Applicability: Services that maintain existing improvements to land; buildings; building fixtures, attachments, or systems; and are performed by trades that have been classified by the Washington State Department of Labor & Industries as requiring payment of prevailing wages, but do not include work that covers repairs, alterations, or improvements. These services require payment of prevailing wages, but do not require competitive bidding. Examples of these services include, but are not limited to janitorial contracts, street sweeping, HVAC, and landscape maintenance that does include repair or replacement (e.g., inspection, cleaning, mowing, trimming, and watering). Work on land, buildings and building fixtures that includes repairs, alterations, or improvements should be treated as public works projects. Contact the city attorney department early for the appropriate contract template or form and solicitation. 2. Process: A flexible process is authorized, but payment of prevailing wages is required pursuant to applicable state laws. However, some purchased services agreements may require a competitive selection process such as the RFP/RFQ/SOQ process outlined in the appropriate SOP. 3.
