Water service is provided by Water District 90. A water availability certificate will be required to be submitted with the site plan. Sewer / Wastewater Comments 1. Sewer service is provided by the City of Renton. There is an existing 8-inch sewer main in NE 5th Place and an 8-inch sewer main in Ilwaco Place NE. A sewer main extension will be required. 2. System development fee for sewer is based on the size of the new domestic water to the new lots. Sewer fee for a ¾-inch water meter or a 1-inch meter is $2,135.00. Storm Comments 1. There is a drainage conveyance system in Ilwaco Place NE and Hoquiam Ave NE. 2. A drainage plan and drainage report will be required with the site plan application. The report shall comply with the 2009 King County Surface Water Manual and the 2009 City of Renton Amendments to the KCSWM, Chapter 1 and 2. All core and any special requirements shall be contained in the report. Based on the City’s flow control map, this site falls within the Flow Control Duration Standard, Forested Condition. The drainage report will need to follow the area specific flow control requirements under Core Requirement #3. 3. A geotechnical report for the site is required. Information on the water table and soil permeability with recommendations of appropriate flow control BMP options with typical designs for the site from the geotechnical engineer shall be submitted with the application. 4. Surface water system development fee is $1,350.00 for each new lot. 5. A Construction Stormwater Permit from Department of Ecology is required if clearing and grading of the site exceeds one acre. Transportation Comments 1. Existing right of way width in NE 6th Place is 21 feet, 30 feet in Ilwaco Place NE, 34 feet in NE 5th Place and 60 feet in Hoquiam Ave NE. To meet the City’s complete street standards, the following improvements will be required: Hoquiam - Arterial Street. Existing right of way width in this section of Hoquiam Ave NE is approximately 60 feet. Hoquiam Ave NE is classified as a Collector Arterial road. To meet the City’s complete street standards for arterial streets, minimum right of way width is 83 feet. Half street improvements would include 23 feet of paving from the centerline, installation of a 0.5 foot curb, gutter, an 8 foot planter strip, and an 8 foot sidewalk fronting the site per City code 4 6 060. Dedication of up to 11.5 of right of way would be required. The City’s transportation group has determined and will support a lesser standard. Recommendation will be allowing the existing pavement width of 36 feet from curb to curb to remain and reduce the frontage improvements to an 8 foot planter strip and a 5 foot sidewalk. This would provide a future right of way of 64 feet and would require the project to dedicate 2 feet of right of way. Ilwaco - Limited Residential Street. Existing right of way is 30 feet. Requires a 45- foot right of way with an 8 foot planting strip and 5 foot sidewalk along the project side. LED residential street lighting is required NE 5th Place - Limited Residential Street. Existing right way width is 34 feet. Requires a 45-foot right of way with an 8 foot planting strip and 5 foot sidewalk. Staff would support a 5 foot sidewalk. NE 6th Street - Limited Access Road. Existing right of way width is 21 feet. Requires a 45- foot right of way with an 8 foot planting strip and 5 foot sidewalk. Staff will need more time to review and identify specific frontage improvements and dedication for each street. 3. Applicant may submit an application to the City requesting a modification of the street frontage improvements as outlined in City code 4-9-250C5d, Request shall be in writing addressed to Jennifer Henning, Director of Community and Economic Development. The request will be submitted through the plan reviewer. Dedication of right of way will not be waived. 4. LED street lighting will be required. 5. The current transportation impact fee rate is $2,214.44 per new single family house. The transportation impact fee that is current at the time of building permit application will be levied.
