said district, providing that payment for said improvement be made
by special assessments upon property in said district, payable by the

During my review of the record of these applications, I discovereda
question of some consequence that was not discussed in the public ; .
hearings held Januaryl 2, 1979. Since the hearings were closed, any .
additional testimony must either be submitted in writing and included
in the Examiner's final decision or the public hearings must be
• reopened. In this instance, it appears most appropriate due to the
• specific nature of the issue to not reopen the hearings but to request
• any testimony that you may have regarding, the issue he submitted in
writing .to this office. Therefore, J am requesting any testimony ;or ' •
information that will enable me to reach a decision on this issue .as
it affects these applications.
'the issue is whether or not the internal circulation of the proposals
t, actually constituted by streets, and not aisleways. Should streets
be contained in. the plans, the Subdivision o rrdinance requires that
the internal circulation be expanded to 60-foot wide dedicated public
street:, from which the zoning regulations require a 60-foot building
• setback.. Consideration of this issue not only involves Traffic
Engineering expertise regarding traffic safety and circulation, but
also the general goal of protecting the public health, safety and '
welfare.
Please provide your testimony to this office by January 12, 1979. In
order to give the Examiner sufficient time to evaluate this testimony, . '
the decision making period is hereby extended from January •16, 1979 to
• January l'l, 1979. This will also extend the appeal/reconsiderat'ign
period from .January 3o, 197'1 to February 2, 1979. 1

Dear Mr. Beeler:
In reply to your letter of 5 January 1979 requesting whether the Koll
Business Parks interior circulation system should be private aisleways 'or
public streets, we point out the following items:
1. The plat as presently laid..out provides adequate frontage
for all lots on public streets and is in full conformance
with the Renton Subdivision Ordinance.
2. If the interior aiselways become public streets theywiTl
form blocks that in every instance are non-conforming to the
Renton Subdivision Ordinance.
3. The internal circulation on private.aisleways is typical of
business or industrial parks and shopping centers. , It is the
same concept as the Benaroya. Business Park on the west side
of Lind'Avenue.
ii. This basic concept is to allow off public street circulation.
Persons enter the center at specific points and are able to move
• about within it without re-entering the .through traffic on
the adjacent public streets.
5. Public streets would not be consistent with the orderly planned
traffic movements in the:area. 36' ' wide public streets would
attract through traffic attempting to by-pass ,controlled inter-
sections at S..,W. last & Eas.t Valley, S. W.' 43rd and East
Valley, S. W. 43rd and Lind Ave. and S. W. last and Lind.

6. This increases traffic congestion both within the Business
Center and on adjacent streets, which in turn exacerbates
the air pollution problem.
7. Changing to public streets requires a greater initial
investment. by the developer, causes uneconomic use of energy,
and imposes a burden .on the City's services for..items such las .
street cleaning, storm.system maintenance, .traffic control;
pavement striping, and street lighting.
We are not able to identify any increased benefits in the areas of traffic
safety or the general public .welfare by the change to internal public
streets. On the contrary we believe that there will be a deleterious
effect on traffic safety, air pollution and. City public services. We
therefore strongly recommend that the.plat and site plan be approved as
originally submitted,with internal circulation by private aisleway.

RE : PRELIMINARY PLAT 2,26-78 , SITE APPROVAL 269-78
KOLL BUSINESS CENTER ,
With respect to your letter to Gardner Engineers regarding the
above referenced projects ,, this department has reviewed your
comments and the plans submitted by the applicant . It is our
opinion that your interpretation of the Subdivision Ordinance
requirement for public streets within 'this development may not
be necessary, since the lots will each' have public street
frontage as required by the ordinance ,
It is the opinion of the Planning Department that the proposed
site plan arrangement should be considered somewhatin the man-
ner of a Planned Unit Development , wherein individual access
and thoroughfares may 'exist through parking areas as designed
by the applicant. It is our feeling that this arrangement is
satisfactory subject to the reasonable design criteria such as
minimum trafficway widths conforming to the Parking and Loading
Ordinance minimum standard for ninety degree parking of 24 feet
(4-2006. 1 . C ) . Other criteria such as non-offset intersections
and adequate pedestrian circulation should be considered

