Dear Mr. Erickson:
The Renton Environmental Review Committee is in receipt of your letter dated November
28, 1983, requesting of the Committee that reconsideration be given for the Final
Declaration of Significance issued and published November 14, 1983, for the above
referenced rezone application.
When the Committee issued the Final Declaration of Significance, four areas were
identified as having significant concern to warrent a request for further information.
These areas identified were: (1) site access; (2) storm drainage; (3) recreation; and (4)
future north-south street location. Upon reviewing your letter for reconsideration, you
have stated that the only issue and controversy surrounding the proposed rezone is
whether or not the developer should convey to the City, a sixty (60) foot wide easement
from the intersection of Carr Road and 98th Avea_ue S.E. to the south property line of the
subject. property. The Committee will not reconsider its declaration on this item alone.
Unless all items are addressed for our reconsideration, there will be no further action on
the Committee's part. If you should desire to further expand your request, we will
reschedule this item on our agenda for reconsideration.

Gentlemen:
Request is hereby made for reconsideration of the determin-
ation of Final Declaration of Significance published November 14 ,
1983 concerning zoning application No. R-071-83 , Environmental
Checklist No. ECF-065-83. We believe the determination of the
Environmental Review Committee in issuing the Final Declaration
of Significance was the wrong environmental declaration on the
property. We believe the proposed rezone imposes no significant
impacts on the adjoining properties. This determination is
supported by the recommendations of the following agencies : Parks
and Recreation Department, Policy Development Department, Building
and Zoning Department, Fire Prevention Bureau, Design Engineering
Division, Traffic Engineering Division and Utilities Engineering
Division. It is also supported by the earlier Declaration of Non-
significance issued less than eight weeks ago on this property on
a similar rezoning application (R-051- 83) .
The only issue and controversy surrounding the proposed
rezone is whether or not the developer should convey to the City
a 60 ' wide easement from the intersection of Carr Road and 98th
Avenue S.E. to the south property line of the subject property.
The need for the requested dedication does not arise from the
reclassification of the subject property, but is solely for the
benefit of serving another piece of property which currently is
owned by the State of Washington. The requested dedication is not
part of any comprehensive road plan and because of its location,

There is no environmental impact which will be caused by the re-
classification of the subject property which will be mitigated by

