APPLICANTS: Rubin Salant FILE NO. R-071-77 LOCATION:. Property located at the northeast corner of South Puget Drive and Grant Avenue South. The property extends approximately 550 north of South Puget Drive along Grant Avenue South. SUMMARY OF REQUEST: Applicant requests a rezone from GS-1 to R-3 and R-2 to allow construction of multiple-family residential complex consisting of approximately 150-160 units located on a 7.8 acre site. The applicant proposes cluster type development consisting of various structures dispersed throughout the site. The applicant also proposes a 50-foot natural and landscaped buffer strip along the easterly portion of the subject site adjacent to the existing Rolling Hills single family residence neighborhood. SUMMARY OF -Planning Department: Approval with conditions. RECOMMENDATION: Hearing Examiner: Approval with conditions. PLANNING DEPARTMENT The Planning. Department staff report was received by the REPORT:.Examiner on September 14, 1977. 1 PUBLIC HEARING: After reviewing the Planning Department report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearing was opened'on September 20, 1977 at 11:05 a.m. in the Council Chambers of the, Renton Municipal Building. Parties wishing to testify were sworn. It was reported that the Hearing Examiner and the representative for the applicant had received and reviewed the Planning Department report, and the report was entered into the record as Exhibit #1. 1 Michael Smith, Planning Department, reviewed Exhibit #1 and entered the following additional exhibits into the record: Exhibit #2: Assessor's Map Exhibit #3: Topographical Map Exhibit #4: Concept Plan Mr: Smith noted that Exhibit #4 as submitted illustrates nonconformance with the 50- foot buffer requirement of the zoning ordinance although he indicated that setback designations could be revised during site development plan review. He also reported that all development would be subject to the special Permit requirements of Section X.2 of the Planned Unit DevelOpment Ordinance. in'respohse to the Examiner's inquiry regarding density, Mr. Smith advised that the proposed density figure had been estimated from a King County Assessor's Map and that an accurate survey of the property would be required to set specific density requirements. The Examiner questioned Mr. Smith 'regarding Fire Department requirements for the project. Mr. Smith' explained requirements 'for dual access onto Grant Avenue South for proper ingress and egress for fire vehicles as well as provisions for proper fire flow.- In "response to the Examiner's inquiries regarding application of the P.U.D. Ordinance and special permit process to the request, Mr. Smith reported that Section X.2 of the P.U.D. Ordinance had been specified because it contains requirements for complete site plan review, and that R-2 zoning required application of a special permit for specific site development. R-071-77 Page Two The Examiner asked Mr. Smith to review requirements for buiding heights in the R-2 and R-3 zones. Mr. Smith reported that although the staff report designates a 25-foot height limit in the R-2 zone, further review indicates that a 35-foot height requirement would be.lcompatible with adajcent single family residences for the entire site and would allow the utilization of covered parking for the structures. j . In response to the Examiner's question regarding the power line right-of-way, Mr. Smith reported that although residential or permanent structures are not allowed in the easement; parking and landscaping are acceptable. The Examiner asked the representative for the applicant if he concurred in Exhibit #1. Responding was: Enrique Mora 19800 Pacific, Highway South Seattle, WA 98188 Mr. Mora indicated that he was not in concurrence with the report with regard to height restrictions and setbacks, and reported his intent to construct buildings with gable roofs and install residential parking beneath the structures.' He advised that construction quality of the proposed condominiums would be higher than for a typical ' apartment building 'and would contain areas of open space, swimming 'pool, tennis courts, and recreational buildings with units being purchased by future residents. He expressed the desire to retain the'option of removing or relocating trees Which_ interfered with Placement of structures in the development and indicated compliance .with all fire regulation requirements. In response to Mr. Mora's inquiry regarding requirements contained in the Planned Unit Development Ordinance, the Examiner reported that the Planning Department had recommended that documents required by Section X.2. of the Ordinance for site plannapproval ,be submitted for the Examiner's review prior to issuance of a building permit and indicated that the development would not be a total Planned Unit Development project. The applicant requested permission to show slides Of other condominium projects to parties of record. . The slides, exhibiting projects on Mercer Island, Alki Point, Des Moines and Redondo Beach, were labeled Exhibit #5 by the Examiner and were presented by: Victoria Bowers Condominium Builders 19800 