Because these notes are provided as information only, they are not subject to the appeal process for the land use action. Planning: (Contact: Alex Morganroth, 425-430-7219, amorganroth@rentonwa.gov) 1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise approved by the Development Services Division. 2. Commercial, multi-family, new single family and other nonresidential construction activities shall be restricted to the hours between seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o’clock (9:00) a.m . and eight o’clock (8:00) p.m. No work shall be permitted on Sundays. 3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground cover over any portion of the site that is graded or cleared of veget ation and where no further construction work will occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed between the dates of November 1st and March 31st of each year. The Development Services Division’s approval of this work is required prior to final inspection and approval of the permit. 4. A National Permit Discharge Elimination System (NPDES) permit is required when more than one acre is being cleared. 5. The applicant may not fill, excavate, stack or store any equipment, dispose of any materials, supplies or fluids, operate any equipment, install impervious surfaces, or compact the earth in any way within the area defined by the drip line of any tree to be retained. 6. The applicant shall erect and maintain six foot (6') high chain link temporary construction fencing around the drip lines of all retained trees, or along the perimeter of a stand of retained trees. Placards shall be placed on fencing every fifty feet (50') indicating the words, “NO TRESPASSING – Protected Trees” or on each side of the fencing if less than fifty feet (50'). Site access to individually protected trees or groups of trees shall be fenced and signed. Individual trees shall be fenced on four (4) sides. In addition, the applicant shall provide supervision whenever equipment or trucks are moving near trees. 7. This permit is shall comply with the Bald and Golden Eagle Protection Act. The permitted is responsible for adhering to the U.S. Fish and Wildlife Service National Bald Eagle Management Guidelines (2007) and /or your U.S. Fish and Wildlife Service permit. Fire impact fees for office occupancies is applicable at the rate of $ 1.99 per square foot. This fee is paid at time of building permit issuance. Fire Code Comments: Fire Code Comments: 1. There is no change in required fire flow for the proposed use. Existing fire hydrants are adequate. 2. Approved fire sprinkler and fire sprinkler monitoring systems are required throughout the building. Approved fire suppression system and monitoring is required for the proposed paint spray booth. Separate plans and permits required by the fire department. Verification that the existing fire sprinkler system can provide adequate coverage for the plastics manufacturing shall be received and approved prior to building permit issuance. Verification shall be from a certified fire sprinkler installer or a Washington State Fire Protection Engineer. This has not been provided and the applicant shall proceed at their own risk. No building permit will be issued prior to this being confirmed. 3. Fire department apparatus access roadways are adequate from the existing city streets. 4. A complete Hazardous Materials Inventory Statement shall be submitted and approved prior to building permit issuance is required. Use of fire department form or approved equivalent is required. The following comments are based on the land use application submittal made to the City of Renton by the applicant. EXISTING SITE CONDITIONS The proposed Aero-Plastics Inc Tenant Improvement project will occupy the existing one-story warehouse for the fabrication and assembly of parts to as well as staging/storage associated with the product. The existing building is currently used as a storage warehouse and associated office along the Houser Way N to the east. Water The project is within the City of Renton’s water service area in the Kennydale 308 hydraulic zone. There is an existing 12” water main within Houser Way N to the east of the existing building (Record Dwg: W-020302). The approximate static water pressure is 116 psi at a ground elevation of 40’. There is an existing 1-1/2” domestic water service and meter serving the existing building (MTR-017214). Sewer There is an existing 8’’ concrete gravity wastewater main located within Houser Way N (Record Dwg: W-020302). The existing building is connected to the 8’’ sewer main with a 6’’ sewer stub and 6’’ side sewer lines to the east of the building. Storm There is a 15’’ public stormwater main and associated catch basins within the Houser Way N to the northeast of the project site (Record Dwg: R-292902). There is an onsite 6’’ private stormwater system connecting to the public conveyance system