HomeMy WebLinkAboutNOA 06-152 NOTICE OF APPLICATION AND PROPOSED DETERMINATION OF NON-SIGNIFICANCE (DNS) DATE: December 1, 2006 LAND USE NUMBER: LUA 06-152, PZ, ECF APPLICATION NAME: EAST RENTON PLATEAU PRE-ZONE PROJECT DESCRIPTION: In general terms the following zoning designations have been applied to the following areas: • Resource Conservation (maximum one dwelling unit per ten acres) – proposed for the southwest and westernmost portion of the mapped area. • R-1 (maximum one dwelling unit per acre) – proposed for the eastern and southeast portion of the mapped area. Also, for a portion of the northeastern area. Within this R-1 zone there is a possible bonus for development proposals that meet specific criteria. East of 175th Avenue SE, a maximum bonus up to a total of two dwelling units/acre can be achieved, west of 175th Avenue SE a maximum bonus up to a total of four dwelling units/acre can be achieved. • R-4 (maximum four dwelling units per acre) – proposed for essentially the remainder of the mapped area. • R-8 (maximum eight dwelling units per acre) – proposed for a small area (6.5 acres) on a western tip of the mapped area. PROJECT LOCATION: Area in unincorporated King County roughly bounded by the Urban Growth Boundary to the east and north continuing along SE 2nd at the north, then west to the City limits of Renton, and to the south running along SE 143rd, SE 145th Pl, SE 148th St, SE 149th St. OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed zoning. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). A 14-day appeal period will follow the issuance of the DNS. CONSISTENCY OVERVIEW: Land Use: The subject site is consistent Comprehensive Plan, as well as relevant land use policies adopted in November 2004. Environmental Documents that Evaluate the Proposed Project: Environmental Checklist prepared November 30, 2006 Development Regulations Used For Project Mitigation: This non-project action will be subject to the City’s SEPA Ordinance and Development Regulations and other applicable codes and regulations as appropriate. Proposed Mitigation Measures: The analysis of the proposal does not reveal any adverse environmental impacts requiring mitigation above and beyond existing code provisions. However, mitigation may be necessary and may be imposed at the time of a site specific development proposal on the subject site.
