In talking with our Transportation Division, a guardrail within the planter strip or at the back of the sidewalk is not an acceptable option. Vehicular rail on top of the wall is the
only appropriate alternative. Rohini has a project called Vuecrest with a similar scenario that is currently being installed as an example. I could possibly find the project site information
if you need it.
The finish requirements are outlined in the WSDOT specs.

Subject: Concrete Retaining Wall
Ann, I received a couple of comments from our structural engineer regarding the review of the reinforced concrete retaining wall. It would appear that putting a traffic barrier/guardrail
on top of the wall is a big deal. It would seem that the appropriate course of action would be to put a guardrail within the planter strip or move the sidewalk to the back of curb
of curb and put the guardrail at the back of walk. Will this be acceptable to the City?
Also, there was a comment regarding the finish on the concrete wall. Is there something special required? Keep in mind that this wall will not be entirely visible as the trees and
vegetation within Tract K will screen the wall.