This memo is written pursuant to your request for written response
to your letter dated January 5, 1979 to Mr. Mort Thomas of Gardner
Engineers, Inc. We have reviewed this matter and find that all
parcels in the proposed subdivision have adequate frontage on
dedicated public streets and as such meet the requirements of the
Subdivision Ordinance pertaining to access.
Internal circulation among the various property owners within the
subdivision is a private matter and all necessary easements or
rights for such internal circulation will be by appropriate pri-
vate agreements between the property owners involved.

streets (private or whatever) . Considering the lack of definition
of a "street" or "roadway" in the Subdivision Ordinance or zoning ,
regulations and considering R.C.W. 36.75.020 (Definitions) what is
your opinion? (An alley is defined in Section 9-1102. 1 of the
Subdivision Ordinance. ) If the access-ways do not constitute
streets, does the proposal present any danger to- the public health,
safety or welfare?

In response to your memo of January 17, 1979, I hereby sub-
mit the following:
The circulation system proposed as part of the development
will provide access to and from the parking areas. It is
my opinion that these do not constitute public ways as
defined in RCW 36.75.020, "Definitions". These access-ways
could be closed by the property owners subject to whatever
agreements there are among the parties. The public could
be excluded by closure of these aisleways and such closure
would be legal and proper and the public could not have them .
re-opened as a matter of right.
The access-ways will be constructed pursuant to the require
ments of the City's Parking & Loading ordinance and, in my
opinion, would promote the public health, safety and welfare.;
I hope this information is sufficient for your purposes.

industrial subdivision in a Manufacturing Park zone.

PLANNING DEPARTMENT The Planning Department staff report was received by the
REPORT: Examiner on December 27, 1978.
PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on file with the application, and
field checking the property and surrounding area, the
• Examiner conducted a public hearing on the subject as
follows:
The hearing was opened on .January 2, 1979 at 9: 35 a.m. in the Council Chambers of the
Renton Municipal Building.
Parties wishing to testify were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant had received and reviewed
the Planning Department report, and the report was entered into the record as Exhibit #1.
Steve Munson, Planning Department, reviewed Exhibit #1, and entered the following
• additional exhibit into the record:

Phases of Development
Mr. Munson referenced Section M.2 of Exhibit #1 regarding minimum right-of-way provisions
and noted that the figure of 48 feet along the East Valley Road should be revised to
45 feet and the figure of 100 foot right-of-way along S.W. 43rd Street should be revised
to 98 feet.
The Examiner asked .the representative for the applicant if he concurred in Exhibit #1.

Mr. Thomas requested the opportunity to respond to certain Planning Department
recommendations. Referencing Section L.3 of Exhibit #1 regarding proposed storm water
retention systems, Mr. Thomas reported that a retention, sy.stem.will be provided for
. the project, and proposed utilization of the Springbrook Channel as reviewed with the
• Public Works Department for that purpose would not occur until completion of the SCS
P-1 Channel. Referencing Section L.4 regarding provision of sidewalks and bicycle
paths, he indicated that a joint five-lane project between the City 'of Renton and the
City of Kent will provide bicycle pathways an S..W. 43rd Street. 'He also reported that
sidewalks would be installed on the east side of Lind Avenue S.W. , and the Benaroya ,
, Company project would provide installation Of sidewalks on -the south side of S.W. 41st
Street. Mr. Thomas also' advised that sidewalks would be extended north from S.W. 43rd
Street to the East Valley Road. ,
Referencing Section L.5 pertaining to requirement of full off-site improvements on S.W.
43rd Street and the East Valley Road, Mr. Thomas stated that full .off-site improvements
would not be installed on those roadways until completion of the joint five-lane bicycle
path project. ,Regarding requirements included in Section L.7 pertaining to street
lighting along the west side of the East Valley Road, Mr. Thomas advised that provision
of the lights would probably occur concurrently with the S.W. 41st Street L.I.D.
Responding to Planning Department comments contained in Section L.9 regarding revision
of access easements on specific lots, he reported that all lots with the exception of

