Pursuant to our conversation, we are submitting a supplemental
site plan that addresses the three concerns raised yesterday.
Item #1 - Driving aisles to be minimum 24 ' -0" wide - minimum
20 ' -0" deep spaces:
Please note #1 on plan - the site depth will accomodate
24 ' wide driving aisles.
We have also shown 20 ' -0" deep spaces, however, we do
not subscribe to this criteria. Our original proposal
allows for 20' deep spaces by placing the landscape
bumper in the place of the standard precast concrete
wheel stop. This provides considerable ease in
cleaning and allows greater landscape amenity.
Item #2 - Raymond Avenue access to close to intersection:
Please note #2 on plan - we feel that our original
proposal far outweighs this acceptable solution,
and note that since Raymond dead ends to the north
and only extends a block to the south, that the 50 '
criteria far exceeds the possible traffic generated.
Also, our engineer informs us that the standard road
section is 34 ' B/B. This leaves an additional 16 '
to the property line and thus gives us adequate
turning movement with the curb cut as proposed.
Item #3 - Storm Drainage:
We have shown the latest existing storm drains as
given us by our engineers. See #3 on Plan.
Our plan here is to utilize the existing catch basin
in the recently improved alley at our southeast corner,
twenty six sixty grower court • boise, Idaho 83705 • (208) 336-8370

along with the existing catch basin in our southwest
corner and a new catch basin in the upper parking
area that will drain to the existing catch basin
at the corner of Grady Way and Raymond Avenue.
We would appreciate your review of our latest submittal along
with a re-evaluation of the original application.
We feel strongly about green areas and would hope that our concept
finds favor. We also think the double access will lessen the Grady
Way impact and should be given positive consideration.
Since timing is so very critical , we are prepared to live with
our supplemental plan and trust this will meet with your total
approval.

Old Business
OLD BUSINESS Transportation (Aviation) Committee Chairman Trimm presented a
Transportation report recommending that the two existing leases held by
Committee Aerodyne (LAG 1608-69 and LAG 1816-71 ) be combined. The
Aerodyne Leases Committee also recommends approval of the staff request that
Combined the ground lease rate be renegotiated and a rental rate for
the old Renton Vocational Building be imposed.
Aerodyne Transportation (Aviation) Committee Chairman Trimm presented a
Sublease report concurring in the request by Aerodyne to authorize a
Authorized sublease of Aerodyne maintenance/hangar/office building to Ben
Silva and Associates subject to receipt and approval by the
City of all required financial statements and sublease
documents. MOVED BY TRIMM, SECONDED BY CLYMER, COUNCIL CONCUR
IN THE RECOMMENDATIONS OF THE TRANSPORTATION (AVIATION)
COMMITTEE. CARRIED.
Crash Fire Transportation (Aviation) Committee Chairman Trimm presented a
Rescue School report concurring in the Public Works/Airport Dept. request to
finance the expense for attendance of three firefighters at
the Crash Fire Rescue School to be held at Big Bend College in
Moses Lake, Washington, May 18, 19 and 20, 1984, and recommending
approval of the appropriate fund transfer in the total amount of
804.00 ($268/per person) . MOVED BY TRIMM, SECONDED BY CLYMER,
COUNCIL CONCUR IN THE RECOMMENDATION OF THE TRANSPORTATION
AVIATION) COMMITTEE. CARRIED.
Drainage Lease Transportation (Aviation) Committee Chairman Trimm presented a
Easement at report recommending acceptance of request from John Harer, owner
Renton Airport of property adjacent to the Renton Airport Perimeter Road north
of the Rainier Avenue entrance, to route a storm drain discharge
pipe from his property to the northern, undeveloped portion of
the City's Perimeter Road right-of-way. The Committee also
recommends that at the time of construction, the applicant retain
a bonded contractor, obtain a construction permit, and post a
bond in the usual manner. An easement and hold harmless
agreement will be required for the storm line. MOVED BY TRIMM,
SECONDED BY CLYMER, COUNCIL CONCUR IN THE RECOMMENDATION OF THE
TRANSPORTATION (AVIATION) COMMITTEE. Upon inquiry, Chairman
Trimm clarified that this matter is not associated with access

