Please let me know what date/times you are available. In the meantime, please review the final plat documentation and submittal requirements. The final plat application can be submitted once the project reaches substantial completion (80% complete). Final Plat Submittal Requirements <https://edocs.rentonwa.gov/Documents/0/edoc/955810/Final%20Plats.pdf> Master Application Form <https://edocs.rentonwa.gov/Documents/0/edoc/955768/Master%20Application.pdf> Following is a general outline of the close-out process for the Construction Permit, which will need to be finaled prior to recording of the final plat and release of the performance bond. Each of the project closeout items below are required to be completed and submitted before sign-off of the Construction Permit and are coordinated through me. I’ve included links to each of the specific forms you will be required to submit below. You can also access all of our forms on our website. Proactive communication is essential in completing the closeout process in a timely manner. Please note that review and approval may take several weeks. 1. Complete all utility, drainage, paving, grading, lighting, landscaping and street improvements for the projects, including offsite and onsite improvements, as required. a. This includes completion of all outstanding punchlist items as requested from the Construction Inspector and/or the City Maintenance Division. Note: the maintenance walk-thru period is 10 working days after the Inspector walk-thru. 2. Deferrals. A deferral permit must be issued for any items that will not be completed prior to recording. The deferral permit shall be issued before the final punchlist walk-throughs will commence. Typical deferral items include final lift of asphalt, raising and paving of manholes and catch basins, installation of survey monuments and striping/channelization of the roadway. a. A completed Deferral Application <https://edocs.rentonwa.gov/Documents/0/edoc/955940/Deferral%20Application.pdf> will need to be submitted for review by City staff. Once the deferral has been approved, a formal approval letter will be sent providing you with the required surety amount for the deferral (150% of the cost of the deferred items). b. Deferral sureties must be secured with cash or check, with a completed Performance Assurance <https://edocs.rentonwa.gov/Documents/0/edoc/1040521/Surety%20-%20Cash%20Surety%20Deposit%20Performanc e%20Assurance.pdf> , or Assignment of Funds <https://edocs.rentonwa.gov/Documents/0/edoc/955887/Surety%20-%20Assignment%20of%20Funds.pdf> . 3. Record Drawings. Provide two full size sets of paper copies. The inspector will review the as-builts and create a list of punchlist items. Once approved by the inspector, final “As-built” construction mylars must be submitted for our permanent records. As-builts are required to be on file with the City. All plan sheets, including those constructed per design, must be verified, stamped and sighed as “As-Built” by a licensed survey or engineer. The mylars shall be labeled “As-Built” in large block letters and stamped by a PE or PLS. Submit a CAD file along with your As-Built drawings. 4. Bond Quantity Worksheet. Submit an updated Bond Quantity Worksheet <https://edocs.rentonwa.gov/Documents/0/edoc/955838/Surety%20-%20Bond%20Quantity%20Worksheet.xlsx> with the final record drawings. The worksheet should reflect all final construction quantities and shall be submitted to the City as an excel file for review. a. The City will verify the quantities against the as-built plans and provide you with a Bill of Sale for your signature with a Cost Data Inventory Exhibit attached. 5. Maintenance Bond/Maintenance and Defect Agreement. After the construction permit is signed off by the Inspector, a two year Maintenance Bond must be posted with the City for 20% of the value of the public improvements to be turned over to the City. The amount will be 20% of the costs shown on the Cost Data Inventory Exhibit provided to you after submittal of the Record Drawings and Bond Quantity Worksheet. The original Performance Bond will be released after the Maintenance Bond <https://edocs.rentonwa.gov/Documents/0/edoc/955938/Surety%20-%20Maintenance%2 0Bond.pdf> and Maintenance and Defect Agreement form <https://edocs.rentonwa.gov/Documents/0/edoc/955937/Surety%20-%20Maintenance%20and%20Defect%20Agreement.pdf> is accepted by the City, and all punchlist items have been addressed. 6. Life Safety. Completion of all life safety items. 7. Overtime Inspection. Ensure any invoices billed for overtime inspection by our inspection group is paid in full (if applicable). 8. Landscaping Completion. When landscaping is complete, contact Clark Close for landscaping inspection.
