Grady Way Renton Washington 98057 Taco Bell 4225 NE 4th Street Renton, Washington 98059 Mr. Tunison GPD Group, Professional Corporation is in receipt of the corrections dated 8/11/2017 for the above- referenced project. We are addressing each comment as follows: Sheet T-001 1. Cover page shall include: vertical datum, tied to a minimum of 2 COR benchmarks. Horizontal Coordinates – Washington State Plane North, NAD 83 (91-HARN) on at least 2 exterior lot/boundary corners must be shown. Contact information of the applicant, developer, engineer, surveyor, landscape architect, and utility service providers. Site data consisting of tax parcel/plat number, project address, site area (sf and acres), disturbed area (sf and acres), gross impervious area (sf and acres), net new impervious area (sf and acres), impervious surface coverage based on gross impervious area (%), building coverage, building sizes (sf), Parking count (vehicle and bicycle), net density, zoning (include allowed impervious surface and max allowed building coverage per zoning), and setbacks. Response: All information has been added to T-001. 2. If any utility easements for the city are being created or released, please provide documentation for review and/or start the release process. Response: No utility easements are being created or released. 3. Note these numbers to be input on the COR title block (TED-40-3960, R-396001, 15-000014, 17- 000288, 17002911). Response: Numbers have been added to the COR title block, typical of all sheets. 4. Calculations: Drawings are not to scale. Please provide scaled drawings (typ. of all sheets). Response: Scaled drawings are provided. Sheet C-101 OK OK OK SEE COMMENTS ON PLANS Taco Bell – 4225 NE 4th Street 16 October 2017 5. This pipe is noted as being removed. Show removal/replacement of asphalt. Response: Asphalt has been updated to reflect removal/replacement of pipe. 6. Protect existing blow-off assembly during construction (Southwest portion of lot). Response: Existing blow-off assembly call out has been updated to be removed and relocated in proposed planting strip. 7. Call-out existing water appurtenances. Identify any that are to remain and provide details for any that need to be relocated based on the revised building location (typ.). Response: Water appurtenance call-outs have been updated. 8. Protect existing water meter during construction. Meter to be removed and capped at main line if it is not re-used for new building (by City forces). Response: Existing water meter call out has been updated and is to be capped at the main line by city forces during removal. 9. Protect existing blow-off during construction (Southeast portion of lot). Response: Existing water blow-off assembly call-out has been updated to protect existing blow-off assembly during construction. 10. Protect existing hydrant during construction. Response: Existing hydrant call-out has been updated to protect existing hydrant during construction. 11. The existing water meters for domestic and irrigation will need to be relocated. Relocation to be completed by city forces under a separate water service permit. Show actual location of the existing water meters and the proposed new location based on the revised building layout. Response: Existing water meter call-outs have been updated to remove the existing water meters. See utility plan for proposed meter locations. Sheet C-111 12. The driveway, as shown here, does not match the standard detail provided on sheet C-503. Update driveway to match detail. Remove ADA ramps shown. Utilize the City standard driveway detail. Response: The existing driveway is in good condition. In an effort to keep the existing emergency access route open during construction, the proposed work at the drive entrance has been removed. 13. Response: Light pole leader has been updated. 15. Water meters to be relocated outside of parking area. Preference is installation in landscaping strip. Response: Plans have been updated to proposed water meters in landscaping strip. Sheet C-121 16. Provide a swale with decorative rock and vegetation to prevent erosion for concentrated sheet flow (typical of 2). Response: Decorative rock and vegetation has been added to the plans. Please see landscaping plans for additional information. Sheet C-131 17. Use erosion control notes from the City of Renton Amendments to the 2009 KCSWDM Reference Section 7-B. Add surface water standard plan notes from reference Section 7-B. Response: Surface water notes and erosion control notes from Section 7-B have been added to the plans. 18. Add water plan general notes – COR STD Plan 300.0. Response: Water plan general notes have been added to the plans. 19. Add sanitary sewer notes and specifications from City of Renton Standard Details Response: Sanitary sewer notes and specifications have been added to the plans. Sheet C-133 20. Use City of Renton STD Detail 215.10 Response: City of Renton STD Plan – 215.10 has been added to the plans. Sheet C-134 21. Use COR STD Plan 216.20. Response: City of Renton STD Plan – 216.20 has been added to the plans. 