CORRESPONDENCE Letter from former Council Member Randall Rockhill was read

OLD BUSINESS Council President Hughes presented a Committee of the Whole
Committee of report recommending approval of the 1984 Comprehensive Parks
the Whole and Recreation Plan. Further recommended was referral to the
7-9ig4 Comprehensive Ways and Means Committee for appropriate legislation. MOVED
Parks and BY HUGHES, SECONDED BY CLYMER, COUNCIL ADOPT THE COMMITTEE
Recreation Plan REPORT AS PRESENTED. CARRIED. Councilman Stredicke requested
Referred 3/19/84) the Administration prepare a report containing three or four
major projects (not exclusively park oriented) which have
bonding capability for the City to pursue in the future.
P-1 Channel Council President Hughes presented to Council the gold shovel
Groundbreaking used to break the first ground for the P-1 Channel Project in
ceremonies today. Councilman Hughes reported excellent attendance
at the groundbreaking by adjacent city Mayors, Council Members,
and representatives of the Soil Conservation Service. Public
Works Director Richard Houghton and Engineering Supervisor Bob
Bergstrom were commended for their exceptional efforts through-
out the planning of the P-1 Channel Project.

CHANGING THE ZONING CLASSIFICATION OF CERTAIN
PROPERTIES WITHIN THE CITY OF RENTON FROM
RESIDENCE DISTRICT (R-1) TO BUSINESS DISTRICT

WHEREAS under Chapter 7 , Title IV (Building Regulations) of
Ordinance No . 1628 known as the "Code of General Ordinances of the
City of Renton" , as amended, and the maps and reports adopted in
conjunction therewith, the property hereinbelow described has
heretofore been zoned as Residence District (R-1) ; and
WHEREAS a proper petition for change of zone classification
of said property has been filed with the Building & Zoning Department
on or about January 13 , 1984, which petition was duly referred to the
Hearing Examiner for investigation, study and public hearing , and a
publi: hearing having been held thereon on or about February 28 , 1984,
and said matter having been duly considered by the Hearing Examiner
and said zoning request being in conformity with the City ' s Comprehensive
Plan, as amended, and the City Council having duly considered all
matters relevant thereto , and all parties having been heard appearing

SUMMARY OF REQUEST: Applicant seeks approval to rezone .8 acres of property
from R-1 to B-1 to allow the construction of a two-story
office building having approximately 17,500 square feet.
SUMMARY OF ACTION: Building and Zoning Department
Recommendation: Approval, subject to restrictive
covenants.
Hearing Examiner Recommendation: Approval of rezone,

BUILDING & ZONING The Building & Zoning Department Report was
DEPARTMENT REPORT: received by the Examiner on February 21, 1984.
PUBLIC HEARING: After reviewing the Building and Zoning Department
Report, examining available information on file with the
application and field checking the property and surrounding
area, the Examiner conducted a public hearing on the
subject as follows:
The hearing was opened on February 28, 1984, at 10:00 a.m. in the Council Chambers of the
Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner.
The folic wing exhibits were entered into the record:
Exhibit #1: Yellow file containing the application, staff
report, and other documents pertaining to
posting and publication.
Exhibit #2: Assessor's Map showing the subject site.
Exhibit #3: Illustrative site plan, conceptual only, and
not meeting city standards.
Roger Blaylock, Zoning Administrator, presented the staff report. He stated the applicant is
seeking rezone of .8 acre from R-1 to B-1 to allow the construction of a two-story office
building having approximately 17,500 square feet. He noted specifically that there is no
problem with storm drainage, and that more information would be necessary for determining
the impa:t of traffic and employment.
Mr. Blaylock continued by stating the ERC has issued a declaration of non-significance for the
proposal, with two informational notes: 1) the revised site plan does not comply with city
codes; however, this would be taken care of at time of site plan approval; and 2) off-site
improvements would be required on S.W. Grady Way at time of development, or participation in
an L.I.D. He also noted there are other B-1 zones in the area and the trend for this area is
towards I he B-1 zoning.
Mr. Blay ock pointed out that the B-1 zone would allow a building height of 95'; the L-1 zone
allows only a maximum building height of 35', with approval being required to go over that
height. By allowing a B-1 zone next to an L-1 zone, this could create a situation whereby a 95'
building would overshadow a 35' building. He suggested implementing a pyramid process which
would inc rease building height with each increase in setback.

