CITY OF RENTON Recreation Department 1055 South Grady Way Renton, WA 98057 Kbeymer@rentonwa.gov 425-430-6600 APPROVED AS TO FORM: Shane Moloney, City Attorney Clb 5/25/21 (1569) 3/27/2023 6 KING COUNTY KING COUNTY Steven Burke Manager King County Noxious Weed Control Program ------ (approved by Cheryl Beyer via email on 3/27/2023) Background This weed control prescription seeks to address the impacts of multiple species of noxious weeds impacting City of Renton and King County properties along May Creek in Renton, reference address 4260 Lake Washington BLVD N. The focus areas for this weed control prescription plan include the recently acquired KC Acquisition Zone (Parcel 3224059081) and the South Bank Forest Zone (Parcel 3224059109) where the City of Renton intends to construct a new trail system. Lighter weed maintenance for the previously restored North Bank Forest (Parcel 3224059109) is also included in this weed control prescription. See map at the end of document. Much of KC Acquisition and South Bank Forest Zones are highly impacted by a dense Himalayan blackberry monoculture that encompasses most of the site. There is also significant disturbance to these sites by knotweed, English Ivy, English holly, Portuguese laurel, and common hawthorn in clumped infestations throughout. More minor weed disturbances in these zones include tansy ragwort, cherry laurel, bull thistle, butterfly bush and spurge laurel. There is a varying degree of native tree canopy throughout the project site consisting of black cottonwood, red alder, bigleaf maple, western redcedar, western hemlock and Douglas-fir that is concentrated along May Creek, the North Bank Forest Zone and the eastern edge of the South Bank Forest Zone. There is very little native understory or groundcover in the Acquisition Zone and much of the upland South Bank Forest Zone, consisting mostly of scattered sword fern. There is significantly higher understory and groundcover present in the less disturbed eastern portion of the South Bank Forest Zone, including native roses, Indian plum, salmonberry, vine maple, and pacific ninebark; as well as a groundcover of scattered sword fern, trailing blackberry, and localized pockets of skunk cabbage. The North Bank Forest has a very high density of native shrubs and conifer saplings from previous restoration plantings. The King County Noxious Weeds Control Program will fund the first three years of weed control efforts as described in this plan at no cost to the landowner through the Healthy Lands Project. A site inventory was conducted during site visits on February 5th and 18th of 2021. The project site will be divided into three management zones: KC Acquisition, South Bank Forest and North Bank Forest. Throughout those zones there are 11 impactful weeds. Impactful Weeds Species KC Acquisition Species Gross Area Cover Himalayan blackberry (Rubus bifrons) 14,000 ft2 75% English ivy (Hedera helix) 3,400 ft2 70% Portuguese laurel (Prunus lusitanica) 1,500 ft2 85% Common hawthorn (Crataegus monogyna) 1,030 ft2 30% English holly (Ilex aquifolium) 110 ft2 75% Tansy ragwort (Jacobea vulgaris) 600 ft2 15% Bull thistle (Cirsium vulgare) 50 ft2 50% Cherry laurel (Prunus laurocerus) 25 ft2 100% Butterfly bush (Buddleja davidii) 1 ft2 100% South Bank Forest North Bank Forest Species Gross Area Cover Himalayan blackberry (Rubus bifrons) 2.540 ft2 50% English ivy (Hedera helix) 1,950 ft2 40% Tansy Ragwort (Jacobea vulgaris) 155 ft2 50% Hybrid knotweed (Fallopia x bohemica) 95 ft2 60% English holly (Ilex aquifolium) 10 ft2 100% Portuguese laurel 5 ft2 100% *Cells shaded in yellow denote infestations that would require some level of herbicide application to realistically control within the project timeline. Non-shaded cells denote infestations that could be controlled with strictly manual/mechanical means. Restoration planting will be needed after weed removal in some areas, especially in the KC Acquisition Zone and the western and central portions of the South Bank Forest Zone. Planting should include a mixture of coniferous and deciduous trees and native understory shrubs, with a focus of creating a native canopy cover where it does not currently exist and replacing knotweed stands along May Creek with native vegetation to prevent further bank erosion. Zones: Species Gross Area Cover Himalayan blackberry (Rubus bifrons) 4.25 acres 75% English ivy (Hedera helix) 22,700 ft2 60% Hybrid knotweed (Fallopia x bohemica) 12,000ft2 70% English holly (Ilex aquifolium) 5,930 ft2 60% Portuguese laurel (Prunus lusitanica) 2,860 ft2 90% Reed canarygrass 1300 ft2 80% Butterfly bush 35 ft2 100% Spurge laurel (Daphne laureola) 5 ft2 100% Tansy ragwort (Jacobea vulgaris) 5 ft2 100% KC Acquisition – This 0.32 acre zone is highly disturbed by noxious weeds and has very little native vegetation. There is a 15% canopy cover from cottonwood, bigleaf maple, alder and apple trees – as well as from non-native Portuguese laurel and black hawthorn. There is a notable dense hedge line of Portuguese laurel that flanks the fence shared with the neighboring condominiums along the southern border of the parcel. A contractor for the condominiums roughly “pruned” the laurels at fence height in December 2020 and dumped the cuttings along the edge of the parcel. There are also notably small Portuguese laurel seedlings scattered throughout the parcel, not all of which were mapped because of the extent of their distribution. There is very little native understory or groundcover present on the parcel aside from scattered sword fern, spirea and several maple saplings. Most of the site’s understory is dominated by English ivy and Himalayan blackberry, as well as patches of bull thistle and tansy ragwort. Additionally, there is a moderate dumping of waste material on the site that should be slated for removal/disposal – especially along the southern boundary shared with the condominiums. South Bank Forest – This 5.09 acre zone encompasses the portion of Parcel 3224059109 south of May Creek, including the proposed site of the May Creek Trail Extension. This zone varies significantly in vegetation composition throughout, with the western/central regions significantly more disturbed by noxious weeds than the more heavily forested eastern region – though Himalayan blackberry blankets ~75% of the zone and can be found extensively throughout. There is a 25% native canopy cover of black cottonwood, bigleaf maple, red alder, Douglas-fir and western redcedar in the zone, predominately along May Creek and in the eastern region of the parcel. The presence of native understory vegetation also varies widely throughout the zone, with large swaths in the western and central regions having only scattered sword fern, while along May Creek and in the eastern region there are more diverse communities of salmonberry, Indian plum, pacific ninebark, roses, and localized patches of skunk cabbage. The majority of the site is dominated by a monoculture of Himalayan blackberry, as well as clumped infestations of English ivy, English holly, reed canary grass, common hawthorn and hybrid knotweed. The Portuguese laurel hedge line along the southern boundary also persists throughout part of the site. North Bank Forest – This 3.11 acre zone has largely been replanted with native vegetation as part of previous restoration efforts and contains the existing May Creek Trail. There is a 60% canopy cover of black cottonwood, red alder, and bigleaf maple throughout the site and a dense and highly diverse understory of native shrubs and conifer saplings. There are localized infestations of English ivy, Himalayan blackberry, hybrid knotweed, and tansy ragwort scattered throughout the native plantings, especially in those directly bordering May Creek and along the northern and eastern boundaries where Himalayan blackberry encroaches from neighboring parcels.
