasium and additional space for the library . The classroom space was considered to be used primarily by Sunday School children at the time that services were being held. This situation would not increase the parking requirement . . 4 . ;REVISED FLOOR AREA FIGURES IThe following figures were received recently from the architect . The request involves a site of approximately 2-2 acres in an R-1 zone , The Comprehensive Plan , however , indi - cates the area as a future medium-density multiple use , and the property to the west is zoned B-1 . -There is a public right-of-way along the west side of the property , and a sig- nificant change in elevation from the lower to the upper por- tion of the property . The property to the north is zoned R-3 , and the property to the east and south is R-1 . The Planning Director noted there is no proposed expansion of the existing sanctuary . He stated that applicant will provide landscaping along all abutting public right-of-ways , which requires a minimum of 5 feet within the property lines . Staff is recommend- ing a change in the parking proposed on the upper parking lot at the entrance to the_ sanctuary for safety reasons . There would have to be some changes to the landscape plan of a minor nature . With those exceptions noted in the staff report of August 1st , the plan does meet the require- ments of the Zoning Ordinance and the Parking and Loading Ordinance . Lyman Houk , of the Public Works Department , explained the deed restrictions on this property ( in regard to mineral resources ) and the fact that when the property was turned over to the City they assumed the repair and maintenance of the water system , sewer system , etc . , as well as the streets themselves . Discussion ensued as to whether applicant is proposing to landscape the northern side of the property . Mr . Ericksen replied he did not think it was their intent to do so . In reply to a question by Seymour , he- stated he did not think the landscaping requirement of the Parking and Loading Ordinance could be applied retroactively to the existing development (since there was no landscape requirement at the time it was developed ) , but would only apply to the portion " to be newly developed . Commissioner Ross arrived at 9 : 00 p .m . Discussion then followed on the possibility of the vacation I of Jefferson Avenue to the west of subject property , and Lyman Houk ®xplained the procedures which would be involved . Seymour questioned if off-site improvements would be re- qu.ired ,, and the Planning Director stated in his opinion it 'might be more appropriate to put in additional land- scaping rather than off-site improvements on the west property line , and he felt it might be feasible for the church to request that the off-site improvements requirement be waived in view of existing improvements . Slides of the property were shown , as well as the surround- ing uses and the proposed plans . Mr . Ericksen pointed out that it would be a two-story structure from the ground level ( the lowest level) , and would probably be about 32 plus feet in height. He also showed the south eleva- tion view in relation to the existing church structure . Chairman Teegarden asked for comments from a representa- tive of the church . Mr . John Nason , 11807 S . E . 192nd St . , stated he had been working with the church in coordinating the design , and that they had gone to the flat roof because of the height problem. From the mean grade , he noted , they would be within the 35- foot limit . Mr . Ericksen said the mean grade level would probably be taken on the east ele- vation . Mr . Nason stated this structure is being stepped down one level from the existing building , and the top of of this structure will be 10-ft . below the existing building . The question of landscaping the north side of the property was discussed , and Chairman felt if the landscaping and parking areas were defined as indicated, on the drawing it would be a much better situation both from a traffic and appearance standpoint . Renton Planning Commission Meeting August 1 , .1973 Minutes 7 Paye 5 Mr. William Flynn , 911 Lynwood Ave . N . E . , made a statement objecting to the height of the proposed structure , and ques- tioning the necessity of the gymnasium and the additional classrooms . Bob Gevers , 900 Kirkland Avenue N . E . , noted there was a discrepancy between the elevation shown on the drawing and the site plan , in reference to the roof line of the existing building and the proposed building . He noted that the church has been filling the lot to the south of the sanctuary over the years to where they have a parking lot . Kay Johnson , 912 Kirkland Avenue N . E . , spoke in opposition to the application . Commissioner Ross questioned if the plans shown are to be submitted for a building permit , or if they will be changed in view of Mr. Nason ' s comments about modifications .' Mr. Nason replied the changes being made are to the roof design to ,tie it together, and the major change would be to change from a peaked roof to a flat roof . Discussion followed on the subject of the building height and the effect it would have on property owners on Kirkland and, Lynwood Avenues . Mr. Bob Gevers said he had been asked to speak for the resi - dents of the 900 block on Kirkland . He questioned if the proposed addition is not too large for the lot and if adequate parking is proposed . It was his contention that 104 parking spaces would be' required . Mr. Gevers also questioned that the additional classrooms are to be used for religious education , and stated the exist- ing classrooms are being leased to a preschool and are being used on a daily basis . He agreed that the church does need to do some landscaping and thinks they need additional park- ing very badly. He stated the existing landscaping is hardly maintained. Mr. Gevers feels that Jefferson should be kept as ' a street and that ingress and egress should be on Jeffer- son . He also felt that the church should have contacted the community in regard to their proposed expansion . It was also his opinion that some reservations should be on the approval that these classrooms not be leased to other institutions . Chairman , Teegarden asked the church ' s representative if he could respond about the preschool aspect . Mr. Nason replied. he had been asked to design a building that would meet requirements for a day-care center . He stated the building is large because of the basketball court , but that all the other spaces are minimal for their intended use . In reply ' to a . question by the Chairman , he replied he is a mem- ber of the. church and is doing the design work for the church . Ross asked if a change .of use to a' day-care center would be subject to , control by the Zoning Ordinance . Mr. Ericksen noted that churches in the past have used church facilities for schools , and they had come before the Planning Commis- sion for consideration (referring to a commercial operation where the church was leasing space to the Bellevue Christian School ) . Mr. Ericksen noted , however , that many churches do have day-care and nursery school operations that are run as a service to the community and these 'have not normally been reviewed by the Commission . If they become a commercial opera- tion , and advertise , then staff feels it is no longer the type of facility typical in a church . 42- • Renton Planning Commission Meeting August 1 , 1973 Minutes r Page 6 Seymour thought questions had been raised which Mr. Nason cannot answer , and she felt they should be an- swered by someone else from the church. Kay Johnson . raised further questions with reb-artMo the exact size of the property, the landscaping , if standard curbs will be required , and if the ingress in the center is to be in its present location (which is directly across from Mr. Johnson ' s driveway) . Mr. Ericksen stated he thought the access could be moved approximately 10 to 20 feet south and noted the land- scaping is required to be on the private property and not the public right-of-way. Chairman Teegarden asked that the required parking spaces be checked out again . Mr . Ericksen pointed out that the Parking and Loading Ordinance was ini - tially adopted in March 1970 , and was recently up- dated and that the new requirements cannot be applied retroactively to the old structure but only to that portion which is new. Mr. Gevers asked that the Commission consider these points : The legality of the size of the building and its intended use , as well as the parking and .land- scaping , and are the classrooms really required for religious education or are they being leased. Chairman Teegarden asked for a calculation of. the re- quired parking for the existing building figured under the requirements of the present ordinance . Seymour asked if staff can determine how low this pro- posed building could be dropped , would like to see some sort of revision of the landscape plans to provide ad- ditional screening on Kirkland Avenue , and wondered if discussion could be held with the applicant to consider revising the north end of the property.