Mr. Streit indicated he was the architect for the proposal; that he sees no problem with the
height limitation proposed by staff, but believes it may be difficult to pyramid on this
particular lot because of the 98' depth. Mr. Streit requested Condition (b) of the staff
recommendation be rephrased to require building setback of ten feet from all public
rights-of-way and 6 feet of landscaping between the parking and arterial street.
The Examiner called for further testimony in support of the application. There was none.
There was no one in attendance at the hearing in opposition to the proposal. There being no
further comments, the hearing was closed at 10:20 a.m. The Examiner indicated his
recommendation to the City Council would be issued within 14 days.
FINDINGS, CONCLUSIONS & RECOMMENDATION:
Having reviewed the record in this matter, the Examiner now makes and enters the following:
FINDINGS:
1. The applicant, Fredrick J. Steiner, filed a request for approval of a reclassification of
approximately .8 of an acre of property from R-1 (Single-Family Residential; minimum
lot size 7,200 sq. ft.) to B-1 (Business/Commercial).
2. The application file containing the application, the State Environmental Policy Act
SEPA) documentation, the Building & Zoning Department Report, and other pertinent
documents, was entered into the record as Exhibit #1.
3. Pursuant to the City of Renton's Environmental Ordinance and SEPA, a Declaration of
Non-Significance has been issued for the subject proposal by the Environmental Review
Committee (ERC), responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the impact
of this development.
5. The subject proposal met with no opposition from the public.
6. The subject site is located on the south side of Grady Way in the 700 block adjacent to
Raymond Avenue S.W.
7. The site is relatively level and is covered with a combination of brambles, grasses, and
several alder and cottonwood trees.
8. The map element of the Comprehensive Plan designates the area in which the subject site
is located as suitable for the development of manufacturing park uses, but does not
mandate such development without consideration of other policies of the plan.
9. The subject site was annexed into the city in April of 1959 by Ordinance #1745, as
amended by Ordinances #1764 of May, 1959 and #1928 of December, 1961. The site was
zoned G-6000 upon annexation, and R-1 was substituted in 1982 as a unified single-family
designation.
10. The subject site is undeveloped, while surrounding properties contain a mix of uses
including older transitional single family, light industrial, and commercial uses.
11. Reflecting the uses in the area is a patchwork of zoning districts, including L-1
immediately south and east of the site, B-1 west of the site, and R-1 further to the south
of the subject site.

12. While the applicant proposes a 17,500 sq. ft. office building on the subject site, the plans
su)mitted were at variance with building and zoning provisions of the city and are not
binding upon either the applicant or the city.
13. A series of rezones have occurred in the general area containing the subject site and
generally bounded by Grady Way on the north and S.W. 16th Street on the south, and by
Rainier-SR 167 on the east, and Springbrook Creek on the west. These rezones
reclassified property to L-1 and B-1, while achieving some of the amenities required by
the Comprehensive Plan's designation of manufacturing park by providing street setbacks
and peripheral landscaping of portions of those setbacks.
Such conditions have been imposed by covenant. These conditions have generally included
a building setback of 20 feet with 10 feet of landscaping, together with a six-foot side
yard setback to reflect the Comprehensive Plan's requirements for openness benefiting
manufacturing parks.
Sit e plan review has also been required to provide guidance in meeting the Comprehensive
Plan's goals and policies.
14. Tt.e city, in the past in imposing certain of these conditions, has not provided similar
lo:ialty to the height limitations of the manufacturing park zone. Staff has recommended
that the guiding provisions of the M-P Zone be made applicable by conditioning the height
on setback.
15. In addition to the numerous rezones in the area, a number of new facilities have been built
in this area both north and south of I-405. The remaining single-family homes are
generally older and are surrounded more frequently by more intense uses.
CONCL JSIONS:
1. The proponent of a rezone must demonstrate that the request is in the public interest, will
not impair the public health, safety, and welfare, and in addition, is in compliance with at
least one of the three criteria found in Section 4-3010, which provides in part that:
a. The subject site has not been considered in a previous area-wide rezone or land use
analysis; or
b. The subject site is potentially designated for the new classification per the
Comprehensive Plan; or
c. There has been a material and substantial change in the circumstances in the area in
which the subject site is located since the last rezoning of the property or area.
Tr e applicant has demonstrated that the request, subject to the conditions recommended
below, is justified.
2. TI e area, while zoned for single-family uses, has been in transition for at least the last
decade. Subsequent to the construction of I-405, the area is not generally appropriate for
single-family uses.
Single-family zoning no longer serves the development goals of the area, nor the practical
aspects of enticing quality uses to the now emerging commercial and industrial areas
surrounding I-405.
3. Since the Comprehensive Plan designates the area in which the site is located for
well-designed, spacious, and landscaped complexes, rezones of property in this area have
generally been conditioned to provide fidelity to those goals as closely as possible. This
has been accomplished on other properties by providing limited, though comparable,
setbacks which permit landscaping along the periphery of properties and provide for light
and air by similarly providing side yard and street setbacks.