II THE PROPOSAL
Applicant requests the rezoning of the west 1.0 acre to P-1 for a
professional building and the rezoning of the east 5.0 acres to R-3
Medium Density for a 125 unit multi-family complex.
The P-1 portion of the site will be used to construct a one or two-story
medical-dental facility to be used by one of the present landowners.
Access to this facility will be provided by a right in-right out
driveway in the west corner of the site and by the driveway located at
the northeast corner of the R-3 site (see Schematic Site Plan) .
The R-3 portion of the site will be used to construct a 125 unit
multi-family complex consisting of a series of two and three-story
buildings terraced down the site to afford maximum view potential .
Parking areas and recreational facilities will be adjacent to the
buildings. Access to this development would be mainly from the driveway
in the northeast corner of site at Carr Road.
The first 100 feet from the east property line will be temporarily
landscaped and left vacant as an area available to the City of Renton
for a roadway easement to the property south of this site. The existing
underbrush and dead trees along Carr Road will be cleaned out and
landscaped to improve the site's appearance from Carr Road.
III JUSTIFICATION OF PROPOSAL
This application for R-3 zoning should be granted in that it not only
conforms to the City of Renton Comprehensive Plan and Land Use Policies,
but it is a reclassification that is both appropriate and timely.
A. Comprehensive Plan
The 1979 Southeast Renton Comprehensive Plan indicates that a
smaller western portion of the site be used for P/QP and the
balance of the site be used for medium density housing. This
application conforms to the comprehensive plan designations.
B. Comprehensive Plan Land Use Policies
This application is in the public interest to be granted based on
the following land use policies of the City of Renton.
1. "Encourage in-filling of sites that have services and
utilities in place." This site had been by-passed by
extensive development to the east within King County due
mainly to the lack of adequate water pressure in the Valley
General Hospital area. This problem has been solved and no
additional services or utilities are needed for the
development of this site.
2. "Encourage the development of uses that will be compatible
with adjacent and proposed uses and that will be beneficial to
the community."
a) Valley General Hospital - The P-1 usage is not only
compatible with the hospital , but will encourage future
growth of this institution by providing support
facilities. The R-3 usage will provide housing within
walking distance for hospital employees, as well as
additional residents of the area that will use the
hospital facilities.
b) Professional Offices - The P-1 usage will provide
additional office space at a lower rent than is presently
being asked for new buildings. The R-3 usage will also
provide housing and patients within walking distance of
the professional offices.
c) Single Family Residential - Due to the continued
expansion of the hospital and professional offices, the
single-family residences in the immediate area are
continuing to appreciate in land value. This project
will enhance these land values.
d) Multi-Family Residential - The addition of this 125 unit
complex to the Gateway Complex now under construction
will be a benefit to both projects. Due to the unique
view potential of this site, the units in this project
will be different in lay-out, which will appeal to a
wider spectrum of potential users.
3. "Preserve as much as possible the natural characteristics of
the land, including topography, native vegetation and views."
This development will convert an existing eyesore into a
pleasing addition to the Valley General area. The dead trees
and underbrush along Carr Road will be cleaned up and
corrected with good landscaping. The view potential of this
site will be maximized for the users with no detrimental view
obstruction to the surrounding residents.
IV ENVIRONMENTAL CHECKLIST FORM - MITIGATING MEASURES
The following items are keyed to the Environmental checklist form
included herein.
A. Item II - 1 EARTH
Until the City of Renton needs the roadway easement, it will be
necessary to stabilize the east 100 feet of this property. This
will include the grading of the hillside to remove the ravines
caused by water run-off (see Photographs). The slopes will be
compacted and landscaped to prevent any future soil erosion.
The 20-foot strip of land along Carr Road will be cleaned up of
brush and dead trees and will be landscaped to present a much
better appearance.
B. Item II - 3 WATER
Since this site is an abandoned gravel pit, the level plateau area
has been compacted by heavy earth-moving equipment that prevents
normal absorption. In addition there is no vegetation to break up
the soil . Consequently, small ponds and surface seepage can be
observed on the site during the winter (see Photographs) . South of
this site there is another gravel pit area owned by the State of
Washington that is presently in operation.
The change in absorption rates and surface water run-off patterns
that we envision will be a positive change. We will install drain
lines along the southern property line to intercept the subsurface
drainage and direct it into our drainage and detention system.
Secondly, we will break up the compacted surface of the site and
landscape around the buildings and parking areas to allow proper
absorption of rainwater. The regrading of the site will remove the
ponding that now occurs.
The detention system, designed according to Renton standards, will
prevent any uncontrolled run-off that probably now occurs during a
10-year rainfall period. The engineered discharge will be tied
into an existing 24-inch stormdrain under Carr Road. This
stormdrain is tied in directly to a 48-inch manhole across the road
see Photographs) .
This development will remove a water run-off problem that now
exists on this site.
C. Item II - 13 TRANSPORTATION/CIRCULATION
See Traffic Study prepared by William E. Popp Associates, dated
July 7, 1983.
D. Item II - 14 PUBLIC SERVICES
a) Fire Protection - There will be no need for new or altered
fire protection services. Adequate water pressure now exists
with the new pump station on 43rd Street.
b) Police Protection - There will be no need for new or altered
police protection with this development.
c) Schools - Demand for schools will increase, but the local
school system has excess capacity and needs pupils.
d) Maintenance of Public Facilities, Including Roads - There will
be no additional maintenance needs created by this project.
e) Other Governmental Services - None.
E. Item II - 16 UTILITIES
a) Power or Natural Gas - In-Place
b) Communications Systems - In-Place
c) Water - A new 12-inch line was recently installed in front of
the property.
d) Sewer or Septic Tanks - An 8-inch metro line is in-place.
e) Storm Water Drainage - There is an existing system to be tied
into with adequate capacity.
f) Solid Waste and Disposal - City services are adequate.

The Environmental Review Committee issued the attached declaration of signifance on
the above rezone request on November 9, 1983. The appeal date is November 28, 1983.
It would appear that after considering three different rezoning proposals on the subject
site during the past year, the limiting environmental factors of (1) site access, (2) storm
drainage and (3) future north-south street location, are constant. These environmental
considerations significantly limit the developability of the property. Instead of spending
additioral time reviewing another alternative application, it would be better to prepare
the EIS addressing the basic proposal and several alternatives. The comparison that could
be don,3 would clearly present the case supporting the application or one of the
alternatives.
