The proposed project would consist of improvements to the existing Cedar River levee system to meet current Federal Emergency Management Act (FEMA) flood design standards necessary for levee certification. The existing flood protection system is located on both banks of the lower Cedar River. The levee system consists of earthen levee embankments (levees) and floodwalls along both banks of the lower 1.25 miles of the Cedar River. The proposed levee improvements include minor modifications at eight improvement sites associated with the existing levee and floodwall system along both the left and right banks of the Cedar River. The project site is located with the Residential-10 (R-10), Center Downtown (CD), Medium Industrial (IM), and Urban Center-2 (UC-2) zones. The Cedar River is classified as a Shoreline of the State and the project is located within reach A of the Cedar River and the Shoreline High Intensity designation. The Cedar River 100-year floodplain and floodway. sensitive and protect slopes, seven (7) wetlands, and a high seismic hazard area are mapped on the project site. PROJECT LOCATION: 211 Burnett Ave N & 703 N 1st St (APN's 1823059158, 1823059263, 1823059275, 7229300626, 1823059277) LEAD AGENCY: City of Renton Environmental Review Committee Department of Community & Economic Development The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days. Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on May 8, 2023. Appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted electronically. The appeal submitted in person may be paid on the first floor in our Finance Department.