The subject site contains more acreage than many of the site's which have been similarly
situated. Some have been as small as the 6,000 sq. ft. single-lot standard which applied,
and therefore, the 20-foot setback along public rights-of-way is reasonable along with
landscaping along the 10 feet adjacent to the public street. The six foot side yard will
similarly provide a break from the potential unbroken building wall, provide for light and
air, and permit landscaping as suggested by the Comprehensive Plan.
4. The plans as proposed for the site by the applicant do not meet code requirements, and as
other properties have been reviewed under the site plan review process, similar review
should be required of the subject site.
5. Reclassifying the subject site to B-1 would permit the applicant to construct a building up
to 95 feet in height subject to lot area constraints, whereas many neighboring properties
would be limited by the L-1 limit of 35 feet except under special circumstances. The
height limitations of the M-P Zone are not as broad since they are limited by a height
setback trade-off formula. Similar setback/height limitations on the subject site would
not unreasonably restrict development and would be more in keeping with the
Comprehensive Plan as recommended by staff.
RECOMMENDATION:
The City Council should approve the reclassification of the subject site as requested from R-1
to B-1, subject to the execution of restrictive covenants requiring:
1. Site plan review as required in the Manufacturing Park Zone.
2. Setbacks of twenty (20) feet adjacent to all public rights-of-way, subject to the ten (10)
feet adjacent to those rights-of-way being landscaped, together with a six (6) foot wide
east side yard.
3. The maximum height of any building shall be limited to the pyramidal provisions of the
M-P Zone, but reflecting the twenty (20) foot setback of the subject site.

Pursuant to Title IV, Section 3015 of the City's Code, request for reconsideration must be filed
in writirg on or before March 27, 1984. Any aggrieved person feeling that the decision of the
Examiner is based on erroneous procedure, errors of law or fact, error in judgment, or the

Tt-e subject site was annexed into the City of Renton by Ordinance #1745 of April

D. PHYSICAL BACKGROUND:
1.Topography: The subject site is relatively flat.

2. Soils: Urban Land (Ur). This soil has been modified by disturbance of the
natural layers with additions of fill material several feet thick to
accommodate large industrial and housing installations. The erosion hazard is
slight to moderate. No capability or woodland classification.
3. Vegetation: The subject site is covered by grasses, brambles and several
alder and cottonwood trees.
4. Wildlife: The existing vegetation provides sufficient habitat for birds and
small mammals.
5. Water: No water was observed on the site.
6. Land Use: The site is currently undeveloped.
E. NEIGHBORHOOD CHARACTERISTICS:
The area surrounding the subject site consists of commercial and residential uses in
all directions.
F. PUBLIC SERVICES:
1. Utilities:
a. Water - A twelve water line is located along S.W. Grady Way and along
Raymond Avenue S.W.
b. Sewer - A twelve inch sanitary sewer line runs east/west along the
alley adjacent to the subject site and also along Rayumond Avenue S.W.
by the subject property.
c. Storm Water Drainage - Storm water drains westward to the P-1
forebay.
2. Fire Protection: Provided by the City of Renton as per ordinance
requirements.
3.Transit: METRO Transit Routh #912 operates along S.W. Grady Way.

