Reason/Justification: During construction a number of issues were identified that led to additional design/
detailing and fabrication scope for structural steel infill panels. These included skewed Pile Caps discovered
during the Contractor's surveying (RFI #9), Utility lines not fitting within area shown in design drawings (RFI #16
and 17), and changes identified during shop drawing submittal review by Engineer (Submittals 24.1, 24.3).

Improvements drawing package dated July 18 2022 was based upon the development of common South and
West Leg walkways as depicted with typical Pile cap spacings in straight and perpendicular alignments. Since the
award of contract for fabrication, extensive field survey’s (7 to date) provided by Redside Construction of the
existing pile caps, pilot house and abutment conditions along both South and West Legs have generated
extensive Detailing reviews and changes requiring multiple: plan overlays, pile cap dimensional and alignment
reviews, pre-existing handrailing and bollard positionings, all having generated excessive subcontracted
Detailing expense to Jesse Company far exceeding our project bid allowance.
In an effort to best suit the project efficiency and fabrication/delivery schedules Jesse Company has absorbed
these Extra expenses to date but must now submit this Change Order #2 for the extenuating cost of Detailing
services further defined below.
South Walkway:
1) Multiple surveys located the South pile caps via. nail holes, centerline and face of concrete, all provided
dimensional variances in pile cap spacings. These subsequent surveys also proved the existing pile caps to be
out of common spacing, out of longitudinal alignment and slightly skewed. There was a consensus during a
project teleconference to develop common frame sizes between Bents 2 thru 7 with the intent of the
Contractor field cutting the Pile Cap shelfs perpendicular to a longitudinal centerline. The two outermost
frames between Bents 1-2 & 7-8 would be unique in size and conditions. $3,055.00
2)Received survey of random Handrail post locations along the South Leg walkway confirmed there is no
common base plate spacing between Pile Cap Bents thus requiring all seven South Leg frames to be uniquely
Detailed for handrail mount positions resulting in additional drawings, for each frame structure. $1,778.00
3)Changes of 2 7/8”dia. Handrail base plate hole pattern previously defined by Redside now confirmed at 3
¼” center spacing required prior drawing plan views and plate detail corrections at all frames. $525.00
4)Add two hole patterns at South Stringer webs for P2542 and P2945 UNISTRUT bracket attachments to aid
utility run supports. $590.00
5) Revise Transition plates to a Tee shape to support thermal spray metallizing distortion for flatness. $639.00
6) Revise all South leg shops to adopt 3” dia. hole thru webs and end plates for Electrical conduit penetrations
per RFI 16. $393.00
7)Revise #108A and 110A Frames for 4” hole penetrations at W10 stringer webs for fire line routing to Fire
Boxes via U1.01 and U1.02. $2,164.00
8)Light Pole supports moved off pile caps and shifted onto frames 113 and 116 per Dec. 9 2022 review.

West Walkway:
10)Multiple surveys located the West pile caps via. nail holes, centerline and face of concrete, all provided
dimensional variances in pile cap spacings. These subsequent surveys also proved the existing Bent 11-23
pile caps and abutments to be out of common spacing, out of longitudinal alignment and significantly
skewed. After repeated attempts by the Detailer to develop common West structural frames it was decided
via. City of Renton teleconference to efficiently proceed with drawing submissions and maintain production
schedule that all West frames shall be Detailed to the shape and conditions of the existing pile caps. This
would generate 13 unique frames with skewed ends and require all W10 stringers(68) be assigned a separate
piece mark and detailed individually thus vastly increasing the drawing quantity yet this would simplify field
cutting requirements at existing skewed cap conditions. $16,555.00

Attached please find a drawing of the conduit sizes from the Dalton Electric.
They won’t fit in the voids shown in the infill panels and combined with junction boxes and pile caps being out of
line Dalton is suggesting that all conduit and junction boxes be installed in the void between the outside W beam
and the adjoining beam.
In addition they are requesting a 6 inch core through the closure pour section of the pile cap so all the conduit
runs are straight and the end for end location of the caps is not an issue.

Conduit Sizes
After further discussion, it is understood that there is inadequate space for the 4 conduits and the junction
box for the lighting conduit in the space provided. The following changes are acceptable:
1. The light pole conduit may be moved on the South Walk to the next bay north, between two girders.
2. This move will require new mountings on the bottom flanges of the girders, 1/2" thick tab plates with 1/2" holes for Dalton to
provide unistrut or other secure mount for conduit. Tabs shall be welded before galvanizing. Penetrations will also be
required in the end plates and diaphragms. See attached sketches and submit changes to shop drawings for review.
3. The light pole conduit move will also require coring through the pile cap at each bent on the South Walk. Provide a
2 1/2" or 3" hole as required, at the elevation of conduit mounting to allow for straight runs as possible. See figure attached.
4. The three remaining conduits on the South Walk shall be routed through the design space. Adding bends and routing
around any conflicting pile caps is acceptable. See figure attached.
5. All mountings shall remain 6 ft max spacing per design.
6. West Walk shall only have 2 conduits, and there is more space between the waler and outermost girder. It is also known
that some pile caps on the West Walk are further out of design location. Modifications may be required, to be assessed
at a later date. Unistrut supports for transverse conduit routings between Bents 19 and 20 (shown on 3/U1.02) may be
replaced with tabs similar to #2 above, or with girder web penetrations, provided support every 6 ft max.

A number of the pile caps are skewed up to 9 inches out of square with the water walk.
We can square the cuts on the caps but that may result in the cut on one side being only 2 inches into the cap
and the other side being as much as 11 inches. Is that acceptable?
If the panels are fabricated to the skew the connecting holes will have to be enlarged to accommodate the bolts
through the caps being at an angle.
Please provide direction regarding how best to deal with the skewed caps.

Some extent of skew cutting is permissible, but not to the extent that stringers would only have 2" of bearing on the cap.
6" of bearing is ideal, as reflected on the drawings, but 4-5" would be acceptable if necessary. It is expected that some
of the steel frame fabrications would be made to fit such caps to ensure stringer bearing on the caps.
Also note that the rebar within the top of the cap must be preserved. So it is expected that cuts may be squared a bit,
but not to the extent noted here for worst case.
The survey did not indicate caps out of square to this extent. Please submit as-built geometry for review.

Sheet U1.02 detail 3 calls for welding a 1 5/8 in Unistrut to the bottom flange of the H beams where conduits
cross the stringers.
I assume this is intended for bents 19/20 where the electrical is crossing from the west side of the walk to the
east side to serve the light poles on the north end of the west walk.
In a recent project meeting reference was made to avoid mounting electrical below the H beams.
Is it permissible to eliminate the Unistrut shown for conduit cross over in detail 3 and substitute 3 inch holes in
the web of the H beams?

Attached are the West Walkway Frame approvals.
Please review the Redside clouded notations and response, issue to PND for approval.
As you will see, every W10 stringer has a piece mark of its own because of the existing Pile Cap
conditions being skewed.
This required about double drawing quantity than would have been required if the Pile Caps were
square and equal in spacings such the Plan drawings indicate.
Thus every W10 has its own miter end cuts and variation in length which I hope you can understand
will require additional labor to process and fabricate verses square cut ends.
I continue to receive extra Detailing expenses for the development of each complex frame and will
track the extra labor time for W10 stringer processing caused by the existing site conditions.
I would hope PND and the City of Renton would be accepting of these additional requirements and
accept our future proposal for unforeseen project expenses.

Please provide an accounting when
