Dear Mr. Grover:
The City has finished reviewing your proposed lot line adjustment and is now ready to approve
and send the final version for recording. Please submit two sets of an original signed mylar and a
check for$15.29 made out to CD&L to me at the sixth floor counter of City Hall. However,
before the mylars are made, please review the following notes and revise the lot line
adjustment drawings accordingly:
1. As this is not a short plat, correct the"RCW citation noted in the"DECLARATION"block
(Sheet 1 of 2). Said citation should be 58.17.040.
2. Be more explicit in describing what the 20' private easement is on Sheet 2 of 2 (Access &
Utilities?). The last submittal reviewed (June 2001)called this a 20'.shared driveway
easement.
Please make the above changes before submitting.the.mylars.
Please verify that the mylars have been signed by all,owners of record and have been notarized
with an ink stamp (not embossed): The ink stamp must be legible so that King County will
promptly record the lot line adjustment.
This decision to approve the proposed lot line adjustment is subject toa fourteen (14)day appeal
period from the date of this letter. Any appeals of the administrative decision must be filed with
the City of Renton Hearing Examiner by 5:00 p.m.,August 3, 2001.
Appeals must be filed in writing together with the required $75.00 application fee with: Hearing
Examiner, City of Renton, 1055 South Grady Way, Renton,WA 98055.
Appeals to the Examiner are governed by City of Renton Municipal Code Section 4-8-110.
Additional information regarding the appeal process may be obtained from the Renton City Clerk's
Office, (425)430-6510.

Project No. LUA-00-152, LLA
Dear Mr. Grover:
The City of Renton has completed the initial review of your proposed lot line adjustment. The
following changes will be necessary in order for the City to approve your proposal:
1. There.are numerous concerns regarding access to the site and adjacent parcels that have
been raised by the reviewing sections: It is staffs position that the creation of an additional
landlocked parcel creates an increased non-conformance with City codes. It appears that as
many as 5 lots, four of them containing no`frontage on a city owner.right-of-way, are already
served by joint use of the_.30-foot lot."No more lots without street frontage may be served in
this area without creation of a full City street. Therefore, staff recommends the lot line
drawing be revised to provide street access to both lots (e.g., pipestem lots).
2. Also indicate on the revised'drawing.where a new driveway would be located for the existing
structure on lot A, or indicate an easement across lot B in order to continue using the existing
driveway. All new access drives must'comply with current street requirements (e.g., minimum
pavement width of 12 feet).
3. Provide the ground floor square footage of the existing structure located on lot A so that staff
may verify building lot coverage.
4. Note the City of Renton land use action number and land record number, LUA-00-152-LLA
and LND-30-0220, respectively,on the drawing. The type size used for the,land record
number should be smaller than that used for the land use action number.
5. Under the"APPROVAL" block on Sheet 1 of 2, the only required City of Renton signature (for
this subdivision) is the City of Renton Administrator of -Planning/Building/Public Works.
Remove the reference to"Senior Engineer, Platting Unit, Land Use Services Division."
6. Change all references to the year "19 " (as noted under the "APPROVAL" block and
"RECORDER"S CERTIFICATE"block)to 20_.
7. Note.what has been, or is to be, set at the new corners of Lot A.
8. . Note discrepancies between bearings and distances of record and those measured or
calculated, if any.
9. Note that the properties adjoining the subject property on the east and south are unplatted.
10. The addresses for proposed Lot B will be provided by the city as soon as available.
Addresses for both lots will need to be noted on the drawing.
11. On the final lot line adjustment submittal, remove all references to utility facilities and other
items not directly impacting the subdivision. These items are provided only for the preliminary
lot line adjustment.