Lots No. 5 and 8 have adequate frontage on public right-of-ways and do not require I,
easements for access. He noted that an easement had been provided through the middle
of the site to allow increased access into the rear of Lots No. 5 and 8 which contain
less frontage.
Mr. Thomas correct right-of-way width figures contained in Section M.2 from 48 .feet on
the East Valley. Road to 45 feet and 100 feet along S.W. 43rd Street to 90 feet. He
advised that the 90-foot width included 48 feet.on the northern boundary as denoted on ,
the Glacier Park plat, Division No. 1, and 42 feet on the southern boundary within the
City of Kent city limits. Referencing SectionM.3 which recommends installation of a •
bicycle path on S.W. 41st Street and S.W. , 43rd'Street, Mr. Thomas requested that the +,
five-lane plan be displayed and reviewed for purposes of clarification. 'The Examiner
' indicated that clarification would be provided later in the hearing by a representative
from the 'Public Works Department.
The Examiner requested comments in support or opposition to the request. There was no
response. Mr. Munson requested clarification of right-of-way width requirements •
contained in Section M.2 of Exhibit #1 in response to the applicant's testimony. The
Examiner requested a member of the Public Works Department to testify. Responding was:

Mr. Monaghan was affirmed by the Examiner. He confirmed the right-of-way requirement
of 90 feet on S.W: 43rd Street in compliance with the approved Glacier Park plat
requirement for dedication of 48 feet of the northern portion of the property.
The Examiner requested further comments. Responding was:

Responding to Fire Department comments attached to the Planning Department report on a;
subsequent site approval hearing, Mr. Wells requested that a requirement for fire
sprinklers in all buildings be revised to allow further review. The Examiner advised
that because jurisdiction for enforcement of the Uniform Building Code and Uniform
Fire Code remains with the Fire Department and Building Division, review of concerns
should occur with those departments. •
The Examiner inquired if information contained in the final Environmental Impact
Statement, 'issued on October 22, 1975, is sufficiently current and applicable to the
project. Mr. Munson responded affirmatively. The Examiner inquired if landscaping
plans' for the perimeter and entries of the site had been submitted in conformance with
requirements of the Glacier Park final plat. Mr. Munson advised that conceptual landscape
plans were currently being reviewed by the departmental landscape architect, and that
although final landscaping plans were not available for the public hearing review; a .
site plan designating certain landscaping had been received. The Planning Director
- requested the opportunity to respond to the inquiry. Responding was:

Mr. Ericksen was affirmed by the Examiner. Mr. Ericksen specified certain requirements .
of preliminary plat approval of the Glacier Park development which included a 15-foot
landscape buffer along the East Valley Road.. He noted that the site plan as submitted
was not in conformance with previous requirements of the plat.

Mr. Thomas stated that previous discussion with the Planning Department had indicated
that a 10-foot' landscaping requirement exists along the East Valley Road and the
applicant had provided a 12-foot strip, although provision of a' total-15-foot utility
and landscape easement exists in conformance with the Glacier Park plat. The Examiner

confirmed that the 15-foot landscaping buffer on the perimeter of S.W. 43rd Street and
East Valley Road' had been required in the preliminary plat approval of the project.
The Examiner inquired if a preliminary plat map had been submitted with the application.
Mr. Munson indicated that a tentative plat map had been received to date. ' Mr. Ericksen
reported his opinion that the tentative map was inadequate and requested a recess to
facilitate further review of the exhibits and maps. The Examiner called a recess at 10:10 a.m
The hearing was reconvened at 10:35 a.m.