22. Use COR STD Plan 216.30. Response: City of Renton STD Plan – 216.30 has been added to the plans. Response: ESC Maintenance Report has been added to the TIR. 26. Use COR STD Plan 214.00 Response: COR standard plan 214.00 has been added to sheet C-134. Sheet C-136 27. Include these in the TIR rather than the civil plans. Response: SWPPS Maintenance Report sheets were from the 2016 KCSWDM. With the project subject to the 2009 KCSWDS, the charts were removed from the project. Sheet C-141 28. Provide proposed invert and rim elevations for all sanitary sewer cleanouts. Response: Rim and invert elevations for sanitary sewer cleanouts have been updated on the plans. 29. Include existing invert and proposed rim elevations. Response: Plans have been updated to include existing invert and proposed rim elevations. 30. Show size of new water meter install RPBA backflow prevention assembly in “hot box” per City standard details 350.2. Located meter and RPBA in planter strip. Response: Plans have been updated to include size, backflow prevention assembly and meter location. 31. Identify each existing water appurtenance and show the location of the relocated water meters, or other appurtenances, for both irrigation and domestic water service. There is an existing 1” domestic water meter and a 1” irrigation water meter currently located on the site. Show the location of the new proposed 1.5” domestic water service line and meter. Response: Plans have been updated to show proposed meter location. 32. Show removal of the existing hydrant service line and fitting. Identify new fittings for relocated service line. Response: Plans have been updated to show removal of existing hydrant and new hydrant location. 33. Relocate existing hydrant in planter strip-min. 24” from face of new curb (by city forces). Response: Plans have been updated to show removal of existing hydrant and new hydrant location. 34. 1.5” service connections must be downstream of the water meter and cannot be connected directly to the 8” water main. Response: Plans have been updated to show updated location of 1.5” service connection. 35. Adjust existing blow-off assembly to finish grade (by city forces). Response: Plans have been updated to show existing blow-off assembly to be adjusted to grade by city forces. 36. Water meter should be located in a level unobstructed area as close to the city main as possible, with the distance not to exceed 50-ft. Meters to commercial developments should be located near driveway entrances within the right-of-way or within public utility easements in landscape areas, and near access driveways. Response: Plans have been updated to show new water meter location within proposed planting strip. 37. Provide call out. Is this a catch basin or yard drain? Response: See callout STM-102 on sheet C-141 for proposed yard inlet. 38. Min 7-ft between sanitary sewer and edge of rain garden. Response: Plans have been updated to provide 11.85’ between edge of rain garden and proposed sanitary sewer. 39. As proposed, the areas draining to the rain garden are required to be analyzed as bypass area from the existing conveyance system in accordance with section 1.2.3E of the City of Renton Amendments to the 2009 KCSWDM. The applicant will need to include a discussion in the TIR showing compliance with all criteria outlined in the manual. Alternatively, the release from the rain garden can be routed to the existing conveyance system. SEE COMMENTS ON PLANS OK OK OK OK OK OK SEE COMMENTS IN TIR Taco Bell – 4225 NE 4th Street 16 October 2017 Response: The existing conveyance system on site is too shallow to be used to convey water from the rain garden. A discussion has been added to the TIR. 40. Any trash enclosures which direct drainage to the sanitary sewer system shall be equipped with a roof. A separate building permit is required for the trash enclosure. Response: Plans have been updated to include a roof with the trash enclosure. 41. Adjust all water valves to finish grade per city standards. Response: Plans have been updated to include call-outs to adjust all water valves to finished grade per city standards. 42. Due to the high-use site, enhanced water quality is required prior to the downstream connections. Response: The existing site constraints do now allow for any of the options listed on the “Enhanced Basic Water Quality Menu”. The site drains to the existing offsite water quality facility. 