Pacific Highway South Seattle, WA 98188 Mr. Smith submitted a. letter from James R. McClellan , RollingPresident, Hills Homeowners' Association, dated September 15, 1977. The letter, which was labeled Exhibit #6, requested a revision to the Planning Department report, paragraph 5, to install a 6-foot fence '50 feet west of the easterly property line and on the entire southerly property line adjacent to existing SR-1 and GS-1 zoned property. In response to the Examiner's inquiry regarding elevations on the subject boundaries, Mr. Smith designatIed. the elevations and slopes on Exhibit #3. The Examiner asked for testimony in support of the application. There was no response. The Examiner asked for testimony in oppos• ition to the application. Responding was: James R. McClelland 1922 Jones Court S.E. Renton, WA 98055 Mr. McClelland asked the representative for the applicant to estimate building heights of condominiums "shown in Exhibit #5. . Ms. Bowers reported that developments were individually designed to conform with zoning regulations of the various cities in regard to building height, density and setbacks. Mr. McClelland reported a concern by adjacent residents in the. area for compatible development to the west, and indicated opposition to an increase of height restrictions to 35 feet and a desire for limited density. He also requested notification of all meetings held regarding the proposed development including revisions in the Comprehensive Plan for the area. Renton, WA 98055 yti 5;:%k' I i i R-071-77 Page Three Mr. Sumner.objected to the placement of driveways and parking lots as proposed in the concept plan, Exhibit #4, and encouraged utilization of green belts to buffer the development from existing residential areas. The Examiner advised that a specific site plan is not normally submitted with a rezone request, but would be reviewed at a later heiaring on the subject proposal. Ms. .Boweirs reported that slides of additional projects, Exhibit #5, were shown to illustrate the, quality of other developments in the Seattle area and indicated the ' desire to integrate proposed multiple family residences with the existing neighborhood community. The Examiner :asked Mr•. .Smith for additions, corrections or modifications' to Exhibit #1. Mr: ,Smith •indicatedthat previous recommendations for green belt buffers would be maintained.with placement of the screening fence limited 50 feet to the west. He felt that a 35-foot height limit. was reasonable in view of similar height restrictions in zoning of adjacent residential areas, but indicated a concern that height limits within the easterly 100 to 125 feet not exceed 25 feet and suggested a specific site plan review of 'height requirements which would protect single family areas and also allow ' the applicant to develop his property. The Examiner asked the applicant if he concurred in the, installation of the 50-foot buffer strip. Mr. Mora indicated his concurrence in creating .the buffer but expressed objections to installation of a fence 50 feet to the west of 'the property line because of inaccessibility maintenance and possible vandalism. In response to the Examiner's inquiry regarding the requested buffer, Mr. McClelland stated that' the buffer was requested to prevent public access which would create considerable noise and confusion next to the property line. I The Examiner asked for. further 'comments. Since there were none, the hearing on • item #R ',071-77 was closed by the Examiner at 12:15 p.m. FINDINGS;, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the Examiner now makes and enters the following: FINDINGS: 1. The request is for approval of a rezone of 7.8 acres from GS-1 to R-3 and R-2. i 2. ' The Planning Department report accurately sets forth the issues, applicable policies and provisions, findings of fact, and departmental recommendations in' this matter, and is hereby attached as Exhibit #1 and incorporated in this report. by reference as set forth in full therein. 3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance has been issued for the subject proposal by Gordon Y. Ericksen, responsible official. 4. Plans for the proposal have been reviewed by all city departments affected by the impact of this development. 5. All iexi'sting utilities are available in close proximity. 6. .Theiproposal is' compatible with the required,setbacks, lot coverage and height requirements of Sections 4-708 and 4-709.A of Title IV of Ordinance No. 1628. A concept site plan was submitted as Exhibit #4, but was intended by the applicant to be only a concept which would undergo further revisions. 7. Access is proposed to Grant Avenue South. 8. ' Approximately 154 units would be permitted in the proposed zoning configuration. The ;conceptual site'plan, Exhibit #4, indicates that 156 units are proposed. 9. The rezone configuration continues southward to South Puget Drive, the zoning configuration of the properties north of the site. One small parcel along South Puget Drive remains GS-1 abutting Rolling Hills. 