I have just become aware of this Ussery Variance request so am
submitting this short comment as the deadline to do so is upon us. I
find it hard to believe that allowing setback variances on all sides of
this property is in the spirit of the previous decrease from R8 to R6
zoning designation. If set backs are allowed to be reduced, that has
the same effect of increasing the mass (in a sense, density) of
buildings and decreasing the surface area for runoff which is already
a significant issue on this hillside. Allowing this size of a dwelling
will drastically deteriorate the view from neighboring and uphill
properties. If existing rules are constantly able to be "changed" by
variance-granting, then they have very little effectiveness. Also
buyers should not go forth thinking that variances will be
forthcoming to their benefit singularly and to the detriment of their
neighbors. I have previously commented on how the current height
allowances in Lower Kennydale have resulted in a substantial
negative impact on the character of this neighborhood and the value
of the view. Allowing larger percentages of land to be covered by tall
buildings will just exacerbate this and the drainage issues. Therefore,
I say "NO" to granting this request. Respectfully submitted, Joyce
