E. /ECF-072-86/SA-082-86 Dear Mr. Blaylock: This is a response to your letter of August 29 , 1986 and the visit we made to your office on September 3, 1986. To highlight our discussion, I offer the following informa- tion regarding the Les Schwab organization to share with your Environmental Review Committee. Background first: The Les Schwab organization is grounded in some strict principles, such as our employees do not have long hair, beards, or mustaches. They are issued six white work shirts and matching blue pants. We expect them to be clean and wholesome looking. This cleanliness attitude is somewhat unique in the tire business and is one of the secrets to our success . We follow through with this idea in our new store decor. The exterior colors of red and white are sharp, crisp, and clean appearing. The colors have become a Les Schwab trademark. When you see the sign and colors you know exactly what type of service and performance to expect. We have designed a designated customer lounge where the customers can have coffee or soft drinks, relax and watch their car being serviced. The north facing building facilitates this much better than does a glaring westerly afternoon sun. Most of our customers stay right at the store while their car is being serviced. We can change, balance, and replace four tires on a passenger car in fifteen to thirty minutes. This again, is part of our reputation. Regarding other specific points we discussed on Wednesday; our primary reasoning for the north facing building is our desire for maximum exposure to N. E. Fourth Street which is the obvious travelled route. We feel the location and initial exposure that we present to the first time customer is vital . We discussed the "Supermarket" approach of selling tires that the Schwab organization uses which is providing a selection of four to six choices for each customer for the size required. Also to allow the customer to see and touch the tires that will go on the vehicle. This approach requires an attractive showroom that is available for outside viewing which is what we have done with the west end of our proposed building which will face Union Avenue. Again, another reason for the requested siting of the building. You had a question on an apparent exit on the East line of the property. I believe on our submitted plans that the area is enclosed with a chain link fence. Enclosed are some pictures out of our files of a new con- struction which is similar in design to the building you are considering. This was the community of Cascade Park in Van- couver, Washington, and was constructed in 1983. We have en- larged the size of our exterior windows since then to enhance our showroom appearance. We also discussed improving not only the building orienta- tion, but also the asethicsof the structure. With your approval , we will make the following improvements: 1. We will enhance the landscaping on the South border by adding four trees as per your local species recommendation. 2. If we can obtain the written permission of the land owner to the South, we will include an additional 5 or 6 feet of his property in our landscaping design and maintenance program. This strip is presently in weeds and is in fact an eyesore. 3. We will continue the mansard along the full width of the back of the building (south side) . 4. We will put three windows in the southwest wall which is the south end of our customer showroom. We hope that these changes will meet with your approval. I think you will find that our,,s-tore,,will make a pleasant addition to this commercial area. SUMMARY OF REQUEST: Application for site plan approval to allow the construction of a tire center store having approximately 9800 square feet. PROPONENT: LES SCHWAB PROFIT SHARING RETIREMENT TRUST SUMMARY OF ACTION: APPROVAL OF MODIFIED APPLICATION. COMMITTEE REVIEW: The review was conducted at 11:45 a.m. on Wednesday. September 17. 1986 in the third floor conference room of the Renton Municipal Building. The Committee review was conducted after receiving written comment from all divisions of the Public Works Department, both divisions of the Building and Zoning Department, and the Fire, Police. Parks and Policy Development Departments. The following exhibits were entered into the record: Exhibit No. 1 Yellow file containing application. proof of posting and publication and other documentation pertinent to this request. FINDINGS. CONCLUSIONS AND DECISION Having reviewed the written record in the matter, and conducted individual on-site inspections by each member of the Site Plan Review Committee, the Site Plan Review Committee now makes and enters the following: Findings: 1. The applicant, Les Schwab Profit Sharing Retirement Trust has requested site plan approval to allow the construction of a tire center store having approximately 9800 square feet on a 34,478 square foot lot. 1 SITE PLAN REVIEW COMI-.:.rTEE/REVIEW AND DECISION w LES SCHWAB PROFIT SHARING RETIREMENT TRUST/SA-082-86 Septbember 26, 1986 Page 2 2. The applicant's file containing the application, the State Environmental Policy Act (SEPA) documentation, the comments from various City departments, the public notices requesting citizen comment, and other pertinent documents was entered as Exhibit No. 1. 3. Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21C 1971 as amended), a Mitigated Declaration of Non-Significance has been issued for the subject proposal by the Environmental Review, Committee, the responsible official. The mitigated declaration of non-significance was based upon the modified plans submitted by the applicant. 4. The subject proposal is consistent with the Comprehensive Plan designation of Commercial for the subject site and the existing B-1, Business use zoning. 5. Plans for the proposal have been reviewed by all City departments affected by the impact of the proposal. 6. The site plan complies with Parking and Loading Ordinance for the number and configuration of parking spaces in the parking lot. 7. The applicant has modified the application to include: a. Enchance the landscaping along the southern border of the subject site. b. Landscape the northern 5 or 6 feet of the property immediately adjacent to the south, if they can obtain written permission from the land owner. c. Continue the mansard roof along the full width of the south face of the building. - d. Install three (3) showroom windows in the southwest wall of the south end of the customer showroom. CONCLUSIONS 1. The proposal is a development consistent with policies, specification. and codes of the City,of Renton. 