on Houser Way N to the north. Streets The proposed development fronts Houser Way N along the east property line. The Houser Way N is classified as a Commercial-Mixed Use & Industrial Access Street with an existing right-of-way (ROW) width of approximately 60 feet. Houser Way N existing street section consists of a pavement width of approximately 38’, 6’ wide sidewalk, and 5’ wide planter. CODE REQUIREMENTS WATER COMMENTS 1. There is an existing 1-1/2” domestic water service and meter serving the existing building (MTR-017214). Per Washington State Drinking Water Regulations (WAC 246-290-490) the City of Renton requires premise isolation on their water service line. This is to prevent any potential cross connection hazards. The applicant shall install a Reduced Pressure Backflow Assembly (RPBA) downstream of the existing water meter. The RPBA shall be located inside an above ground and heated enclosure (i.e., “hot box”) per City of Renton standard plan number DocuSign Envelope ID: F8B7C52B-189D-400F-89D0-0D8E77509818 ADVISORY NOTES TO APPLICANT Page 4 of 5 LUA23-000059 350.2 or it can be installed inside the building at a location pre-approved by the water utility. A plumbing permit is required for this work, and it must be obtained before the city issuance of the building permit. a. A 2’’ RPBA was installed on 1/4/2023 by O’Neill Plumbing Co. under Plumbing permit P22006469, which is acceptable. 2. There is an existing 8” fire water service serving the existing building. The existing backflow prevention device (i.e., single check valve) for the fire sprinkler system does not meet current standards as required by the Washington State Drinking Water Regulations. It must be replaced with a new Double Check Detector Assembly (DCDA) per City of Renton standard plan number 360.2 in the existing outside in-ground vault located on the East side of the building. It may also be installed inside the building at a location that is pre-approved by the water utility. a. A new DCDA for the existing interior fire sprinkler system assembly was installed on 1/9/2023 by Reliance Fire Protection under Plumbing permit P23000254, which is acceptable. 3. The development might be subject to applicable water system development charges (SDC) and meter installation fees based on the size of the water meters. Current fees can be found in the 2023 Development Fees Document on the City’s website. Fees will be charged based on the rate at the time of Civil Construction Permit issuance. a. No SDC fee is needed since no new water meter or upsized water meter will be installed. SEWER COMMENTS 1. King County imposes limits on certain pollutants and prohibits discharge of wastes that adversely affect the operations of wastewater treatment works and collection system. Therefore, the applicant shall contact King County to obtain an industrial discharge permit if applicable. a. The applicant needs to contact King County for a possible industrial discharge permit by filling and submitting an Industrial Waste Program Survey from King County Website below: https://kingcounty.gov/services/environment/wastewater/industrial- waste/library/forms/ApprovalForms.aspx. b. King County Industrial Waste Program will make a permitting decision based on the survey form filled. 2. Since the existing sewer service will be reused, no sewer system development charges are applicable. If the domestic water meter size is required to be upsized or additional meters are required as a result of the project, applicable SDC fees would be required. Credit would be provided for the existing meter size. a. No SDC fee will be collected since no new water meter is installed and the existing sewer service will be reused. SURFACE WATER COMMENTS 1. A drainage report complying with the 2022 Renton Surface Water Design Manual (2022 RSWDM) will be required if construction is proposed exterior to the existing building. Based on the City’s flow control map, the site falls within the City’s Peak Rate Flow Control Standard (Matching Existing Conditions). The site falls within the East Lake Washington-Renton Drainage Basin and Johns Creek sub basin. Refer to Figure 1.1.2.A – Flow chart to determine the type of drainage review required in the RSWM. a. No drainage review will be required since there is no construction proposed exterior to the existing building. TRANSPORTATION COMMENTS 1. An accessible route of travel meeting American’s With Disabilities Act’s requirements (ADA) from the public right of way to the working facilities is required and will be reviewed in conjunction with the building permit submittal. a. The existing onsite ADA parking and landings will be further reviewed during building permit review. 2. Since this project is proposing an interior remodel and no new construction or additions valued at over $175,000, no street frontage improvements or right of way dedication are required. GENERAL COMMENTS 1.
