The following briefly describes the application and the necessary Public Approvals. A virtual/telephonic public hearing is tentatively scheduled for June 27, 2023 at 11:00 AM before the Renton Hearing Examiner by means of the Zoom video conferencing web application which includes a phone-in option. The public is highly encouraged to attend the meeting by using one of the methods listed below. See also https://cutt.ly/C7iySCp PROJECT DESCRIPTION: The applicant is requesting a Hearing Examiner Conditional Use Permit, Site Plan Review, Parking Modification, and Environmental (SEPA) Review for the construction of a new 10,665 sq. ft. single -story Urgent Care Clinic on an existing vacant site that was previously occupied with a gas station. The project site totals approximately 82,309 sq. ft. (1.89 acres) and is located within the Commercial Arterial (CA) zone and Urban Design District D. Surface parking for 46 stalls is proposed on the project site. A Parking Modification has been requested to exceed the maximum number of permitted stalls on the project site. Access to the site would be provided via two existing curb cuts off of Talbot Rd S. Protected and sensitive slopes, a high seismic hazard area ar e mapped on the project site. A Category III wetland and Type F stream are mapped to the east of the project site. DATE OF APPLICATION: April 18, 2023 NOTICE OF COMPLETE APPLICATION: April 20, 2023 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS. CONSISTENCY OVERVIEW: Zoning/Land Use: The subject site is designated Commercial Arterial (CA) on the City of Renton Comprehensive Land Use Map and Commercial Mixed Use (CMU) on the City’s Zoning Map. Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC 4-2-120A and other applicable codes and regulations as appropriate.
