After demolition is completed, the project site would paved with asphalt surfacing. A Temporary Erosion and.Sediment Control Plan (TESCP), including the use of silt fences and hay bale filters,would be used until the project is complete. In addition to the use of best management practices to mitigate impacts to the site, asbestos;abatement pursuant to EPA and PSCAA regulations would be implemented to mitigate potential impacts to air. Shoreline/Habitat Impacts: The subject site is located 1,000 feet east of the Cedar River and approximately 2,000 feet south of Lake Washington. The Cedar River and Lake Washington are known habitat areas for many fish species, most notably Puget Sound chinook salmon which are listed as threatened species under the Endangered Species Act(ESA). The National Marine Fisheries Service (NMFS)has also designated coho salmon as a candidate eligible for listing under ESA. The U.S. Fish and Wildlife Service (USFWS) has also designated bull trout as threatened. After demolition, exposed soils will be covered with asphalt. Portions of the exterior siding contain asbestos. The asbestos containing siding will be removed prior to building demolition. This material shall be wetted prior to removal and breakage of the siding will be minimized. The removal shall be done be trained and certified asbestos control workers and supervisors. This material will be removed, packaged, labeled and disposed of following EPA and PSCAA regulations. b. Are there any off-site sources of emissions or odor that may affect your proposal? Proposed measures to reduce or control emissions or other impacts to air, if any: Mitigation measures will be implemented as required to meet or exceed all applicable standards as required by the Puget Sound Air Pollution Control Agency and the Department of Ecology. Following the building demolition, an asphalt paving parking lot containing approximately 5 tooling stalls, will be constructed. During construction, storm water will be infiltrated into the ground and/or receive treatment through the use of silt fencing, catch basin filter inserts, straw bales, and other standards of practice methods. Following the completion of the tool lot construction, storm water will receive treatment through existing oil water separators per the City of Renton standards. Upon treatment, the storm water will discharge to the City of Renton storm water system, which eventually discharges into Lake Washington. A project schedule is available in the Contractor's field office. Specific activities for this phase of work include: • Demolition of existing building • Excavation, removal and disposal of abandoned utilities in the existing building footprint • Grading soil at the site for tool storage area • Paving tool storage area 1.1.1 Demolition of Existing Buildings and Utilities Demolition of the building and utilities will involve: removal of floor slab, foundation, trenches, sumps, and other subsurface features. In addition, demolition will include the excavation and capping of existing utilities (storm, sanitary, electrical, water, mechanical, etc.) that are no longer needed or that will be replaced. Demolition work will expose soil to the extent of building footprints and removal of some site paving. Also, soil stockpiles will be created as part of this work. 1.1.2 Tool Storage Lot Construction & Utilities This work will include the excavation for utilities and preparation of soils for pavements. Soil stockpiles will be created during this work. Also, potential pollutants other than soil may be present during this work. 1.2 Description of the Storm Drain System in the Project Area 1.2.1 Existing System The existing site is entirely impervious and will remain so as a result of the project. 1.2.2 Planned System No catch basins will be added as a result of the Project 1.3 Roles and Responsibilities The 24-hour contact person who has authority over the Drainage Control Plan implementation for the project is Hans-Henrik Sorensen, Boeing Facilities Asset Management Organization, (425) 237-9242. An alternate contact is Doris Turner, Boeing Environmental Affairs (425) 965-2703. Boeing plans to implement all available methods to prevent discharge of settleable solids and to reduce turbidity, as outlined in this Drainage Control Plan (DCP). The DCP will be modified whenever self-inspections reveal BMP inadequacies and when there is a change in design, construction, operation or maintenance of any BMP which causes the DCP implementation to be less effective in controlling potential pollutants. The contractor will be responsible for constructing, monitoring, and maintaining an adequate stormwater re-infiltration system. The contractor shall also be prepared to immediately implement a contingency plan should the ground become unable to accept all stormwater. The Contractor will also be responsible for collecting and disposing of screenings, grit, solids, sludges, filter backwash, or other pollutants removed from the filter fabric in the drainage structures, and to ensure these items will not be re-introduced into the storm drain system. The contractor will coordinate disposal of these items with Boeing. Any discharges to the storm drain system or sanitary sewer will not occur without prior approval from Boeing Environmental Affairs, phone (425) 965-2703. Approval from King County must be secured prior to discharge to the sanitary sewer. Contractor will notify Boeing Environmental Affairs at(425) 965-2703 of any non-compliance. After the site has undergone