The Examiner requested submittal of further information by Mr.' Ericksen. Mr. Ericksen
entered the following exhibits into the record:

Mr. Ericksen posted an additional exhibit, Glacier Park plat map (Exhibit #4) to
illustrate the previously approved 15-foot landscape buffer on S.W. 43rd Street and
the East Valley Road. He designated on Exhibits #5 and 6 certain potential problems
which may be created by the off-set configuration of the roadway between Lots No. 2,
3, 5 and 8 and Lots .No. 5, 6, 7 and 8 which can be further reviewed during the site
approval hearing. He. advised that although the preliminary plat map, Exhibit #5,
designates the 15-foot landscape buffer as previously discussed, revision of other
development plans would be required to reflect the requirement.
The Examiner asked Mr. Thomas if the applicant is willing to accept responsibility of.
possible future problems resulting from the roadway configuration between Lots No. 5,
6, 7 and 8. Mr. Thomas reported that property owners and the site architect had agreed
upon the proposed configuration and expected no future problems to. occur.
The Examiner requested further comments. Since there were none, the hearing on File No.
PP-266-78 was closed by the Examiner at 10:45 a.m.
' FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the
Examiner now 'makes and enters the following:
FINDINGS:
1. The request is for approval of a preliminary plat of eight lots for industrial
development within the Orillia Industrial Park final plat.
2. The Planning Department report accurately sets forth the issues,• applicable policies
and provisions,' findings of fact, and departmental recommendations in this matter
and is hereby attached as Exhibit #1 and incorporated in this report by reference
as set forth in full therein.
3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy .Act of 1971 as amended by R.C.W. 43.21.C. ; an Environmental Impact Statement •
was issued for landfill operations on October 22, 1975. The statement was found to
be sufficiently current and applicable to the proposal.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development. •
•
5. There was no opposition to the proposal expressed.
6. All existing utilities are available and in close proximity.
7. The proposal is compatible with the lot design requirements of Section 4-730 (M-P)
of Title IV, and Section 9-1108.24 (Subdivision Ordinance) of Title XI, Ordinance
No. 1628, Code of General Ordinances.
8. An internal 20-foot access easement to and from S.W. 43rd Street is proposed between
Lots 2 and 3 only. Other access easements were not shown (Exhibit #5) . Each lot
has access to major dedicated streets of Lind Avenue S. , S.W. 41st Street, S.W. 43rd
Street and/or East Valley Road. In the attached letter of January 9, 1979 from
Gardner Engineers, Inc. , Planning Department memorandum of January 12, 1979, and
Public Works Department memorandum of January 15 and 17, 1979, the access is
acceptable.
9. The Planning Department found the perimeter screening landscape plans required in
the final plat of Orillia Industrial Park (FP-176-78) to be inadequate and needing •
revision. The landscape plan was not, submitted into the record, but was indicated

to be of the conceptual character shown in Exhibit #2.
10. Off-site improvements will be installed either by the Local Improvement Districts in
the area of by the applicant. Most of these improvements will be installed in the '
improvement of S.W. 43rd Street and Lind Avenue S.W. Pedestrian sidewalks and bicycle
paths will be required in addition along these streets, S.W. 41st Street and the
East Valley Road.
11. Approval is required of storm drainage plans by the Public Works Department. The
applicant stated that storm water detention would be provided on the site.

