Parking Modification Request Justification 230412 V3 55 South Atlantic Street, Suite 301 • Seattle, WA 98134 • (206) 682.7525 April 12th, 2023 City of Renton Department of Community & Economic Development Planning Division 1055 South Grady Way, 6th Floor Renton, WA 98057 RE: Modification Request to Parking Standards and Drive Aisle Dimensions Address: 720 Rainier Avenue S Project Name: ARB Flagship Store – Tenant Improvement & Change of Use MODIFICATION REQUEST JUSTIFICATION: The proposed project is required to provide 30 on-site parking stalls per City of Renton municipal code (RMC 10-10-13 & 4-4-080-F10D). Access to the site is proposed to remain via a relocated driveway curb cut-off of Rainier Ave S. We are requesting a temporary modification to the parking standards and drive aisle dimensions due to the temporary 9’ construction easement Sound Transit is taking for two and a half years along the south property line. (See updated site plan) We can provide the 30 on-site parking stalls but due to the required 20’ fire access lane we need to have 15 of those compact parking stalls 8’-6” x 16’-0” (RMC 4-4-080-F8c). We are seeking a temporary modification request to reduce the percentage of compact stalls permitted for 30% to 50% while the Sound Transit 9’ construction easement is in effect. Similarly, we are requestioning a temporary modification request to reduce the required 24’ drive aisle to 20’ to match the 20’ required fire lane. The drive aisle width necks down to 18’ for three parallel parking stalls located in the southeast property line (RMC 4-4-080-F9a). This necessary adjustment is in response to the Sound Transit temporary 9’ construction easement taken along the south property line. We simply do not have any additional room between the southern property line and the edge of the existing building. The required Street Frontage Improvements per our Conditional Use Permit (CUP) Submittal remains unchanged and the proposed parking modification stated in this letter will not affect Rainier Ave S. For these reasons, it is our belief that Rainier Ave S will not be affected by the proposed temporary parking standard modification and reduced drive aisle due to the temporary easement and that the modification to City code is justified. Once Sound Transit temporary construction easement is no longer in effect the southern portion of the lot will be reconstructed and the modifications will no longer be required.