1 10. , Open space and recreation uses are intended to be located in the Bonneville Power Administration transmission line easement. qi,w., 11. , Thelsite is generally below the grade of the abutting properties of Rolling Hills. A .significant strip of vegetation exists along this common property line and upon k.;f ,the site. The applicant agreed to the Planning Department and Rolling Hills F z:,:•r Homeowners' Association (Exhibit #6) recommendation to preserve 50 feet of, this strip of vegetation for the purpose of buffering the proposal from the single a'+`,?': R-071-77 Page Four family development. The buffer strip is the same as that required of the rezoned property north of the site. 12. The :Planning Department changed its recommendation of a fence along the eastern boundary of the vegetation buffer strip to along the western boundary to coincide with the recommendation of the Rolling Hills Homeowners' Association. It was stated that the purpose of the fence was to prevent intrusion into and use of the buffer area by future residents of the multiple family development. 13. A building height of 35 feet is specified in the R-2 zone (Section 4-708) , and 60 feet is specified in the R-3 zone (Section 4-709A) . The applicant expressed agreement to an overall height limit of 35 feet. A height of 35 feet is allowed in the adjacent Rolling Hills single family development (Section 4-704 and 4-706) ; however, the residences have been built to less than the height limit. 14. Two access points along Grant Avenue South have been recommended by the Fire Department for emergency vehicle circulation. 15. Structures in the. proposed R-2 zone are intended to be of a multiple unit configuration, not the duplex configuration permitted outright. A Special Permit is required for this configuration (Section 4-708) . CONCLUSIONS: 1. The proposal conforms to the Comprehensive Plan for the area and exceeds the requirements of the requested zones. This is a logical and. reasonable extension of the existing zoning pattern. 2. A 50-foot vegetation buffer along the east property line should encompass sufficient existing vegetation. to constitute an effective visual buffer between Rolling Hills and'Hthe proposal. In some instances additional plant material may be required. 3. Avoidance of access to South Puget Drive is appropriate. The multiple family development will orient to and face the existing multiple family development west of Grant Avenue South. Two access points are appropriate to Grant Avenue South. 4. An overall building height of 35 feet is reasonable in view of the 50-foot buffer andithe general topography sloping away from the Rolling Hills residences. 5. The parcel immediately south of the proposal remains single family GS-1. Either the,property will eventually develop as single family, or a request for reclassification will be submitted. Due to the uncertain future of this parcel it seems appropriate to require less buffering from the proposal. A dense landscape buffer strip of 25 feet is appropriate along the north property line which abuts the proposed R-2 zone. Since the proposed ,R-3 zone will abut the west property line of the proposal, a 35-foot dense landscape buffer is reasonable at that location. These two additional buffer areas will reduce land use impacts and,provide open space around the proposal. 6., Transition is not necessary between the proposal and the multiple family property to the south. 7. Theirecommended 'screening fence appears redundant in view of the landscape buffer areas. Additional' plant materials can be planted to create a sufficiently dense buffer such that the fence is unnecessary. It also seems unreasonable to allow neighbors access to the buffer area and not residents of the proposal. However, it is clear that the buffer area should be used only for buffering and not for structures, vehicles, or other activities or uses which diminish the effectiveness of the buffer. RECOMMENDATION: Based upon the record, testimony, findings and conclusions, it is the Examiner's recommendation to the City Council that the requested reclassification be approved subject to: 1. Provision of dense landscape buffer strips of 50 feet along the east property line, 25 feet along the southeast property line and 35 feet along the southeast property line parallel to Grant Avenue South. These buffer strips shall contain existing vegetation and supplemental landscape material as the Planning Department determines appropriate and sufficient to constitute an effective visual buffer. 2. Maximum building height of 35 feet. 3. Provision of two access points to only Grant Avenue South per approval of the Public Works Department. SUMMARY OF REQUEST: Applicant requests a rezone from GS-1 to R-3 and R-2 to allow construction of multiple-family residential complex consisting of. approximately 1507160 units located on a 7.8 acre site. 