Below is the updated list of items that are needed before we can issue the Civil Construction permit. Items noted in green are already processed and approved, items in purple can be
deferred until after construction commences and items in red will need to be completed prior to permit issuance. There are a few outstanding items. I will follow up this email with

1. Issuance of Civil Construction Permit – Ongoing. Other items must be completed first.
2. Updated bond quantity worksheet based on final engineering design: Please provide an updated bond quantity worksheet with the final tabulation of the costs associated with the project.
This will be used to calculate the remaining review and inspection fees. The updated bond quantity worksheet can be found at (file is an excel file and will need to be downloaded):

4. Permit bond: Project is public in nature so does not require bonding. Provide Public Agency Agreement for Performance or similar instrument. It is my understanding that this is
nearly complete with the board.
5. Street Lighting Design Change Coordination: In process and near approval pending final drawings..
6. DOE NPDES Construction Stormwater General Permit: Complete and received.
7. Approved Soos Creek Utility District Approved Water and Sewer Plans: Complete and received.
8. Authorization of special billing: Provide an email with the name, address and phone number of who will be the special billing contact/who pays the bills. This includes any overtime
inspections, if we need 3rd party consultants, use of City vehicles to sweep roads near the site etc.
9. Business licenses for the contractor and subs: Complete and received.
10. Insurance certificates: Complete and received.
11. Access and utility easements: Draft Easements received. Easements will be recorded at the same time as the deed of dedication.
12. Deed of Dedication: Draft deed received. Dedication will be recorded at the same time as the easements.
13. Real-Estate Excise Tax Affidavit (REETA): Draft REETA received. Will be recorded at same time as the easements.
14. Stormwater covenants: I do not believe this is applicable, please have your engineer verify.
15. Native Growth Protection Easement: Complete and received. Will record at a later date during construction.
16. Updated MEF forms: Complete and received.
17. Pre-construction meeting: A preconstruction meeting will need to be held with City staff 1-2 weeks prior to the contractor mobilizing. Please provide an anticipated construction
schedule. One physical copy of the engineering plans will need to be provided to the City inspector at the pre-construction meeting.
