PROJECT NAME: Cedar River Levee Recertification
PROJECT DESCRIPTION: The applicant is requesting Environmental (SEPA) Review, a Shoreline Exemption, and a Critical
Areas Exemption for recertification of the levee along the Cedar River. The proposed project would consist of
improvements to the existing Cedar River levee system to meet current Federal Emergency Management Act (FEMA) flood
design standards necessary for levee certification. The existing flood protection system is located on both banks of the
lower Cedar River. The levee system consists of earthen levee embankments (levees) and floodwalls along both banks of
the lower 1.25 miles of the Cedar River. The proposed levee improvements include minor modifications at eight
improvement sites associated with the existing levee and floodwall system along both the left and right banks of the Cedar
River. The project site is located with the Residential-10 (R-10), Center Downtown (CD), Medium Industrial (IM), and Urban
Center-2 (UC-2) zones. The Cedar River is classified as a Shoreline of the State and the project is located within reach A of
the Cedar River and the Shoreline High Intensity designation. The Cedar River 100-year floodplain and floodway. sensitive
and protect slopes, seven (7) wetlands, and a high seismic hazard area are mapped on the project site.

The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This
Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of jurisdiction may be
involved, the lead agency will not act on this proposal for fourteen (14) days.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on May 8, 2023. Appeals
must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub
Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future
date if your appeal is submitted electronically. The appeal submitted in person may be paid on the first floor in our Finance
Department. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the
appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.

ISSUANCE OF A DETERMINATION OF NON-SIGNIFICANCE (DNS)

DNS: The City of Renton Environmental Review Committee (ERC) has determined that the proposed action does not have