'The applicant proposes cluster type development consisting of various structures dispersed throughout the site. The applicant also proposes a 50-foot natural and landscaped buffer strip along the easterly portion of the subject site adjacent to the existing Rolling Hills single family residence neighborhood. PLANNING DEPARTMENT The Planning Department staff report was received by the REPORT: Examiner on September 14, 1977. PUBLIC HEARING: After reviewing the Planning Department report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearing was opened on September 20, 1977 at 11:05 a.m. in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were sworn. It was reported that the Hearing Examiner and the representative for the applicant had received and reviewed the Planning Department report, and the report was entered into the record as Exhibit #1. Michael Smith, Planning Department, reviewed Exhibit #1 and entered the following additional exhibits into the record: Exhibit #2: Assessor's Map Exhibit #3: Topographical Map Exhibit #4: Concept Plan Mr. Smith noted that Exhibit #4 as submitted illustrates nonconformance with the 50- foot buffer requirement of the zoning ordinance although he indicated that setback designations could be revised during site development plan review. He also reported that all development would be subject to the special permit requirements of Section X.2 of the Planned Unit Development Ordinance. In response to the Examiner's inquiry regarding density, Mr. Smith advised that the proposed density figure had been estimated from a King County Assessor's Map and that an accurate survey of the property would be required to set specific density requirements. The Examiner questioned Mr. Smith regarding Fire Department requirements for the project. Mr. Smith explained requirements for dual access onto Grant Avenue South for proper ingress and egress for fire vehicles as well as provisions for proper fire flow. In response to the Examiners inquiries regarding application of the P.U.D. Ordinance and special permit process to the request, Mr. Smith reported that Section X. 2 of the P.U.D. Mr. Smith reported that although the staff report designates a 25-foot height limit,in the R-2 zone, further review indicates that a 35-foot height requirement would be compatible with adajcent single family residences for the entire site and would allow the utilization of covered parking for the structures. In response to the Examiner's question regarding the power line right-of-way, Mr. Smith reported that although residential or permanent structures are not allowed in the easement, parking and landscaping are acceptable. The Examiner asked the representative for the applicant if he, concurred in Exhibit #1. Responding was: Enrique Mora 19800 Pacific Highway South Seattle, WA 98188 Mr. Mora indicated that he was not in concurrence with the report with regard to height restrictions and setbacks, and reported his intent to construct buildings with gable roofs and install residential parking beneath the structures. He advised that construction quality of the proposed condominiums would be higher than for a typical apartment building and would contain areas of open space, swimming pool, tennis courts, and recreational buildings with units being purchased by future residents. He expressed the desire to retain the option of removing or relocating trees which interfered with placement of structures in the development and indicated compliance with all fire regulation requirements. In response to Mr. Mora's inquiry regarding requirements contained in the Planned Unit Development Ordinance, the Examiner reported that the Planning Department had recommended that documents required by Section X.2 of the ordinance for site plan approval be submitted for the Examiner's review prior to issuance of a building permit and indicated that the development would not be a total Planned Unit Development project. The applicant requested permission to show slides of other condominium projects to parties of record. The slides, exhibiting projects on Mercer Island, Alki Point, Des Moines and Redondo Beach, were labeled Exhibit #5 by the Examiner and were presented by: Victoria Bowers Condominium Builders 19800 Pacific Highway South Seattle, WA 98188 Mr. Smith submitted a ltter from James R. McClelland, President, Rolling Hills Homeowners' Association, dated September 15, 1977. The letter, which was labeled Exhibit #6, requested a revision to the Planning Department report, paragraph 5, to install a 6-foot fence 50 feet west of the easterly property line and on the entire southerly property line adjacent to existing SR-1 and GS-1 zoned property. In response to the Examiner's inquiry regarding elevations on the subject boundaries, Mr. Smith designated the elevations and slopes on Exhibit #3. The Examiner asked for testimony in support of the application. There was no response. The Examiner asked for testimony in opposition to the application. Responding was: James R. McClelland 1922 Jones Court S.E. Renton, WA 98055 Mr. McClelland asked the representative for the applicant to estimate building heights of condominiums shown in Exhibit #5. Ms. Bowers 'reported that developments were individually designed to conform with zoning regulations of the various cities in regard to building height, density and setbacks. Mr. McClelland reported a concern by adjacent residents in the area, for compatible development to the west, and indicated opposition to an increase of height restrictions 'to 35 feet