5. Recreation: There are no recreational opportunities available to future
employees near the subject site. There are a few parks available is
employees are willing to travel 1-1/2 to 2 miles to utilize park facilities.

J. ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION:
Pt.rsuant to the City of Renton's Environmental Ordinance and the State
Er vironmental Policy Act of 1971, as amended, RCW 43-21C, a final declaration of
ncn-significance was issued on February 8, 1984. Two informational items were
in.luded in the declaration which are discussed below.

L. DLPARTMENT ANALYSIS:
1.The applicant, Fredrick J. Stiener, is requesting a rezone of .88 acres of
property from R-1, Single Family Residential, to B-1, Business Use, to allow
the ultimate construction of an office building. A tentative design has been
presented along with the application. It has been found to not generally
comply with the requirements of the Municipal Code and will have to be
revised to meet those specific requirements.
2. The proposed rezone generally complies with the intent of the Comprehensive
Plan designation of Manufacturing Park for the subject site. Other rezones in
the area have been principally from G-1 to to L-1, Light Industrial, with
restrictive covenants placed on them to guarantee minimum front yard and
side yard setbacks. The subject property is in an area which is in transition
from older single family residences and vacant property to commercial,
office, and light industrial uses.
3. The Environmental Review Committee has issued a declaration of
non-significance. The appeal period will expire on February 27, 1984.
The Environmental Review Committee did specifically want to inform the
applicant that the revised site plans dated February 3, 1984, is not approved.
Problems include the driveway location on Raymond Avenue, the landscaping
setback on Grady Way, and the number of parking stalls to comply with the
Parking and Loading Ordinance. In addition, the ERC wanted to place the
applicant on notice that off-site street improvements will be required to be
done along S.W. Grady Way at the time of development or the applicant has
the opportunity of signing a petition to participate in the L.I.D. for Grady
Way.
4.The Land Use Hearing Examiner must review four specific criteria under
Section 4-3014(C) to determine that the circumstances surrounding the
rezone request are adequate to recommend approval of the reclassification.
The following evidence clearly demonstrates the rezone request is
appropriate.
a. That substantial evidence was presented demonstrating the subject
reclassification appears not to have been specifically considered at the
time of the last area land use analysis and area zoning.

The subject site was annexed into the City in 1961. Both the city-wide
Comprehensive Plan, adopted in 1965, and the Green River Valley
Comprehensive Plan, adopted in 1975, clearly show the area as
designated as Manufacturing Park activities. The R-1 classification
was applied in 1982, as a result of the city code combining several of
the single family residential zones into one classification. Therefore,
the site has not been considered since the time of annexation.
b. That the property is potentially classified for the proposed zone being
requested pursuant to the policies set forth in the Comprehensive Plan
and conditions have been met which would indicate the change is
appropriate.
The proposed rezone to B-1, Business Use, is not directly in
conformance with the Comprehensive Plan Land Use Element
designation of Manufacturing Park for the subject site. However, the
City has approved a number of rezones in the general area to both B-1,
Business Use, and L-1, Light Industrual Use, as a result of strict
application of setback requirements in the manufacturing zone. These
setback standards would preclude the functional development of these
small lot blocks. The solution to the problem has been to impose a
series of restrictive covenants establishing minimum setback for
buildings and specific landscaped area. This policy has been utilized
since the late 1960's with the most recent application in the
Anderson-Minetta Rezone approved in June 1983 (Ordinance #3732).
c. That since the last previous land use analysis of the area zoning of the
subject property, authorized public improvements, permitted private
development or other circumstances affecting the subject property
have undergone significant and material change.
Since 1975, the general area has undergone significant changes in both
the public and private sectors. The older single family residential
development is being replaced with commercial and industrial
activities. The development of property to the north, west, and east
into office uses suggests that the request is appropriate.
Timeliness
d. The final test to determine whether a rezone is appropriate is to
address the question of timeliness.
The subject property is the next incremental parcel to be developed
going from east to west. In fact, the property is nearly surrounded with
new development. Only the property to the south remains in an
undeveloped state. Public services are available to the site including
water, sewer, and storm drainage. The whole area will be tied together
under a new L.I.D. for the reconstruction of Grady Way South. Thus, it
would appear timely to allow the rezoning of the subject site.
5. The various City department have not raised any concern over the rezoning
of the subject site, but they have expressed concern that the site plan would
require major revision to comply with city codes. In addition, actual
development will require all of the necessary plans and profiles for off-site
improvements including storm drainage, storm water calculations, and street
improvements.
6.The City of Renton, in approving L-1 rezones and B-1 rezone within this
general area designated for Manufacturing Park activities, have basically
established two separate policies. Until recently it was though that imposing
restrictive covenants for setbacks in both of these rezone approvals guided
the actual development of the property. No one analyzed a secondary site
design limitation of height.