final stabilization, Contractor will notify Boeing so that a Notice of Termination may be submitted. SECTION 2 2.0 EROSION AND SEDIMENT CONTROL PLAN This ESC plan provides background information and describes applicable erosion and sediment control BMP's, added during completion of the building demolition and planned implementation of these BMP's for this project. The Contractor shall not limit himself to the attached ESC Plan. The Contractor shall continually implement and revise site BMP's to protect receiving waters as construction progresses. Application BMP's are located in Appendix C. 2.1 Background The site is located in the City of Renton on the Boeing property. The project's area is 100 percent impermeable, mostly flat, drains into Lake Washington, and there is no vegetation. Soils in the project area are characterized by an upper fill zone consisting of sandy loam and sand with varying amounts of gravel. The underlying natural soils consists predominately of alluvially deposited sandy, silty, and peaty materials.' The following construction processes will expose soil that may require appropriate erosion and sediment control measures: • Removal of Buildings Elements (foundations, slabs, trenches, sumps, etc.) • Preparation of soils for pavement • Stockpiling • Vehicle and equipment movement throughout the project site 2.2 Implementation 2.2.1 The following actions have been identified as key elements in the erosion control plan for the new tooling lot construction. 2.2.1.1 Sweeping Motorized pick-up sweepers will be used to keep the paved surfaces free of sediments and debris. Sweeping shall be done at regular intervals, or whenever conditions dictate. 2.2.1.2 Catch Basin Filters Where paved surfaces are not removed, catch basins can remain functional with certain controls implemented. These catch basins will be protected with filter fabric traps and/or other BMP's to capture any possible sediment. The filter traps will be inspected and cleaned at regular intervals or when conditions dictate. Stormwater may be directed to catch basins in areas where pavement has been removed after soil stabilization and catch basins have been protected in accordance with BMP's. 2.2.1.3 Plug Catch Basins Where catch basins are adjacent to construction activities that could create large amounts of sediment or other possible pollutants, temporary mechanical plugs shall be utilized to prevent these materials from entering the storm water system. 2.2.1.4 Retain Paved Surfaces Dames and Moore Soils Investigation dated January 24, 1962. Except where pavement is intentionally removed, paved surfaces will be retained for vehicle traffic. These retained surfaces will be swept at regular intervals. 2.2.1.5 Soil Stabilization Immediately after completing construction activities, the exposed soil will be graded to drain and stabilized. 2.2.1.6 Contingency Plan Storms with excessive rainfall must be anticipated. Such storms might generate more water than can be accommodated as the storm drain system is constructed. The Contractor will have sufficient equipment and operators to handle excessive rainfall. The areas where pavement is removed will be graded to drain to designated areas where sumps will be created to accept pumps. Sufficient pumps, in good repair, will be at the site to be employed when needed. 2.2.2 Specific erosion control plans for the tooling lot construction shall be developed by the Contractor to facilitate his construct sequence and methods. This report describes, in general terms, provisions that will be followed. The site construction sequence will proceed so that erosion control measures will be in place prior to soil exposure. 2.3 Applicable Erosion and Sediment Control BMP's Based on a review of the Ecology Stormwater Management Manual, the following erosion and sediment control BMP's are applicable to this project: • E1.20 - Clear Plastic Coverings • E2.10 - Stabilized Construction Entrance, Construction Traffic and Tire Wash • E2.20 -Dust Control • E3.10—Filter Fence • E3.30 - Storm Drain Inlet Protection E1.20 - Clear Plastic Coverings To prevent erosion, between October 1 and April 30, soils stockpiled on pavement will be stabilized (covered with 6-mil plastic sheeting) within two days. Between May 1 and September 30, stockpiles will be covered within seven days. Soils stockpiled on exposed soil will be covered when they contain chemical contaminants or they create a dust problem. Covered stockpiles will be inspected on a daily basis and maintained as needed. Inspections will be documented on a log sheet, which will be placed in Appendix C of this plan. A blank inspection form for this purpose is located in this section. E2.10 - Stabilized Construction Entrance, Construction Traffic and Tire Wash Construction entrances will be stabilized in accordance with the BMP with clean, recycled concrete (or equivalent material) to reduce the transport of sediment onto paved roads. If sediment is transported onto roads, these roads will be cleaned as needed by sweeping. Street washing will not be performed unless other methods to prevent the transport of sediments are unsuccessful. Whenever construction vehicle access routes intersect paved roads, including those inside Boeing, provisions will be made to reduce sediment transport. The construction site will be cleaned on a regular basis. Street washing will not be allowed unless other methods to prevent the transport or the removal the sediments are unsuccessful. Existing roads will be used for construction traffic