12. Because the subject property falls within Zone 2 of the City of Renton Aquifer Protection Area,
the Aquifer Protection Notice needs to be noted on the drawing. See the attachment.
13. Note that if there are restrictive covenants, agreements or easements to others as part of this
subdivision, they can be recorded concurrently with the lot line adjustment. The lot line
adjustment and the associated document(s) are to be given to the Project Manager as a
package. The lot line adjustment shall have the first recording number. The recording
number(s) for the associated document(s) are to be referenced on the lot line adjustment in
the appropriate location(s).
14. It appears that a private easement for ingress/egress and utilities (as stated in a note on the
drawing pointing to the asphalt driveway on proposed Lot B) is to be created. If so, include
the following statement,juxtaposed to the subject easement: "Area for private ingress/egress
and utilities easement." The remainder of the current note regarding this easement". . to be
created upon recording this boundary line adj." should be removed. Since the two lots are
under common ownership at the time of recording, there can be no easement until such time
as ownership of one of the lots is conveyed to others, together with and/or subject to specific
easement rights. It should be noted, however, that the proposed easement appears to be
over the existing asphalt driveway that does not connect to proposed Lot A. What lot is
benefited by this easement?
15. Add the following Declaration of Covenant language on the face of the subject drawing, if the
previous paragraph applies:

EXISTING CONDITIONS
WATER -There is an existing 12-inch diameter water main in Union Avenue NE. Available fire
flow is in excess of 4000 gpm.
SEWER-There is an existing 8-inch diameter sewer line in Union Avenue NE.
STORM - A preliminary storm drainage plan per King County Surface Water Design standards
has been submitted with the application. Few downstream drainage facilities exist with
natural drainage courses traversing neighboring undeveloped property.
STREETS- Union Avenue NE is paved with some improvements.
CODE REQUIREMENTS
PLAN REVIEW -GENERAL
1. The proposed lot line adjustment is not allowed. The creation of an additional landlocked
lot creates an increased non-conformance with city codes. It appears that as many as five
lots, four of them with no frontage on a city owned right of way, are already served by joint
use of the 30-foot lot. No more lots without frontage may be served in this area without
creation of a full city street.
RECOMMENDED CONDITIONS
1. Reconfigure the proposed lot lines to provide street access to both lots.

Bob Mac Onie and I have reviewed the above referenced lot line adjustment submittal and have the
following comments:
Comments for the Applicant:
Note the City of Renton land use action number and land record number,LUA-00-152-LLA and
LND-30-0220, respectively, on the drawing. The type size used for the land record number should
be smaller than that used for the land use action number.
Under the"APPROVAL"block on Sheet 1 of 2,the only required City of Renton signature (for this
subdivision) is the City of Renton Administrator of Planning/Building/Public Works. Remove the
reference to "Senior Engineer,Platting Unit,Land Use Services Division."
Change all references to the year"19_"(as noted under the"APPROVAL" block and
"RECORDER"S CERTIFICATE"block)to 20 .
Note what has been, or is to be, set at the new corners of Lot A.
Note discrepancies between bearings and distances of record and those measured or calculated, if
any.
Note that the properties adjoining the subject property on the east and south are unplatted.
The addresses for proposed Lot B will be provided by the city as soon as available. Addresses for
both lots will need to be noted on the drawing.
On the final lot line adjustment submittal,remove all references to utility facilities and other items
not directly impacting the subdivision. These items are provided only for the preliminary lot line
adjustment.
Because the subject property falls within Zone 2 of the City of Renton Aquifer Protection Area,the
Aquifer Protection Notice needs to be noted on the drawing. See the attachment.

Note that if there are restrictive covenants, agreements or easements to others as part of this
subdivision,they can be recorded concurrently with the lot line adjustment. The lot line adjustment
and the associated document(s)are to be given to the Project Manager as a package. The lot line
adjustment shall have the first recording number. The recording number(s) for the associated
document(s)are to be referenced on the lot line adjustment in the appropriate location(s).
It appears that a private easement for ingress/egress and utilities (as stated in a note on the drawing
pointing to the asphalt driveway on proposed Lot B) is to be created. If so, include the following
statement,juxtaposed to the subject easement: "Area for private ingress/egress and utilities
easement." The remainder of the current note regarding this easement". . to be created upon
recording this boundary line adj." should be removed. Since the two lots are under common
ownership at the time of recording,there can be no easement until such time as ownership of one of
the lots is conveyed to others,together with and/or subject to specific easement rights. It should be
noted, however,that the proposed easement appears to be over the existing asphalt driveway that
does not connect to proposed Lot A. What lot is benefited by this easement?
Add the following Declaration of Covenant language on the face of the subject drawing, if the
previous paragraph applies:

Project Narrative for Grover Boundary Line Adjustment
This boundary line adjustment for the 2 lots is best described by the attached drawing.
The purpose would be to create two lots that better reflect the current neighborhood and