43. Relocate existing blow-off assembly within new planter area (by city forces). Response: Plans have been updated to show existing blow-off assembly to be relocated in planter area. Sheet C-502 44. Identify which size system is being used on the site. Response: Plans have been updated to reflect which size grease interceptor is to be used. 45. This detail is not referenced in the plan sheets. Show where this is being used (detail #3). Response: Detail #3 has been updated. Sheet C-504 46. Any trash enclosures which direct drainage to the sanitary sewer system shall be equipped with a roof. A separate building permit is required. Response: Plans have been updated to include a roof with the trash enclosure. Sheet C-505 47. Remove ADA ramps at driveway. Response: City of Renton STD Plan – 405 has been added to the plans. Sheet C-506 49. Include City of Renton standard details 260.00 and 260.10. Response: City of Renton STD Plan – 206.00 and 260.10 have been added to the plans. 50. Show the inlet from the roof drains. Response: There is no proposed inlet from the roof drains. 51. Show the general location of the fabric in the schematic profile. Response: The filter fabric can be located between the soil media and aggregate. Leader has been updated in the plans. 52. Adjust profile and section drawings to more accurately display the associated dimensions. Response: The profile has been adjusted to more accurately display the associated dimensions. 53. Coordinate with landscape architect to show these plants on the landscaping plans. Response: Comments noted. 54. 8-13% - Reference Section C.2.5 of the 2009 KCSWDM. Response: Organic matter of rain garden has been updated reflecting requirements in Section C.2.5. Please note that due to City of Renton comments, some page numbers have been updated. Drainage Report 55. Include a complete analysis of all 8 core requirements and all 6 special requirements in Section 2 of the TIR. The analysis should include discussion regarding the previously approved and installed conveyance system and stormwater facilities and show that the existing system is adequately designed to handle the run-off created as a result of the proposed development. Response: A complete analysis of the 8 core requirements and 6 special requirements has been added to the drainage report. THE TIR STATES THAT THE ROOF DRAIN IS BEING DIRECTED TO THE RAIN GARDEN. SHOW HOW THE ROOF RUN-OFF WILL ENTER THE RAIN GARDEN OK OK OK OK OK OK Taco Bell – 4225 NE 4th Street 16 October 2017 56. The proposed site is a high-use site and is therefore subject to enhanced water quality treatment. The existing water quality facility was designed using the basic water quality menu. Installation of additional water quality measures will be required. For example, a stormfilter with CSF leaf compost media (see section 6.5.5 of the City of Renton Amendments to the 2009 KCSWDM). Response: The existing site constraints do now allow for any of the options listed on the “Enhanced Basic Water Quality Menu”. The site drains to the existing offsite water quality facility. 57. Provide a map showing the tributary area that will drain to the rain garden with topography. Response: A map has been provided to delineate the stormwater that will reach the rain garden. 58. High use site & subject to enhanced WQ standards. The existing wetpool was designed using the basic WQ manual. Response: The existing site constraints do now allow for any of the options listed on the “Enhanced Basic Water Quality Menu”. The site drains to the existing offsite water quality facility. 59. The applicant must show that the existing stormwater flow control and water quality treatment facility that was previously approved was sized for the same amount of impervious area (PGIS and non-PGIS area) and pervious area as being proposed by this project. If there is an increase in impervious area, then resizing calculations of existing flow control/water quality facility and conveyance systems and to the facilities including off-site tributary areas will be required. Provide a table showing the amount of PGIS impervious area, non PGIS and pervious area proposed on the site and then the assumed amount of these areas that was used for the design of the flow control and water quality treatment facility that this project will utilize to demonstrate the proposed site development matches or is less than what was assumed for the stormwater facility sizing. Provide a table comparing pervious and impervious area for the proposed development and the previously assumed impervious and pervious areas for the site in this section of the TIR. Response: Drainage report has been updated to show and discuss the current site, previously proposed development and proposed development stormwater runoffs, and has demonstrated that the proposed site has less runoff than both the current site and the previously proposed site. 60. Originally approved as a bank. Change to a restaurant results in the site being high use and requiring enhanced treatment. Response: Drainage report has been updated to address water quality. The existing site constraints do now allow for any of the options listed on the OK if enhanced water quality is not being implemented as part of the project, then the project must comply with the exception criteria outlined in section 1.2.8.1.A - exception #4 OK Taco Bell – 4225 NE 4th Street 16 October 2017 “Enhanced Basic Water Quality Menu”.
