ACTION: CHAIRMAN TEEGARDEN CALLED FOR A SPECIAL MEETING TO BE HELD JULY 31 , 1974, FOR THE SPECIFIC PURPOSE OF CONSIDERING POSSIBLE CHANGES IN THE COMPREHENSIVE LAND USE PLAN IN THE GREEN RIVER VALLEY AND THAT AREA IN THE VICINITY OF THE VALLEY GENERAL HOSPITAL. HE REQUESTED THAT INTERESTED GROUPS BE NOTIFIED AND THAT A NOTICE OF PUBLIC HEARING BE PUBLISHED 2 . COMMUNITY SERVICES COMMITTEE OLYMPIC PIPE LINE PROPOSAL Noting City Council action declaring that the Olym- pic Pipe Line project had a negative environmental impact in the City of Renton and the CouncTs earlier referral of the proposal to the Planning Commission regarding possible environmental impact, Commissioner Scholes , chairman , described the route of the proposed second pipeline . It was the com- mittee ' s unanimous opinion that if the terminus of the pipeline is planned for Renton , then an environ- mental impact statement should be provided by the Olympic Pipe Line Company , as it is their feeling that locating the terminus in Renton implies addi - . tional storage potential . He also stated that it is the unanimous recommendation of the committee that an EIS not be required, if the terminus does not end within the City limits . Scholes stated that he had been advised by the Olympic Pipe Line Company that there is no foreseeable extension of the pipeline . Discussion followed regarding the potential for additional storage facilities , the reasons for an environmental impact statement, and appropriateness of possible action by the Commission . Commissioner Gibson left the meeting at this time , having been previously excused. ACTION: MOVED BY SEYMOUR, SECONDED BY SCHOLES, THAT FHE PLANNING COMMISSION SEND A LETTER TO THE PUBLIC WORKS DIRECTOR EXPRESSING THEIR RESERVATIONS IN REGARD TO THE COUNCIL'S ACTION AND STRONGLY RECOM- MENDING THAT AN ENVIRONMENTAL IMPACT STATEMENT BE REQUIRED FOR THE OLYMPIC PIPE LINE PROJECT BECAUSE OF THE POTENTIAL IMPACT OF THE TERMINUS BEING LOCATED IN THE CITY OF RENTON AND THAT A COPY OF THE LETTER BE DIRECTED TO THE COUNCIL AND TO THE MAYOR. No. SP-775-74 ; special permit to allow filling and grading in B-1 and R-3 zones ; property located at southeast corner , Union Ave . N. E . at N.E. 4th Ave. The Assistant Planner pointed out the 1 . 88 acre site located on the southeast corner of N . E. 4th Street and Union Ave . N. E . , noting that G residential zoning sur- rounds the property. The site is zoned B- 1 with the south 75 ' of the property zoned as R-3. Ninety-nine hundred cubic yards of fill are planned and approxi - mately 3900 cubic yards of cut. Proposed development is planned in three phases : Phase one includes a retail store and a tavern and also some other retail or office space ; phase two involves extra retail and office space ; and phase three provides for additional office space into the R-3 zoned area. Plans for reuse . of the site , site development and landscaping have been submitted. WAIVER OF OFFSITE IMPROVEMENTS: C. MARTINSON , E . J . ; Appl . No. W-776-74 ; request for waiver of off-site improvements in G7200 zone ; property located west of Kennydale Memorial Hall on 27th N . E. Planner Smith reminded the Commission that this site was recently rezoned from P- 1 to G-7200 in accordance with Living Memorial Association ' s request and pointed out the location of the 38,000 square foot site between N. E . 27th Street and N. E. 28th Street. The planned division of the property into four lots was described, Because there is an absence of off-site improvements on N. E . 28th , the applicant is requesting a waiver of off-site improvements along his property on that street. At this time he plans to build on the front two lots only , saving the remaining two lots for his children . FIELD TRIP: It was decided to visit the sites on an individual basis rather than schedule a field trip. 5. ADMINISTRATIVE: A. COMMITTEE REPORTS The Chairman called for committee reports . 1 . COMPREHENSIVE PLAN COMMITTEE SPECIAL PERMIT - GARY MERLINO Commissioner Humble , chairman, read the commit- tee ' s report regarding the Gary Merlino request for filling and grading . Approval is recommended subject to the easterly 87 ' of the site being excluded from fill , site plan approval being re- ' quired at time of development and preservation of two percent natural area as recommended by the Soil Conservation Service. It was noted that the application had been continued to the June 26th public hearing , and no action was taken . •