2. Specific design issues raised by various City departments focused on: a. Building orientation. b. Access from Union Ave. N.E. c. On-site vehicular and pedestrian circulation. d. Appearance and compatability with adjacent commercial uses. e. Landscaping separation and buffer- between the subject site and the commercial development to the,south. f. Compatability of the size of the sign in relationship to other commercial activities in the area. 3. The applicant addressed the issues and agreed to modify the application as set forth above. The Committee is still concerned with the quality and quantity of the landscaping materials along the southern border. The proposed inclusion of 4 or 5 trees does not provide an adequate buffer. DECISION: The site plan, File Number SA-082-86 for Les Schwab Profit Sharing Retirement Trust, is APPROVED subject to the following conditions: 1. THE APPEARANCE OF FAIRNESS DOCTRINE provides that no ex parte (private one-on-one) communications may occur concerning land use decisions. This means that parties to a land use decision may not Ilcommunicate in private with any decision-maker concerning the proposal. Decision-makers in the land use process for site plan approvals include: (1) the Public Works Director, (2) the Building and Zoning Director, (3) the Policy Development Director, (4) the Hearing Examiner, and (5) members of the City Council. All communications after the decision date must be made in writing through the Zoning Administrator. All communications are public record and this permits all interested parties to know the contents of the communication and would allow them to openly rebut the evidence in writing. Any violation of this doctrine would result in the invalidation of the request by the Court. E. /ECF-072-86/SA-082-86 Dear Mr. Blaylock: This is a response to your letter of August 29 , 1986 and the visit we made to your office on September 3, 1986. To highlight our discussion, I offer the following informa- tion regarding the Les Schwab organization to share with your Environmental Review Committee. Background first: The Les Schwab organization is grounded in some strict principles, such as our employees do not have long hair, beards, or mustaches. They are issued six white work shirts and matching blue pants. We expect them to be clean and wholesome looking. This cleanliness attitude is somewhat unique in the tire business and is one of the secrets to our success . We follow through with this idea in our new store decor. The exterior colors of red and white are sharp, crisp, and clean appearing. The colors have become a Les Schwab trademark. When you see the sign and colors you know exactly what type of service and performance to expect. We have designed a designated customer lounge where the customers can have coffee or soft drinks, relax and watch their car being serviced. The north facing building facilitates this much better than does a glaring westerly afternoon sun. Most of our customers stay right at the store while their car is being serviced. We can change, balance, and replace four tires on a passenger car in fifteen to thirty minutes. This again, is part of our reputation. Regarding other specific points we discussed on Wednesday; our primary reasoning for the north facing building is our desire for maximum exposure to N. E. Fourth Street which is the obvious travelled route. With this placement we have good exposure at the intersection of Fourth and Union heading East and we also THE NORTHWESTS LARGEST INDEPENDENT TIRE DEALER WITH OVER 160 LOCATIONS IN OREGON,WASHINGTON, IDAHO AND MONTANA • Roger J. We feel the location and initial exposure that we present to the first time customer is vital . We discussed the "Supermarket" approach of selling tires that the Schwab organization uses which is providing a selection of four to six choices for 'each customer for the size required. Also to allow the customer to see and touch the tires that will go on the vehicle. This approach requires an attractive showroom that is available for outside viewing which is what we have done with the west end of our proposed building which will face Union Avenue. Again, another reason for the requested siting of the building. You had a question on an apparent exit on the East line of the property. I believe on our submitted plans that the area is enclosed with a chain link fence. Enclosed are some pictures out of our files of a new con- struction which is similar in design to the building you are considering. This was the community of Cascade Park in Van- couver, Washington, and was constructed in 1983. We have en- larged the size of our exterior windows since then to enhance our showroom appearance. We also discussed improving not only the building orienta- tion, but also the asethics of the structure. With your approval , we will make the following improvements: 1. We will enhance the landscaping on the South border by adding four trees as per your local species recommendation. 2. If we can obtain the written permission of the land owner to the South, we will include an additional 5 or 6 feet of his property in our landscaping design and maintenance program. This strip is presently in weeds and is in fact an eyesore. 3. We will continue the mansard along the full width of the back of the building (south side) . 4. We will put three windows in the southwest wall which is the south end of our customer showroom. We hope that these changes will meet with your approval. Review by staff and on site inspection by the Committee members focused on problems in the following area: 1. Building Orientation: Does facing the building to the north instead of towards Union Avenue N.E. enhance the image of a neighborhood commercial area. It appears to turn its back on the retail sales area to the south. 2. Southern Landscaping: The site plan provides very little landscaping to buffer the back side of the tire center from the retail sales area to the south. 3. Pedestrian Movement: It is assumed that their will customers leaving the site on foot while their car are going to be repaired to get lunch or a soda. etc. Have interties with the other adjacent uses been considered? Could you please evaluate and respond. 4. The ."asethics" of the structure are of concern. Could you please provide a actual photograph of a similar structure for review. It can not be returned it will become part of the official file. These concerns must be addressed before the Environmental Review Committee can review the environmental consequences and make a determination. This concerns are significant and your analysis should specifically state why the northern orientation of the building was chosen. how it impacts, what would happen if the orientation was modified to the west, how would it impact the neighborhood commercial area, why was so little landscaping proposed on the south. while there was ten times as much on the west. A Les Schwab Tire Store offers on a warranted basis, featuring "Sudden service", sales, as well as installation, of the following items : tires, wheels, batteries, shocks, chains, alignment and brakes. We will be using the 34, 478 sq. ft. lot on N.E . Union Avenue as follows : the building will be comprised of 9800 sq. ft. with 33 available parking spaces, with the building and pavement covering 84% of the total area and landscaping of 16%. It is our estimated figure at this point, that we will put approximately $200, 000. 00 into the building alone on the property. We also estimate, at this point, that we will have approximately eight people employed with the manager and assistant manager coming from within the system, and the balance of the employees being local hires . Construction will probably be delayed until spring due to„., the inability to obtain the necessary permits in a timely enough fashion to beat the winter wet season. We anticipate that once construction starts it will be continued until finished, which will probably cover a two month period.