wherever possible. A recycled concrete (or equivalent material) overlay will be provided for the transition between exposed soil areas and existing paved surfaces. Entrances to the construction site will be protected from erosion using compacted, recycled concrete (or equivalent materials.) Construction entrance and exits, construction traffic areas and tire wash areas will be inspected on a daily basis and maintained as needed. Inspections will be documented on a log sheet, which will be placed in Appendix C of this plan. ,A blank copy of an inspection form for this purpose is provided in this section. E2.20 - Dust Control Paved areas will be swept on a regular basis to control dust. Only when sweeping is not effective will water be used to control dust. Water can be used to control dust on non- paved areas. Street sweeping and the sprinkling of water will be repeated as necessary for this control. Dust control methods will be evaluated on a daily basis and maintained as needed. Inspections will be documented on a log sheet, which will be placed in Appendix C of this plan. A blank copy of an inspection form for this purpose is provided in this section. E3.30 - Storm Drain Inlet Protection • Storm drain inlets operable in the construction area will be maintained properly to control' the discharge of solids to Lake Washington. Catch basins will be protected from sediment accumulation by using filter fabric. All storm drain inlets in the project area will be inspected, and maintained as necessary at least once a week, or when there is a 24- hour rain event greater than 0.5 inches. Clogged or damaged filters will be replaced. Filtration systems in inactive construction locations will be inspected and maintained a minimum of once a week or within 24 hours of a storm event (exceeding 0.5 inches of rainfall). Sediment trapped in filters will be removed and properly disposed of when one foot or more accumulates or when the trap is filled more than 50 percent of capacity. Catch basin inspections will be documented on a log sheet, which will be placed in Appendix C of this plan. A blank copy of an inspection form for this purpose is provided in this section. 2.4 Inspection and Record Maintenance The following daily stormwater-related inspections will be performed during the project to: • verify roadways are clear of sediment and debris • document stabilization activities that have started or stopped • document construction activities that have started or stopped • verify truck entrance and exit stations are being maintained • verify the site is free of uncontrolled dust • verify petroleum products\chemicals stored in covered, wind-protected areas within a berm • verify lids have been placed on petroleum product\chemical storage containers • maintain a log of each catch basin in active construction areas to verify filter fabric is properly functioning and to document corrective actions • maintain a log of each soil stockpile to verify the date created, date removed, waste designation, when and whether piles have been covered and the volume of the soil stockpile. Inspection reports will include the scope of inspection, personnel conducting inspection, dates of inspection, major observations relating to implementation of the DCP, and actions taken as a result of the inspection. These inspection reports will be prepared and retained in Appendix C of this plan. The catch basin and soil stockpile logs will be maintained as separate documents. The remaining inspection items will be maintained on a single inspection form. 2.5 Site Stabilization Temporary sediment control measures will be installed, inspected and maintained as previously discussed. Removal of these measures will be performed in a phased approach, with the last measures removed no later than 30 days after earthwork construction is complete or soil stockpiles are no longer present. Trapped sediment will be removed or permanently stabilized on-site, and the site will be swept. Final stabilization will occur when paving is complete. Dates when major grading activities occur, when construction activities temporary or permanently cease, and when stabilization measures are initiated must be recorded. This information will be documented on a log, which will be retained in Appendix C. A blank copy of an inspection form for this purpose has been provided in this section. SECTION 3 3.0 POTENTIAL POLLUTANTS OTHER THAN SEDIMENT This section provides: background information concerning potential pollutants other than sediment, describes applicable BMP's for the management of pollutants other than sediment, and describes planned efforts to control spills and leaks. 3.1 Background - The following activities will involve pollutants other than sediment. These activities must be appropriately managed to prevent the comingling of pollutants with stormwater. BMP's described below will be followed to assure that this occurs. • Repair and Service Equipment • Fuel Equipment and Vehicles • Use of Chemicals During Construction (resins, paints, epoxies, etc.) • Accumulation of Waste • Storage of Hazardous Materials • Concrete Slab Asphalt Removal Operation, maintenance, storage and disposal practices will be performed at the project to reduce the potential for stormwater contamination. This will be accomplished by following the BMP's described in Section 3.2 below. A copy of the applicable BMP's for controls of pollutants other than sediment at this project are located in Appendix B. 3.2 Applicable BMP's to Control Pollutants other