CONCLUSIONS: • •
L.
1. The proposal conforms to the goals and objectives of the Comprehensive Plan and
Land Use Map.
2. The proposal appears to serve the public interest, health, safety and welfare
(Section 9-1106.2.E. (2) ) .
3. In order to conform to the requirements of the final plat of Orillia Industrial Park
(FP-176-78) a final landscape plan must be submitted to the Planning Department with
the final plat application. This plan must meet the conditions imposed in the final
plat.
4. Off-site improvements, stipulated by the Subdivision Ordinance and the final plat, !
will apparently be completed via a combination of LID's, the applicant or 'developme'nt •
of each lot. The Public Works and Planning Departments should be adequately assure
that these improvements will be installed and should be p provided with appropriate
documentation by the applicant.
5. Staff's concerns regarding the storm drainage 'plan seem alleviated by the applican't's
testimony that on-site detention will be provided. This should be confirmed in the! •
final storm drainage plan to be submitted to the Public Works Department for final )
approval prior to construction or development on the site. '
6. Access for the lots in the plat appears adequate as each lot abuts a dedicated public
street. A 20-foot access easement between Lots 2 and 3 is also proposed. But the
subdivision specifically precludes private streets or alleys (Section 9-1108.24. (4)1
and (5) ) . This easement for vehicular access constitutes a private road, street orL.
alley per R.C.W. 36.75.020. (1) , (4) , (11) , (12) , and (14) ; and Section 9-1102.1 of
the Subdivision Ordinance (see attached R.C.W.) .
Therefore, the 20-foot easement must be expanded to a 60-foot dedicated public street
and/or cul-de-sac (Sections 9-1108.24. (3) or (6),) or deleted from the plat (similar
to the rest of ,the unspecified circulation system between the lots) .
This conclusion is not without some difficulty encountered in existing city
ordinances. These ordinances do not specifically and comfortably define a public
street or roadway. An alley, however, is defined in Section 9-1102.1. Consequently,
the R.C.W. was, consulted and the aforegoing conclusion reached.
RECOMMENDATION:
Approval of the preliminary plat, subject to: •
1. Submission of a final landscape plan conforming to the final plat of Orillia
Industrial Park (FP-176-78) with the final plat application.
• 2. Completion of off-site improvements per review and approval of the Public Works and
Planning Departments.
3. Completion of on-site improvements per review and approval of. the Public Works
and Planning Departments.
4. Submission of a final storm drainage plan for review and approval of the Public
Works Department prior to construction or development on the site.
5. Revision of Exhibit #5 to expand the 20-foot vehicular access easement between
Lots 2 and 3 to a 60-foot dedicated public right-of-way or to delete the easement
from the plat.

be filed in writing on or before February 2, 1979. Any aggrieved person feeling that
the decision of the Examiner is' based on erroneous procedure, errors of law or fact,
error in judgment, or the discovery of new evidence which could not .be reasonably
available at the prior hearing may make a written request for review by the Examiner
within fourteen, (14) days from the date of the. Examiner's decision. This request shall
set forth the specific errors relied upon by such appellant, and the Examiner may, after
review of the record, take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which, requires
that such appeal be filed with the City Clerk accompanying a filing fee of1 $25.00 and
meeting other specified requirements. Copies of this ordinance are available for
inspection in the City Clerk's office, first floor of City Hall, or same may be
purchased at cost in said office.

Dear Mr. Beeler:
In reply to your letter of 5 January 1979 requesting whether the Koll
Business Parks interior circulation system should be private aisleways. or
public streets, we point out the following items:
1. The plat as presently laid out provides adequate frontage
for all lots on public streets and is in full conformance
with.the Renton Subdivision Ordinance.
2. If the interior aiselways become public streets they will
form blocks that in every instance are non-conforming to the
Renton Subdivision Ordinance.
3. The internal circulation on private aisleways is typical of
business or industrial parks and shopping centers. It is the
same concept as the Benaroya Business Park on the west side
of Lind Avenue.
4. This basic concept is to allow off public street circulation.
Persons enter the center at specific points and are able to move
about within it without re-entering the through traffic on ,
the adjacent public streets.
5. Public streets would not be consistent with the orderly planned
traffic movements in the area. 36' wide public streets would
attract through traffic attempting to by-pass controlled inter-
sections at S. W. 41st & East Valley, S. W. 43rd and East ,
Valley, S. W. 43rd and Lind Ave. and S. W. 41st and Lind.

