Thank you for the opportunity to comment on the project Enclave
Short Plat located at 980 Hoquiam Ave NE. Based on the information
provided and our understanding of the project and its APE, we have
no substantive cultural resources comments to offer at this time. The
DAAP WISAARD predictive model indicates that an archaeological
survey is contingent upon the project parameters with a moderately
low risk of encountering cultural resources. However, please be
aware that if the scope of the project or the parameters for defining
the APE change, we reserve the right to modify our current position.
The Tribe opposes any reduction in the wetland buffer as indicated in
the application (from 75 feet to 56.25 feet). The Duwamish Tribe has
commented on the most recent King County Flood Management EIS
to update their flood plan in December 2022. The Duwamish
indicated wetland buffers be implemented or maintained to reduce
seasonal urban flooding and/or in the event of prolonged or
significant precipitation events. To continue to reduce wetland or
stream buffers exacerbates urban flooding and reduces habitat for fish
and wildlife as well as native pollinators. We support that the City of
Renton maintain its current wetland and stream buffers without
exception. In addition, the Tribe supports the removal of non-native
vegetation and strongly recommends only native vegetation be used
for proposed landscaping to enhance wetlands, streams as well as fish
and wildlife.