and a desire for limited density. He also requested notification of all meetings held regarding the proposed development including revisions in the Comprehensive Plan for the area. Responding was: Terry Sumner 2013 Rolling Hills Avenue S.E. Renton, WA 98055 September 27, 1977 OFFICE OF THE LAND USE HEARING EXAMINER CITY OF RENTON REPORT AND RECOMMENDATION TO THE RENTON CITY COUNCIL. APPLICANT: Rubin Salant FILE NO. R-071-77 LOCATION: Property located at the northeast corner of South Puget Drive and Grant Avenue South. The property extends approximately 550 north of South Puget Drive along Grant Avenue South. SUMMARY OF REQUEST: Applicant requests a rezone from GS-1 to R-3 and R-2 to allow construction of multiple-family residential complex consisting of approximately 150-160 units located on a 7.8 acre site. The applicant proposes cluster type development consisting of various structures dispersed throughout the site. The applicant also proposes a 50-foot natural and landscaped buffer strip along the easterly portion of the subject site adjacent to the existing Rolling Hills single family residence neighborhood. SUMMARY OF Planning Department: Approval with conditions. RECOMMENDATION: Hearing Examiner: ,'Approval with conditions. PLANNING DEPARTMENT The Planning Department staff report was received by the REPORT: Examiner on September 14, 1977. PUBLIC HEARING: After reviewing the Planning Department report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearing was opened on September 20, 1977 at 11:05 a.m. in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were sworn. It was reported that the Hearing Examiner and the representative for the applicant had received and reviewed the Planning Department report, and the report was entered into the record as Exhibit #1. Michael Smith, Planning Department, reviewed Exhibit #1 and entered the following additional exhibits into the record: Exhibit #2: Assessor's Map Exhibit #3: Topographical Map Exhibit #4: Concept Plan Mr. Smith noted that Exhibit #4 as submitted illustrates nonconformance with the 50- foot buffer requirement of the zoning ordinance although he indicated that setback designations could be revised during site development plan review. He also reported that all development would be subject to the special permit requirements of Section X.2 of the Planned Unit Development Ordinance. In response to the Examiner's inquiry regarding density, Mr. Smith advised that the proposed density figure had been estimated from 'a` King County Assessor's Map and that . an accurate survey 'of the property would be required to set specific density requirements. The Examiner questioned Mr. Smith regarding Fire Department requirements for the project. Mr. Smith explained requirements for dual access onto Grant Avenue South for proper ingress and egress for fire vehicles as well as provisions for proper fire flow. In response to the Examiner's inquiries regarding application of the P.U.D. Ordinance and special permit process to the request, Mr. Smith reported that Section X.2 of the P.U.D. Ordinance had been specified because it contains requirements for complete site plan review, and that R-2 zoning required application of a special permit for specific site development. R-071-77 Page Four family development. The buffer strip is the same as that required of the rezoned property north of the site. 12. The Planning Department changed its recommendation of a fence along the eastern boundary of the vegetation buffer strip to along the western boundary to coincide with the recommendation of the Rolling Hills Homeowners' Association. It was stated that the purpose of the fence was to prevent intrusion into and use of the buffer area by future residents of the multiple family development. 13. A building height of 35 feet is specified in the R-2 zone (Section 4-708) , and 60 feet is specified in the R-3 zone (Section 4-709A) . The applicant expressed agreement to an overall height limit of 35 feet. A height of 35 feet is allowed in the adjacent Rolling Hills single family development (Section 4-704 and 4-706) ; however, the residences have been built to less than the height limit. 14. Two access points along Grant Avenue South have been recommended by the Fire Department for emergency vehicle circulation. 15. Structures in the proposed R-2 zone are intended to be of a multiple unit configuration, not the duplex configuration permitted outright. A Special Permit is required for this configuration (Section 4-708) . CONCLUSIONS: 1. The proposal conforms to the Comprehensive Plan for the area and exceeds the requirements of the requested zones. This is a logical and reasonable extension of the existing zoning pattern. 2. A, 50-foot vegetation buffer along the east property line should encompass sufficient existing vegetation to constitute an effective visual buffer between Rolling. Hills and the proposal. In some instances additional plant material may be required. 3. Avoidance of access to South Puget Drive is appropriate. The multiple family development will orient to and face the existing multiple family development west of Grant Avenue South. Two access points are appropriate to Grant Avenue South. 