than Sediments Based on the Ecology Stormwater Management Manual, below are the applicable BMP's for this project, and a discussion of how they will be implemented. • C1.20 Handling of Petroleum Products • C1.40 Solid Waste Handling and Disposal • C1.50 Use of Chemicals During Construction • C 1.60 Managing Hazardous Products • C1.70 Vehicle and Equipment Washing • C1.90 Treatment and Disposal of Contaminated Soils • C2.00 Concrete Trucks/ Spray Washing of Exposed Aggregate C1.20 Handling of Petroleum Products Good housekeeping practices will be maintained. Equipment and vehicles will be inspected and maintained on a regular basis to prevent accidental spills and/or leaks. Major equipment maintenance will be performed at a properly permitted location, off of the Renton site. Daily maintenance activities, such as oil changes, will occur on-site. Also, heavy equipment that cannot leave the project site without being hauled on a trailer or truck will be worked on at the project site, provided this work will be performed in a designated area and best management practices are used. This activity will ensure that equipment used at the site operate properly and do not contribute to stormwater contamination. Oil and lubricants, and waste containing these substances (i.e. oil cans, rags, paper, etc.) will be disposed in proper receptacles. Waste oil for recycling will not be mixed with degreasers, solvents, antifreeze or brake fluid. C1.40 Solid Waste Handling and Disposal No waste will be dumped in the sanitary sewer or storm drain system. All waste oil and contaminated debris will be accumulated on-site according to established Boeing guidelines. Boeing will manage the disposal of waste. Adequate accumulation areas will be provide on-site for the accumulation of solid waste. Waste containers will be labeled, located in covered and contained areas, and lids will be kept closed at all times. Ecology guidelines for storing petroleum products at construction sites will be followed. Whenever possible, useful materials will be salvaged and recycled. C1.50 Use of Chemicals During Construction Good housekeeping will be implemented as a method of controlling chemical pollutants. Also, chemicals will be applied per the recommended directions, and amounts to further reduce pollution. Any left over chemicals will be properly disposed. Corrosive liquids will be kept away from flammable liquids. C 1.60 Managing Hazardous Products All materials used in construction and demolition, as well mobile and stationary, equipment will be considered potential waste generation sources. The majority of these wastes will be generated at the construction site. Potential waste such as solvents, paints, batteries, strong acid and alkaline wastes, and paint removers are all considered dangerous wastes and will be disposed in accordance with standards listed on the individual containers. Only products that are needed will be bought and used. Leftovers will be stored, re-used, recycled or properly disposed. Product will be kept in original containers and will be well labeled. Chemicals will not be mixed unless recommended by the manufacturer, and they will be used in well- ventilated areas. Proper personal protective equipment and. clothing will be used. Containers will not be disposed until the entire product has been used, or removed from the container. C1.70 Vehicle and Equipment Washing Thinners and solvents used to wash equipment will not be discharged into the sanitary sewer or storm drain system. Small parts will be cleaned with degreasing solvents. These solvents will not be discharged to the storm drain or sanitary sewer. Instead they will be recycled and re-used. C1.90 Treatment and Disposal of Contaminated Soils Boeing guidelines for soil handling and disposal at the project, dated February 27, 1998, will be followed. A copy of these guidelines are on-site and available upon request. C2.00 Concrete Trucks/Spray Washing of Exposed Aggregate Washout from concrete trucks and concrete cutting waste will be properly disposed. This waste will not be dumped into the sanitary sewer, storm drains, or onto pavement. As first alternative for this waste will be to discharge it onto exposed soils at the site. Care must be taken not to create a dump pit for this waste. 3.3 Spill Control and Reporting During Construction Activities The following procedures will be followed in case an incident such as a fire or spill occurs at the site. 3.3.1 Small Leaks/Small Spills Equipment At all times suitable quantities of absorbent materials and containment for small spills will be kept on-site. These sources use relatively low volumes of city water and are not associated with industrial processes or otherwise exposed to pollutants before discharge. These sources include: fire-line flushing and irrigation water. During the Demolition of the 10-60 and 10-65 water runoff caused by dust control during the existing building demolition and concrete slab removal shall not be discharge to storm sewer system. Runoff from demolition activities will be infiltrated. See Section 2 for a description. The construction sequence of the DCP to keep non-stormwater discharges from entering the storm sewer system is as follows: 1. Break concrete out of depressed floor areas to allow water to infiltrate to ground and remove pavement strips around building. 2. Demo fire water system as directed by the site plan removal drawings 3. Disconnect roof drains from the storm sewer system and redirect to infiltration area. 4. Remove pavement 5.
