As a result of our review, our professional opinion is that the project area has the potential to contain archaeological resources. The project area has been determined to be at high to very high risk of containing archaeology according to the DAHP predictive model and GLO maps show a historical period trail passing through the property and a freshwater stream in close proximity, which both increase the risk of finding archaeology. The scale of the proposed ground disturbing actions would destroy any archaeological resources present. Due to the hardscaped nature of the property, and evidence of fill deposits, the DAHP recommends that an Archaeological Overview Assessment (Desktop Review) of the project area be conducted, instead of a traditional archaeological survey. The goal of the Overview will be to determine if and where native soils will be encountered by the project. If the project will impact native soils, we recommend a Monitoring & Inadvertent Discovery Plan be developed to guide archaeological monitoring during the project. We also recommend consultation with the concerned Tribes' cultural committees and staff regarding cultural resource issues. These comments are based on the information available at the time of this review and on behalf of the SHPO in conformance with Washington State law. Should additional information become available, our assessment may be revised.