4. An overall building height of 35 feet is reasonable 'in view of the 50-foot buffer and the general topography sloping away from the Rolling Hills residences. 5. The parcel immediately south of the proposal remains single family GS-l. Either the property will eventually develop as single family, or a request for reclassification will be submitted. Due to the uncertain future of this parcel it seems appropriate to require less buffering from the proposal. A dense landscape buffer strip of 25 feet is appropriate along the north property line which abuts the proposed R-2 zone. Since the proposed R-3 zone will abut the west property line of the proposal, a 35-foot dense landscape buffer is reasonable at that location. These two additional buffer areas will reduce land use impacts and provide open space around the proposal. 6. Transition is not necessary between the proposal and the multiple family property to the south. 7. The recommended screening fence appears redundant in view of the landscape buffer areas. Additional plant materials can be planted to create a sufficiently dense buffer such that the fence is unnecessary. It also seems unreasonable to allow neighbors access to the buffer area and not residents of the proposal. However, it is clear that the buffer area should be used only for buffering and not for structures, vehicles, or other activities or uses which diminish the effectiveness of the buffer. RECOMMENDATION: Based upon the record, testimony, findings and conclusions, it is the Examiner's recommendation to the City Council that the requested reclassification be approved subject to: 1. Provision of dense landscape buffer strips of 50 feet along the east property line, 25 feet along the southeast property line and 35 feet along the southeast property line parallel to Grant Avenue South. These buffer strips shall contain existing vegetation and supplemental landscape material as the Planning Department determines appropriate and sufficient to constitute an effective visual buffer. 2. Maximum building height of 35 feet. 3. Provision of two access points to only Grant Avenue South per approval of the Public Works Department. 41111 R-071-77 Page Three Mr. Sumner objected to the placement of driveways and parking lots as proposed in the concept plan, Exhibit #4, and encouraged utilization of green belts to buffer the development from existing residential areas. The Examiner advised that a specific site plan is not normally submitted with a rezone request, but would be reviewed at a later hearing on the subject proposal. Ms. Bowers reported that slides of additional projects, Exhibit #5, were shown to illustrate the quality of other developments in the Seattle area and indicated the desire to integrate proposed multiple family residences with the existing neighborhood community. The Examiner asked Mr. Smith for additions, corrections or modifications to Exhibit #1. Mr. Smith indicated that previous recommendations for green belt buffers would be. maintained with placement of the screening fence limited 50 feet to the west. He felt that a 35-foot height limit was reasonable in view of similar height restrictions in zoning of adjacent residential areas, but indicated a concern that height limits within the easterly 100 to 125 feet not exceed 25 feet and suggested a specific site plan review of height requirements which would protect single family areas and also allow the applicant to develop his property. The Examiner asked the applicant if he concurred in the installation of the 50-foot buffer strip. Mr. Mora indicated his concurrence in creating the buffer but expressed objections to installation of a fence 50 feet to the west of the property line because of inaccessibility for maintenance and possible vandalism. In response to the Examiner's inquiry regarding the requested buffer, Mr. McClelland stated that the buffer was requested to prevent public access which would create considerable noise and confusion next to the property line. The Examiner asked for further comments. Since there were none, the hearing on Item #R-071-77 was closed by the Examiner at 12:15 p.m. FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the Examiner now makes and enters the following: FINDINGS: 1. The request is for approval of a rezone of 7.8 acres from GS-1 to R-3 and R-2. 2. The Planning Department report accurately sets forth the issues, applicable policies and provisions, findings of fact, and departmental recommendations in this matter, and is hereby attached as Exhibit #1 and incorporated in this report by reference as set forth in full therein. 3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance has been issued for the subject proposal by Gordon Y. Ericksen, responsible official. 4. Plans for the proposal have been reviewed ,by all city departments affected by the impact of this development. 5. All existing utilities are available in close proximity. 6. The proposal is compatible with the required setbacks, lot coverage and height requirements of Sections 4-708 and 4-709.A of Title IV of Ordinance No. 1628. A concept site plan was submitted as Exhibit #4, but was intended by the applicant to be only a concept which would undergo further revisions. 