In the B-1 zone, a structure may be 95 feet high and can be higher under a
conditional use permit. In the L-1 zone, the structure maximum is 35 feet
with special approval required for anything over that height. Both of these
policies are inconsistent with the general perimeters established for heights
in the Manufacturing Park zone which was the specific zoning district
development for the implementation of the intent of the Manufacturing Park
land use classification of the Comprehensive Plan.
The Manufacturing Park zone creates more of a pyramid type of appoach
with unlimited height as long as the structure is setback adequately from
adjacent properties and public rights-of-way. This would appear to be a
guiding principal since the land use map of the Comprehensive Plan clearly
shows Manufacturing Park.
Under previously developed policies, we may have a B-1 zone next to a L-1
zone with a structure of 95 feet high while the adjacent L-1 parcel would
only be 35 feet high. The error is so obvious that it is almost overwhelming.
It might have been a better policy after the M-P, Manufacturing Park Zone
was created, to rezone the properties in question to M-P but with specific
variances granted for the front and side yard setbacks based on lot size and
shape.
8. Other department comments are attached for the Hearing Examiner's and the
public's review.
M. DEPARTMENTAL RECOMMENDATION:
Based upon the above analysis, it is recommended that the rezone request, file
R-008-84, be recommended for approval to the City Council subject to the
c mdition that restrictive covenants are filed requiring the following points:
a. Site plan approval including landscaping approval.
b. Building setback requirement of twenty (20) foot from all public
rights-of-way and six (6) feet from the eastern property line.
c. Maximum height limit is to be limited to the pyramidal provisions established
in the M-P, Manufacturing Park Zone.

Acting as the Responsible Official, the ERC has determined this development does not
have a significant adverse impact on the environment. An EIS is not required under RCW
43.21C.330(2)(c). This decision was made after review by the lead agency of a complete
environmental checklist and other information on file with the lead agency.
Reasons fur declaration of environmental non-significance: The subject rezone will not
adverse'y impact the environment or adjacent properties.
INFORMATION:
1. he revised site plan proposed for this site dated February 3, 1984, is not
i,pproved. Problems to be resolved include: the driveway location along Raymond
Avenue; the landscape setback along Grayd way; and, the number of parking stalls
1 o comply with the Parking and Loading Ordinance.

Acting as the Responsible Official, the ERC has determined this development does not
have a significant adverse impact on the environment. An EIS is not required under RCW
43.21C.030(2)(c). This decision was made after review by the lead agency of a complete
environmental checklist and other information on file with the lead agency.
Reasons for declaration of environmental non-significance: The subject rezone will not
adversely impact the environment or adjacent properties.
1NFOF MAT ION:
1.The revised site plan proposed for this site dated February 3, 1984, is not
approved. Problems to be resolved include: the driveway location along Raymond
Avenue; the landscape setback along Grayd way; and, the number of parking stalls
to comply with the Parking and Loading Ordinance.
2. Off-site street improvements will be required to be done along S.W. Grady Way, or
signing the petition for participation in the L.1.D. will be required.