6. This increases traffic congestion both within the Business
Center and on adjacent streets, which in turn exacerbates
the air pollution problem.
7. Changing to public streets requires a greater initial
investment by the developer, causes uneconomic use of energy,
and imposes a burden on the City's services for items such .as
street cleaning, storm system maintenance, traffic control; '
' pavement striping, and street lighting.
We are not able to identify any increased benefits in the areas of traffic
safety or the general public welfare by the change to internal public
streets. On the contrary we believe that there will be a deleterious
effect on traffic safety, air pollution and City public services. We
therefore strongly recommend that the plat and site plan be approved as,
originally submitted with internal circulation by private aisleway.

comments and the plans submitted by the applicant . It is our
• opinion that your interpretation of. the Subdivision Ordinance
requirement for ,public streets within this development may not
be necessary, since the lots will each have public street
frontage as required by. the ordinance .
It is the opinion of the Planning Department that the proposed
site plan arrangement should be considered somewhat. in the man -
'ner of a Planned• Unit Development , wherein individual access
and thoroughfares may exist through parking areas as designed
' by the applicant . It is our feeling' that this arrangement is
satisfactory .subject to the reasonable design criteria .such as
minimum trafficway' widths conforming to the Parking and Loading
Ordinance minimum, standard for ninety degree parking . of 24 feet
(4-2006. 1 . C ) , Other criteria such as non-offset intersections
and adequate pedestrian circulation should be considered :,
So long as the proposed access thoroughfares do not otherwise
interfere with the site design , it does not appear that public
street access , maintenance , and liability would be necessary

Engineers, Inc. We have reviewed this matter and find that aid
parcels in the proposed subdivision have adequate frontage on ,
dedicated public streets and as such meet the requirements of the
Subdivision Ordinance pertaining to access.
Internal circulation among the various property owners within the
subdivision is a private matter and all necessary easements or
rights for such internal circulation will be by appropriate pri-
vate agreements between the property owners involved.

In response to your memo of January 17, 1979, I hereby sub-
mit the following:
The circulation system proposed as part of the development
will provide access to and from the parking areas. It is
my opinion that these do not constitute public ways as
defined in RCW 36. 75.020, "Definitions". These access-ways
could be closed by the property owners subject to whatever
agreements there are among the parties. The public could
be excluded by closure of these aisleways and such closure
would be legal and proper and the public could not have them
re-opened as a matter of right.
The access-ways will be constructed pursuant to the require-
ments of the City's Parking & Loading ordinance and, in my
opinion, would promote the public health, safety and welfare.
I hope this information is sufficient for your purposes.

Gentlemen:
We submit herewith the preliminary plat for the Koll Business Center
together with the utility and storm plan and the filing fee of $69440.
In reply to the City's comments on the tentative plat we have added a
typical roadway section for the private roads in the plat. All public
roads adjoining the plat are improved or scheduled for improvement
under separate projects, i.e. S.W. 41st and Lind Ave. by LID #302,
S.W. 43rd by the pending five lane project.
Sidewalks or bike paths will be provided on S.W. 43rd, Lind Ave.
and on East Valley where not now existing. -

Onsite storm retention will be provided for the interim until the SCS
P1 channel project is completed. At that time retention will be inl
the Springbrook Channel Renton wetlands area.
We do not yet have a copy of the deed available but will submit it
as soon as possible. The property is a platted block and doea not
have a metes and bounds description. We can write one if it is nec-
essary.

The primary impact on the natural systems occured at the time of
filling of the subject site . The additional actual platting of the
subject site will not create any direct impacts . However, eventual
development of the subject site will create additional traffic , noise ,
and air pollution on and near the subject site . These and other
impacts have been addressed in the final Environmental Impact
Statement for Orillia Industrial District dated October 22 , 1975 .

I . ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION :
Pursuant to the City of Renton ' s Environmental Ordinance and the
State Environmental Policy Act of 1971 , as amended , RCW 43-21C ,
an environmental impact statement was prepared for the subject
proposal and the final impact statement was issued on' October 22 ,
1975 . A copy of said impact statement is on file in the Renton
Planning Department , the city ' s SEPA public information center .