7. Access is proposed to Grant Avenue South. 8. Approximately 154 units would be permitted in the proposed zoning configuration. The conceptual site plan, Exhibit #4, indicates that 156 units are proposed. . 9. The rezone configuration continues southward to South Puget Drive, the zoning configuration of the properties north of the site. One small parcel ,along South Puget Drive remains GS-1 abutting Rolling Hills. 10. Open space and recreation uses are intended to be located in the Bonneville Power Administration transmission line easement. 11. The site is generally below the grade of the abutting properties of Rolling Hills. A significant strip of vegetation exists along this common property line and upon the site. The applicant agreed to the Planning Department and Rolling Hills Homeowners' Association (Exhibit #6) recommendation to preserve 50 feet of this strip of vegetation for the purpose of buffering the proposal from the single 41111 41110 1 R-071-77 Page Five 4. R-071-77 D. HISTORY/BACKGROUND: The subject site was annexed into the City by Ordinance No. 1871 dated March 8 , 1961 . Subject site is in an area adjacent to the extensive Trans-America holdings which were zoned medium and high density multiple-family and is also west of Rolling Hills single family residence community. The subject site is directly south of the property that was rezoned to R-3 and R-2 with certain restrictive covenants by Ordinance No. 2450 dated December 27 , 1968. E. PHYSICAL BACKGROUND : 1 . Topography : The initial 50-75 feet of the subject site along Grant Avenue South is approximately 3-4 feet below the existing grade of Grant Avenue South. This site then gently rises towards the east and Rolling Hills at an approximately 8%-9% slope . 2 . Soils : Alderwood , gravelly sandy loam (AgC ) . Permeability is moderately rapid in the surface layer and subsoil , runoff is slow to medium and hazard of .rosion is moderate. This soil i.s used for timber , pasture , row crops and urban development . 3. Vegetation : The westerly portion of the subject site is a combination of pasture and various vegetable crops , and land- scaping scattered with some deciduous and evergreen trees . The easterly portion of the site is wooded with deciduous and evergreen trees . 4. Wildlife : Existing vegetation on the site provides suitable • habitat for birds and small mammals . 5 . Water : No existing streams are apparent on the site . The low portion of the property adjacent to Grant Avenue South contained a small amount of standing water. 6. Land Use : Two existing 'single family residences are located on the subject site together with various outbuildings . An existing single family residence is located to the south and east of the subject site and there are also single family residences located east of the subject site in Rolling Hills single family residence neighborhood and north of the site in the existing R-3 and R-2 zoning . West of the subject site are existing apartments located in the R-3 and R-4 zones . The Benson Apartments are located south and west of the subject site across South Puget Drive. F. NEIGHBORHOOD CHARACTERISTICS: The general area west of Rolling Hills is a combination of existing developed apartment and townhouse complexes , undeveloped properties and scattered existing single family residences . G. PUBLIC SERVICES: 1 . Water and Sewer : An existing 12 inch water main is located along Grant Avenue South. An existing 8 inch sewer main is located along Grant Avenue South. The proposed request is consistent with the land use element of the Comprehensive Plan for the area . 2. The subject request is compatible with existing R-3 and R-4 zoning and existing multiple family residential uses in the area . The proposed request is consistent with the land use element of the Comprehensive Plan for the area . 2 . The subject request is compatible with existing R-3 and R-4 zoning and existing multiple family residential uses in the area . However, its very important that proper development controls are provided to protect the adjacent single family residential area ..to the east (Rolling Hills ) from adverse impacts created by a multiple family development. A 50 foot natural/landscaped buffer is proposed along the easterly property line . Resulting overall site density gives this zoning pattern will be approximately 150 dwelling units . 4. Proper utilities are available to serve the subject site. Specific site construction will require some extension of mains , looping of the water system and provision of proper fire flow and fire hydrants . 5. The Traffic Engineering Division has reviewed the request in terms traffic impacts . Puget Drive has been designed to handle large volumes of traffic . However , additional ingress/egress onto Puget Drive should not be permitted for such additional density. All ingress/egress should be limited to Grant Avenue South , an existing 60 foot right-of-way. . At least two (2 ) points of access should be provided at. the time of site develop- ment. 6.
