4.0 DEFINITIONS:
4.1 Regular Position: An individual occupying an authorized and budgeted position
on a full‐time or part‐time basis. Regular part‐time employees may not
concurrently hold a Supplemental Appointment but may hold more than one (1)
budgeted, part‐time position not to exceed one (1) FTE.
4.1.1 Full‐Time: Full‐time employees are scheduled to work a minimum of 35
hours a week. Any employee working 35 or more hours will be eligible
for full benefits and will accrue leave as defined in the specific benefit
policies and City’s union contracts. Regular full‐time employees are
compensated according to the City of Renton Salary Table.
4.1.2 Part‐Time: Part‐time employees are scheduled to work less than 35
hours a week. Benefits eligibility for regular part‐time employees is
defined in the specific benefit policies and City’s union contracts. Regular

part‐time employees are compensated according to the City of Renton
Salary Table.
4.1.3 Limited Term (LT): Limited term employees are hired to work a full or
part‐time schedule for a pre‐determined period not to exceed three (3)
years unless approved or extended by the City Council. A LT position is
an authorized and budgeted position approved by Council action with full
or prorated City benefits and compensated according to the City of
Renton Salary Table. LT positions may be represented by a Union and
have all rights as outlined in the City’s union contracts.
4.2 Elected Official: An individual elected to the position of Mayor, Municipal Court
Judge, or City Councilmember. These positions are authorized and budgeted.
4.2.1 Mayor: The Mayor is eligible for full benefits excluding longevity and
leave accruals and is compensated according to the City of Renton Salary
Table.
4.2.2 Municipal Court Judges (Judges): Judges are eligible for full benefits
excluding longevity and leave accruals and are compensated per the
Washington Citizens’ Commission on Salaries for Elected Officials.
4.2.3 City Councilmembers: City Councilmembers are eligible for health
insurance coverage for themselves at no cost and may purchase coverage
for their dependents at the full premium cost. Councilmembers will
receive an employer paid deferred compensation benefit as defined in
the City of Renton Salary Table. Any councilmember that is prohibited
from participation in PERS will receive an extra 1.4% contribution to their
deferred compensation account. Salary and benefits for Councilmembers
and the Council President are established by the Independent Salary
Commission formed in 2015 (RMC 2‐20‐04).
4.3 Supplemental Appointments and Classifications: Positions filled by individuals
who are hired to work in non‐budgeted positions and are classified as Seasonal,
Temporary, or Ongoing Supplemental employees. These positions are
compensated on an hourly basis according to the City of Renton Salary Table.
Where this policy and the City’s union contracts conflict, the union contract
would take precedent.
4.3.1 Seasonal Classification: Supplemental employees hired into an
appointment classified as Seasonal are limited to an employment
duration of six months from the date of hire. Employment would begin in
approximately the same part of the year, such as summer or winter.

4.3.2 Temporary Classification: Supplemental employees hired into an
appointment classified as Temporary are limited to an employment
duration of twelve (12) months from the date of hire. Extension requests
must be submitted to the HRRM Department for review.
4.3.3 Ongoing Classification: Supplemental employees hired into an
appointment classified as Ongoing are limited to an employment
duration of three (3) consecutive years from the date of hire.
Appointments that require more than a 3‐year period would need to
follow the process for requesting a new Regular budgeted position.