Pursuant to our conversation, we are submitting a supplemental
site plan that addresses the three concerns raised yesterday.
Item #1 - Driving aisles to be minimum 24 ' -0" wide - minimum
20 ' -0" deep spaces:
Please note #1 on plan - the site depth will accomodate
24 ' wide driving aisles.
We have also shown 20 ' -0" deep spaces, however, we do
not subscribe to this criteria. Our original proposal
allows for 20 ' deep spaces by placing the landscape
bumper in the place of the standard precast concrete
wheel stop. This provides considerable ease in
cleaning and allows greater landscape amenity.
Item #2 - Raymond Avenue access to close to intersection:
Please note #2 on plan - we feel that our original
proposal far outweighs this acceptable solution,
and note that since Raymond dead ends to the north
and only extends a block to the south, that the 50 '
criteria far exceeds the possible traffic generated.
Also, our engineer informs us that the standard road
section is 34 ' B/B. This leaves an additional 16 '
to the property line and thus gives us adequate
turning movement with the curb cut as proposed.
Item #3 - Storm Drainage:
We have shown the latest existing storm drains as
given us by our engineers. See #3 on Plan.
Our plan here is to utilize the existing catch basin
in the recently improved alley at our southeast corner,

along with the existing catch basin in our southwest
corner and a new catch basin in the upper parking

fines favor. We also think the double access will lessen the Grady

On January 25. 1984, the Renton Environmental Review Committee met to discuss the
above referenced rezone application. In the course of our review, it was decided that
some revision would be necessary with the site plan for the proposed PentaBuildingbeforetheCommitteewillissueanenvironmentaldeclaration. Specifically, items
needing revision or more information are as follows:
1. Parking
The parking stalls shown on the site plan do not meet the standards of the city's
parking and loading ordinance. The dimensions shown on the plan are 17 feet by 9
feet. The correct stall length should be 20 feet and have a width of 9 feet. If
space is tight. compact stalls could be utilized. Twenty-five percent of the
required parking can be designated as such and have a dimension size of 16 feet by
8 feet.
The aisle width shown for the parking is also undersized. Ninety degree head-in
parking requires a backup space of 24 feet. not 22 feet as is designated on the site
plan.
2.Driveway Location
The western access point off Raymond Avenue S.W. will have to be redesigned.
The driveway shown is located too close to the intersection of Raymond Avenue
and Grady Way. The Traffic Engineering Division has informed the committee that
the "driveway must be set back a minimum of fifty (50) feet from the north
property line.

3. Storm Drainage
How is the storm drainage on the site going to be handled? Positive drainage is
required. The Engineering Division has requested that a detailed storm drainage
plan be provided, including retention/detention.
Please submit at least three copies of this requested information to the Building and
Zoning Department at your earliest convenience so that an environmental declaration can
be math for the requested rezone. Until this is accomplished, the application will remain
on our i.genda under pending business.

The applicant is respectfully requesting the approval of a
proposed rezone from R-1 to B-1 and gives the following supporting
evidence of it' s appropriateness, and it' s proper timing.
The proposal will allow an owner-occupied office structure to
complete the rezone of a block south of Grady Way between
Seneca Street and Raymond Street, just west of the interstate
interchange.
This specific site is located in a transitional area and is
presently zoned R-1 (residential) , as it was in 1976 when the
Green River Valley Plan was adopted (Ordinance #3076) . The
adjacent parcel to the east has most recently been rezoned to
accomodate a similar office use (B-1) . There are similar land
uses located north and west of the subject site.
Recent rezoning trends in the immediate area, coupled with the
pending Grady Way Improvement LID lend to significant and
highly beneficial changes.
The Comprehensive Plan indicates this general area is intended
for light manufacturing/office park uses , and this proposal is
a fitting element.
The Green River Valley Plan encourages such goals as the promotion
of high-quality development, enhancement of the tax base, quality
working environments, and a total commitment to a diversified
economic base; this rezone promotes and encourages these goals
and is intended to minimize detrimental impact.

The Comprehensive Plan notes Valley objectives such as land use,
circulation, landscaping open space and design and development.
This proposal is in concert with these objectives and as an
individual site becomes an integrated part of the total Valley
unit. Specific site objectives such as ingress/egress points,
parking and landscaping have been designed to minimize traffic
impacts, maximize open space, and allow for aesthetic compatibility
with the surrounding area.
The applicants are cognizant of the positives available in this
area, and as owner/occupants have specifically hand-picked this
particular site and will strive to produce a facility emblematic
of this progressive area of Renton.