L . PLANNING DEPARTMENT ANALYSIS :
1 . The proposed plat is consistent with the Green River Valley
Comprehensive Plan , June 1976 , Land Use Element , Figure 2 ;
the goals , page 4 ; and the land use objectives , page 5 .
2 . Proposed development of the subject site will consist of
commercial and certain light industrial uses permitted in the
M-P zone . All uses should be development to ordinance
standards and be consistent with the site objectives , page 7 ,
of the Green River Valley Comprehensive Plan .
3 . Sewer and water plans have been _reviewed and given preliminary
plat approval by the Public Works Department ( storm water
retention ) . The applicant ' s stated intention of using the
Springbrook. Channel for storm water retention is not relevant
as the SCS P.- 1 channel is not a reality ( see Engineering
comments ) . This will have to be resolved prior to Final Plat
approval. However , final review and approval is usually necessary
after preliminary plat approval and prior. to construction phases .
4 . The Lind Avenue LID adjacent to the west property line has
been approved and is under construction . Sidewalks will be
required on Lind Avenue and S . W . 41st Street as per Engineering
Division comments . On Lind , the sidewalks and also bicycle
paths will be provided in a meandering scheme along both sides
of the street ( bike path on one side , pedestrian on the other )
together with street trees and landscaping .
5 . Full off-site improvements will be required on S . W . 43rd
Street and the East Valley Highway . It appears that sufficient
right-of-way width has been provided for both sides.
6 . Bicycle and pedestrian paths have been proposed for 'S . W . 43rd
Street and Lind Avenue S . W . These appear consistent with the
circulation and recreation objectives of the Green River Valley
Comprehensive. Plan and other industrial street development
improvements by Benaroya Co . to the west .
7 . The Traffic Engineering Department indicates preliminary
approval pending review of the street lighting plan 'and specifi -
cations along the west side of the East Valley Highway from
S . W . 41st Street to S . W. 43rd Street .

8 . The Fire Department advises that the proposed plat must meet
fire flow and hydrant requi-rements and that water main sizes
and installation be approved by water utilities . Access and
fire hydrants shall be installed and ready for use .prior 'to any
building construction and all buildings must meet the Uniform
Fire Code requirements per individual use .
9 . Access easement #2 for lots 2 , 3 , 5 and 8 will needs to be
revised as per Engineering Department comments shown on
sheet #1 of the plans . Access to the remaining lots should be
covered by a similar easement .
10 . Landscaping suitable to create a distinctive image should be
provided around the boundary streets of the site consistent
with the specific objective of the Green River Valley Comprehensive
Plan , Page 6 , and those measures recommended in the final plat
approval .
11 . Other comments are attached for more detailed review.
M . DEPARTMENTAL RECOMMENDATIONS :
Recommend approval of the proposed preliminary plat based upon
the above analysis subject to :
1 . Final Public Works Department approval of proposed sewer ,
water , and storm drainage plans . As noted , the matter of a storm
drainage site will have to be resolved per Engineering comments .
The Public Works Department shall require that which is necessary
in terms of additional storm drainage facilities to relieve
present problems along the East Valley Road .
2 . A minimum 48foot right-of-way shall be provided along the
East Valley Road as shown on the plat map and , sufficient
right-of-way shall be dedicated on the plat map along S . W .
43rd Street to provide a minimum 100 foot right-of-way.
3 . Installation of a meandering type pedestrian path on the
east side of Lind Avenue S . W . Installation of bike path on
S . W . 41st Street and S . W. 43rd Street . These facilities are
a part of individual site development , as they have not been
included in the Lind Avenue LID .
4 . Final Public Works Department approval of utilities plans .
5 . Final Public Works Department and Planning Department
approval of street designs and cross sections .

Introduction The State Environmental Policy Act of 1971 , Chapter 43.21C. RCW, requires
all state and local governmental agencies to consider environmental values both for their
own actions and when licensing private proposals. The Act also requires that an EIS be
prepared for all major actions significantly affecting the quality of the environment.
The purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a major action.
Please answer the following questions as completely as you can with the information

you believe an explanation would be helpful to government decision makers . include your
