ED37069 CASE# 23-1775 OF COLLISION 02/12/23 16:02 OF CbLLI510N NARRATIVE 23-1775 On 02/12/2023 at approximately 1602 hours, I, Officer Lantagne, responded to a blocking, injury collision at the intersection of NE Sunset BLVD and Union AVE NE, which is located in the City of Renton, County of King, and the State of Washington. I responded in my fully marked police vehicle, wearing my patrol uniform. I arrived on scene and observed Unit#2, a 2018 Tesla Model 3 with license plates BNP7881 issued out of Washington State, in the middle of the intersection. Unit#1, a 2006 Infiniti G35 with license plates CEP9796 issued out of Washington State, was northeast of the intersection on an embankment. I was advised the driver of Unit#2 had a leg and ankle injury. The driver of Unit#1 fled the scene on foot and left the keys in Unit#1. Witnesses described the fleeing driver as a Hispanic male approximately 20-30 years old who was wearing a black tee shirt, red jacket, and blue shorts. I contacted the driver of Unit#2, Joseph R. Arceno (DOB 06/01/1979), who told me the following: Arceno was driving eastbound on NE Sunset BLVD. As Arceno's vehicle crossed through the intersection at Union AVE NE, the front of his vehicle collided with the driver's side of Unit#1. The eastbound traffic signal of NE Sunset Blvd at Union AVE NE was a solid green. I observed the damage to the vehicles and other physical evidence was consistent with the statements made by Arceno and witnesses. Unit#1 had significant damage to the driver side doors which were crumpled in. Unit#2 had significant damage to the front end of the vehicle which was crumpled in past the front storage area. The collision diagram is an accurate illustration of the events leading up to the collision. I provided an exchange of information to Arceno and he was evaluated by the Renton Fire Department. I was contacted by a restaurant owner who advised me he had security video of the collision. I reviewed the security video which confirmed Unit#1 disobeyed the traffic signal, and drove into the oncoming lane of traffic prior to the collision. The driver of the vehicle got out and looked at the damage to the vehicle and raised his hands to his head before limping northbound. A silver older model Nissan pickup truck drove up to the male driver and he got into the passenger side of the vehicle. The Nissan fled the scene northbound on Union AVE NE. Officer Scott advised me she recovered the security video and submitted the videos into evidence. The registered owner of Unit#1, Jesus Millan-Guadarrama (DOB 02/22/2001), called 911 approximately twenty-five minutes later to report that his vehicle was stolen from 14220 142nd AVE SE. King County Sheriff's Office deputies contacted Millan-Guadarrama several times and requested that he respond to the scene of the collision. Millan-Guadarrama stated several times he was going to respond. At approximately 1735 hours, Milian-Guadarrama responded to the Renton Police Department and attempted to make a stolen vehicle report with Officer Catalan. I responded to the police department and Officer Catalan assisted with translating in Spanish. I asked Millan-Guadarrama why he did not respond to the scene when he was asked to and he stated he was told over the phone to go to the department. I asked Millan-Guadarrama where the vehicle was stolen from and he told me the vehicle was stolen from 14220 142nd AVE SE. Millan- Guadarrama's friend showed me the address using a pin on his phone. I asked Millan-Guadarrama how it was stolen and he stated he left his keys in the center console and left the vehicle unlocked. Millan-Guadarrama later exited the residence to check on his vehicle and observed it had been stolen. I observed Milian-Guadarrama had slurred speech, was using a planter to keep his balance, and had the odor of alcoholic beverages coming from his person. I asked Millan-Guadarrama if he had been drinking and he told Officer Catalan and I he had three beers since the accident. I asked Officer Catalan to confirm he stated he had three beers since the accident and Officer Catalan advised me that is what he said. Millan-Guadarrama was advised he would need to complete the stolen vehicle report with the King County Sheriff's Office. I responded to the 14220 142nd AVE SE address with Officer Catalan and observed there was no one at the residence. On the other side of the street, 14217 142nd AVE SE, 1 observed two vehicles PAGE 3 OF 5 REPORT NO. When the occupants of the vehicles went into the residence, the residence front lights were shut off. Using my flashlight, I observed a vehicle in the driveway which matched the second suspect vehicle. The vehicle had been blocked in by three other vehicles. The older model Nissan pickup truck had the same rims, canopy, and front windshield sticker as the truck in the security videos. I conducted a Department of Licensing check using the license plate of the vehicle, license plates C37359Z issued out of Washington State, which returned to Saul Pedroza-Perez (DOB 08/03/2000) out of Kent. I approached the vehicle and observed several opened beer bottles on the floorboards and a strong odor of beer coming from the open passenger window. I observed the hood of the vehicle was warm to the touch and had recently been running. Officer Catalan and I contacted several males at the address who were drinking beer on the back patio. Officer Catalan and I asked who the vehicle belonged to, and they were hesitant to make any statements. Officer Catalan and I advised the males we were only trying to identify the driver of the white Infiniti and one of the males stated the Nissan belonged to his "Uncle Gil" and he was not currently there. The male provided a phone number of 425-547-7331. Officer Catalan asked the males if they knew anything about the white Infiniti or who the driver was and they all said no.
